SAN DIEGO (KGTV) - San Diego Sector Border Patrol Chief Rodney Scott took 10News on a tour of the U.S.-Mexico border Friday to explain what works - and what doesn’t - for his department. 10News asked Scott about the impact of the government shutdown on Border Patrol agents. As of Dec. 22, the group is among those working without pay. Scott said both border security and the morale of the people who work for him will be challenged if the shutdown gets drawn out. Politicians continue to fight over funding for a border wall and lost in the bickering may be the language. President Trump continues to fight for “a wall.” And yet, earlier this week his Chief of Staff John Kelly told the Los Angeles Times that the idea of a solid concrete wall was abandoned early in the administration. Wall, fence, whatever you want to call it, no one knows what’s needed most for border security than border agents themselves. "So, on January 1, this wire was not here either," said Scott. He pointed to a section of an old, outdated border fence made of steel slats once used as runway mats for the military. Scott tried to make his case that no matter what happens in Washington D.C., his agents are the ones in the real fight. RELATED: San Diego lawmakers respond to Trump's border wall comments"On January 1 the people throwing rocks were up on top of that berm," said Scott, pointing to an area where migrants had high ground on his border agents. Scott gave our crew a tour of where the most recent confrontation took place with migrants trying to cross the border. He said his agents had to use tear gas after rocks were thrown from Mexico and claimed assaults on his agents are up 300 percent this fiscal year. Scott confirmed one of his agents was hit in the face with a rock. “But he had a riot helmet and shield on, so he wasn't seriously injured,” Scott said. RELATED: Trump says he may build wall without Congressional approvalThe biggest problem, Scott said, is the outdated and ineffective fence. In some cases, there is no way for his agents to see who's on the other side and if they pose a danger. And while Congress and the White House argue over a border wall, Scott and his agents at least have a small saving grace. "All of this, that you have here, is just within the last couple of weeks? This was in the last week," said Scott, proudly pointing out a new portion of fence. The new replacement fence was funded before President Trump came into office and was shown to our crew by Border Patrol for the first time. Eventually it will be 14 miles long, and 18 feet high on average, even taller in other areas. And for Border Patrol agents, it’s a game changer in border security. This new fence has concrete that runs 6 feet below the surface, so migrants are unable to dig under the fence. Steel bollards, encased in concrete, are separated by mere inches allowing agents to see what's on the other side. In some areas, the wall is 30 feet high. That's a significant upgrade from other areas of the outdated fence where human traffickers can cut through the metal. RELATED: TSA screeners, working without pay, calling out sick at major airports during shutdown"On average there's 3 and a half breaches in this per day," said Chief Scott, indicating patches in the fence that have been sawed through. "To jump the legacy landing mat fence, run up and start a cut in this fence big enough that you can actually get people through, is less than 2 minutes total time." As Scott spoke with 10News, three migrants jumped the old fence, but had no desire to cut through the secondary fence and escape. They quickly surrendered to a Border Patrol agent. "When that happens there is a high probability that they are going to claim asylum,” said Scott. “What that really means is that they just cut the line in front of a couple of thousand people that are doing it right and are waiting at the port of entry." 4106

SAN DIEGO (KGTV) - San Diego’s homeless crisis is an ongoing concern but programs, nonprofits, and schools are working to make sure people find shelter. When students arrive at Monarch School, there’s no telling what they might need. The staff is prepared. “We have four showers on campus. We open at 6 a.m., we have breakfast…we have a clothing boutique,” said CEO Erin Spiewak. Everything a child needs to prepare for the day is available because students don’t have a place to call home. “They're either living in a hotel or motel in one of our downtown shelters they're in a car or on the street.” Roughly 23,000 school-age children in San Diego County are homeless, according to Spiewak. Monarch serves about 300 of them. “The one thing that becomes stable for them is Monarch School; coming to the same school everyday, seeing the same friends, seeing the same staff becomes a ritual and a habit where they now have an environment where they feel safe and secure,” said Spiewak. In addition to meeting students’ physical needs, the school also to address students’ emotional well-being by providing therapists on and off site. The ultimate goal is making sure students get a quality education. “We know that the lack of a high school diploma is a big indicator of adult homelessness,” Spiewak said. “We have numbers between 70 to 90 percent of our students are graduating, so we know that with this population our success in getting them to that finish line is imperative to ensure they're not becoming homeless adults.” Homeless adults draw the attention of San Diego City Council member Chris Ward, the chair of the Regional Task Force on the Homeless. Ward says one of the most effective ways of helping people is through programs that intervene before they end up on the streets. “It’s far more cost effective to help people stay housed rather than have them fall in and have their own individual circumstances become more complex,” Ward said. While bridge shelters like the large tents downtown have proven effective in getting a roof over peoples’ heads quickly, Ward says the ultimate solution is simply more affordable housing. “We have to work on the permanent solutions. Housing construction and new development takes a long time. We have to find new resources to fund that and make that happen,” Ward said. Ward wants voters to approve a housing bond to fund more projects. “We’ve done all of our homework; we know what the needs are and if we all agree this is the way to move forward, hopefully we'll have more to work with in the years ahead,” said Ward. When it comes time to build more housing, nonprofits turn to another nonprofit: Home Aid. The group builds or renovates facilities at below-market rate. In Escondido, Home Aid partnered with Interfaith Community Services on a facility for veterans who have been discharged from the hospital and have nowhere to go. SAN DIEGO (KGTV) - Some quarantined cruise ship passengers at MCAS Miramar are voicing concerns after two days inside. Steven and Michele Smith were on board the Grand Princess cruise ship, which docked in Oakland Monday after more than 20 passengers tested positive for coronavirus. They were flown to San Diego Wednesday. Nearly 500 passengers are now being quarantined at the base. The Smiths are symptom free but frustrated. They've been in the same clothes since Monday. Their luggage is missing, after a possible mix-up with the baggage of passengers sent to other bases. The Smiths sent 10news photos of a laundry room they're not allowed to use and a lobby full of unclaimed luggage."Ours had a blue tie on it and none of those in the lobby have a blue tie. Somewhere the deck got shuffled and our luggage went wherever," said Steven Smith.They Smiths believe lack of resources and organization are also causing issues. They haven't been tested for coronavirus and have yet to receive a temperature check."Our friends being quarantined at the others bases are getting two temperature checks a day ... It feels like maybe there could be some concern ... they're not keeping up with our health," said Michele Smith.10news reached out to the base and officials at the Department of Health and Human Services about the Smiths' concerns and are waiting to hear back. 1379
