A second federal judge has issued an order permanently blocking the Trump administration from adding a citizenship question to the 2020 census in any form, despite the Trump administration's insistence it has abandoned plans to add the question on the census.The latest order is from Judge George Hazel who is overseeing a case in federal court in Maryland. New York federal judge Jesse Furman issued a nearly identical order Tuesday.Both judges will also continue to monitor the controversial issue, saying they will both retain jurisdiction in the case until the 2020 census results are processed.Plaintiffs in the New York case have asked the judge for additional discovery and to consider sanctions against administration officials if the judge ultimately determines they were untruthful in recounting the motivation behind adding a citizenship question.President Donald Trump announced last week that he will seek citizenship information from agencies that already collect the data, and will not pursue placing a citizenship question on the 2020 census. The Supreme Court in June blocked the question from being added.Changes to the census could impact the balance of power in states and the House of Representatives, which are based on total population. Census data is used for the allocation of congressional seats and the distribution of billions of federal dollars to states and localities over the next decade.The Trump administration has claimed the citizenship question on the census questionnaire was necessary to better comply with federal voting rights law. Critics argued it was an attempt to intimidate noncitizens and Hispanic households and would lead to a decline in response rates and underrepresentation of minorities. 1752

A woman who survived 17 days in a forest in Hawaii after she got lost while hiking says she was irresponsible for going into the woods unprepared."It was na?ve and irresponsible of me to go out into the woods the way that I did," Amanda Eller, 35, said in a Facebook video Friday.Her response comes amid criticism for her comments comparing her hike last month to a spiritual journey. She acknowledged her words may have "bypassed" the details of what really happened."This was never intentional, and I didn't set out that day on a spiritual journey. I set out that day to go through a simple hike through the woods," she said.Eller has said she set out on a hike to the Makawao Forest Reserve in Maui to connect with nature and get grounded. She rarely went to that park and hadn't been in months.The physical therapist figured she'd go for a 3-mile hike and spend a couple of hours in the woods."I don't really know what happened," she said told reporters Tuesday. "All I can say is that ... I have strong sense of internal guidance, whatever you want to call that -- a voice, spirit, everybody has a different name for it."She said it turned out to be not nearly as strong when after meditating on a log she wanted to go back to her car.She tried one path and it didn't get her back to her car. She tried another and realized she wasn't on a human path; she was on a boar path."At that point I had no choice because everything looked the same. I said, 'The only thing I have is my gut. I don't have a compass. I don't have a cell phone,'" she said. "'So, spirit,' or whatever you want to pray to, I said, 'I need your help right now.'"She said she listened to her sense of guidance, which instead of taking her back to her car, took her on a 5-mile journey, one she called a "spiritual boot camp."She spent 17 days in the woods trying to stay alive and catch the attention of searchers in helicopters. Rescuers found her on May 24 after more than two weeks in the wilderness.She spent two days in a Maui hospital being treated for severe sunburn, a twisted knee and ankle problems before she went home Monday night.Eller thinks the days she spent alone in the woods, surviving on berries and stream water, is part of something bigger, something that has been changing her life since she moved to Maui four years ago. 2331

A swing act performer fell during a Cirque du Soleil performance Sunday at the Bellagio hotel-casino in Las Vegas. The artist was part of the Russian swing act of "O," according to Ann Paladie, a spokesperson for the entertainment group. The show was stopped as a precaution measure while an emergency team brought the artist backstage following the show's response protocol. No immediate word was released to the extent of his injuries. However, Paladie said the artist would continue to be monitored by the medical and coaching teams to determine when he can return to his activities. A measure of hiring by U.S. companies has fallen to a seven-year low and fewer employers are raising pay, a business survey has found.Just one-fifth of the economists surveyed by the National Association for Business Economics said their companies have hired additional workers in the past three months. That is down from one-third in July. Job totals were unchanged at 69% of companies, up from 57% in July. A broad measure of job gains in the survey fell to its lowest level since October 2012.The hiring slowdown comes as more businesses are reporting slower growth of sales and profits. Business economists also expect the economy’s growth to slow in the coming year, partly because tariffs have raised prices and cut into sales for many firms.“The U.S. economy appears to be slowing, and respondents expect still slower growth over the next 12 months,” said Constance Hunter, NABE president and chief economist at the accounting firm KPMG.Perhaps because of concerns over a weakening economy, businesses are less likely to offer higher pay, even with unemployment at a 50-year low. Just one-third of economists said their firms had lifted pay in the past three months, down from more than half a year ago.Companies are also cutting back on their investments in machinery, computers, and other equipment. The proportion of firms increasing their spending on such goods is at its lowest level in five years, the survey found.Sales are also growing more slowly. Just 39% of economists said they rose in the past three months, down from 61% a year earlier. And only 38% said they expect sales to rise in the next three months, also down from 61% a year ago.Many business economists blamed President Trump’s tariffs on steel, aluminum, and on most imports from China for worsening business conditions. Thirty-five percent said the duties have hurt their companies, while just 7% said they had a positive effect.Of those who said tariffs had impacted their companies, 19% said they had lowered their sales and 30% said the duties pushed up costs.That has cut into profits for many firms. Just 19% of economists said their companies’ profit margins have risen in the past three months, barely half the 37% who reported greater profits a year earlier.Two-thirds of the economists surveyed now forecast that the economy will grow just 1.1% to 2% from the third quarter of 2019 through the third quarter of 2020. A year ago, they were more bullish: Nearly three-quarters forecast growth of 2.1% to 3% from the third quarter of 2018 through the third quarter of 2019.The NABE surveyed 101 economists at companies and trade associations from Sept. 26 through Oct. 14. 2672
