LA JOLLA (CNS) - The city of San Diego will close Children's Pool beach Saturday in preparation of harbor seal pupping season, city officials announced Friday.The city began closing the beach in 2014, spurred by environmental activists concerned that beachgoers were disturbing the young pinnipeds. The city has been tied up in litigation for most of the time since then, dealing with suits from a group called Friends of the Children's Pool and other beach access advocates who claimed the closures violated the state Coastal Act and the federal Marine Mammal Protection Act.In June of this year, a state appeals court ruled in favor of the city, allowing the closures to continue.At the time, beach access advocates threatened to take the complaint to the state Supreme Court, but the matter hasn't moved that far yet.The city opened the beach in 1932 as a refuge for inexperienced swimmers due to a seawall that keeps out oncoming ocean waves. Harbor seals began convening on the beach in the 1990s and have since used the relatively calm beach area to birth and raise seal pups. California Coastal Commission officials have also suggested that the water is unsafe due to the seals and their excrement, offering another reason for residents to stay away from the beach for the next several months.The beach will be closed through May 15, 2019 to accommodate the seals and their pups. City park rangers and lifeguards will monitor the beach throughout the rest of winter and the duration of spring to keep both members of the public and local wildlife safe. 1567

KANSAS CITY, Mo. — Missouri Gov. Mike Parson announced changes Thursday in guidance for how teachers, staff and students will be classified in possible exposures to a COVID-19 case.During his weekly remarks, Parson acknowledged the recent spike in cases in the state has placed strain on schools, and after working with officials at the Missouri Department of Elementary and Secondary Education and the Missouri Department of Health and Services, released guidance that clears the way for those in close contact to a COVID-19 case can continue to report to school.The new guidance for schools states that, in schools with mask mandates, appropriately wearing a mask can now prevent individuals from being identified as a close contact and those individuals can continue going to school if they do not show symptoms of COVID-19.The governor cited low transmission seen in schools across the state when proper COVID-19 protocols are in place and advice from a leading pediatric infectious disease researcher at Washington University and St. Louis Children's Hospital, Dr. Rachel Orscheln.Orscheln said that social distancing, cohorting, hand sanitation practices and mask-wearing are helping prevent transmission of COVID-19 in schools and that the experts will continue to monitor and adapt advice.Dr. Margie Vandeven, the state education commissioner, said that the amount of students and staff having to quarantine because of being considered in close contact with COVID-19 is causing staffing issues in schools. She also said that the quarantines were causing students to miss opportunities for social and emotional growth in the classroom.Vandeven said that nearby states like Iowa and Nebraska have put similar practices in place and have not seen increased transmission of the virus in schools.Parson added that when students have to stay home in quarantine, it prevents parents from going to work and that he hopes the change will help healthcare workers who are already experiencing strained staffing across the state.“We know that COVID-19 is not going away soon, so it is important that we continue to evaluate the guidance we’re issuing at the state level to make sure our procedures are sustainable for the next several months,” Parson said in a release announcing the new guidelines. “We have been working hard with DESE and DHSS to find a solution that allows us to continue providing the high-quality education our students deserve while still keeping them, our teachers, and all school staff members safe.”This story was originally published by Katelyn Brown on KSHB in Kansas City, Missouri. 2616

KOKOMO, Ind. -- Malachi's Magnificent Lemonade opened Friday and Saturday to raise money for the family of Jacob Pickett, and Indiana sheriff's deputy who was killed in the line of duty earlier this month.Pickett was laid to rest on Friday. (AP) — The X Prize Foundation is developing a contest for technology that can detect and extinguish wildfires before they grow too large.X Prize Foundation chairman Peter Diamandis made the announcement Friday at the Near Future Summit in La Jolla, California. Diamandis says it will take about 100 days to develop the rules for the contest. After that, the foundation will try to find a sponsor and launch the competition.Democratic Gov. Gavin Newsom joined Diamandis on stage for the announcement. California has experienced its deadliest and most destructive wildfires in history in the past two years.Newsom has solicited proposals from academics, private companies and entrepreneurs for innovative ways to address California's wildfire problem. JEFFERSON COUNTY, Colo. (KMGH) -- Police in Colorado say a couple accused of using stolen credit cards to rack up thousands of dollars in fraudulent charges had no problem bringing two young kids along."People using their children to shoplift, it's not something we see a lot of, but it's always very disappointing," said Mark Techmeyer, a spokesperson with the Jefferson County Sheriff's Office.Deputies said the unidentified couple stole a purse from a woman's car that was unlocked in the parking lot at Fairmont Elementary School in Lakewood. It happened on Sept. 15 around 3:30 p.m. local time.Within minutes of stealing the purse, investigators said the suspects began using the victim's credit cards."It happens very fast because they know the cards get canceled really quick," Techmeyer said.Deputies said the couple used the stolen cards to go on a three-day spending spree, fraudulently buying liquor, clothes, electronics, gas and food.Surveillance photos from a Kohl's store in Arvada showed the couple's two young kids with them as they checked out. In one of the photos, one of the kids is holding a shopping bag."It's a deplorable act," Techmeyer said.The duo with kids in tow then hit Mile High Wine Cellars, a liquor store next door.Owner Mark Crowder said their receipt for charges included Angry Orchard Cider, Ciroc Vodka, and expensive Cognac."She reported it stolen and then the charges continued," Techmeyer explained.Investigators said an error with the bank allowed the couple to keep using the stolen cards over three days, racking up nearly ,000 in fraudulent charges.Police are now hoping someone recognizes the couple in the surveillance photos."If there are any other charges that may surround having the children with them while they committed these acts is yet to be determined," Techmeyer said. 1872
