For the second year in a row, US seniors will see increases in their Social Security checks starting in January.Recipients will get a 2.8 percent boost in 2019, higher than last year's 2 percent increase — which followed years of minimal changes in payments.The average payment for all retired workers will go up from ,422 to ,461 per month, or .The annual cost of living adjustment is pegged to inflation, which has been rising faster over the past year. The year-over-year increase in August was 2.7 percent.Lately, the largest component of rising costs has been housing, with low inventory and a re-emergence of first-time home buyers driving up prices. The CPI's measure of gas prices is also up 9.1 percent since last September.Senior advocacy groups hailed the increase but said it still wasn't enough to cover the living costs of older Americans.The Senior Citizens League, a group mostly comprised of retired military veterans, voiced a particular concern in a report released Thursday: that the 5 million Social Security recipients with the smallest monthly payments would effectively see no increase in 2019 after taking into account rising premiums for Medicare Part B, which are automatically deducted from Social Security Checks."We need to strengthen and expand Social Security with COLAs that reflect the real expenses seniors face," said Richard Fiesta, executive director of the Alliance for Retired Americans, which is supported by major labor unions.The group supports pegging cost-of-living increases instead to a measure of inflation specifically tailored to people older than age 62, which factors in higher healthcare costs. For the first time in nearly 50 years, older workers face higher unemployment than their midcareer counterparts, according to a study released Tuesday by the New School university in New York City.The pandemic has wreaked havoc on employment for people of all ages. But researchers found that during its course, workers 55 and older lost jobs sooner, were rehired slower and continue to face higher job losses than their counterparts ages 35 to 54.It is the first time since 1973 that such a severe unemployment gap has persisted for six months or longer.AARP said the study bolstered concerns about the economic impact of the virus on on older workers. When people over 50 lose their jobs, it typically takes them twice as long to find work as it does for younger workers, the organization representing the interests of older Americans estimates.The pandemic “may be something that is pushing people out of the workforce and they may never get back in,” said Susan Weinstock, AARP’s vice president of financial resilience programing.In every recession since the 1970s, older workers had persistently lower unemployment rates than midcareer workers — partly because of seniority benefits.But in the current recession, older workers experienced higher unemployment rates than midcareer workers in each month since the onset of the pandemic.The older workers’ unemployment rates from April through September were 1.1 percentage points higher than mid-career workers — at 9.7% versus 8.6%. The rates were compiled using a six-month rolling average and were far worse for older workers who are black, female or lack college degrees.Among the newly unemployed older workers is Legasse Gamo, 65. He was laid off in March from his job as a baggage handler at Reagan National airport in the Washington suburb of Arlington, Virginia.While Gamo is afraid of exposing himself to the coronavirus by working around others, he said he has looked for work — because he feels he has little choice but to take any job he can find.The contractor he worked for, Eulen America, has required its laid off employees to reapply for their jobs. Gamo did so but said he has received no reply.The immigrant from Ethiopia supports three grandchildren, ages 6, 12 and 14, who live with him. His daughter is still employed, but her pay is not enough to cover their expenses. Gamo gets 0 a week in unemployment insurance payments and said he has spent almost all of his savings.“I just want to get back to my job as soon as possible to support my family because I’m afraid we will end up homeless,” Gamo said.The New School study focused only on workers with established careers. As a result, it did not examine workers younger than 35.It found that the pandemic has posed a unique risk for older workers, said Teresa Ghilarducci, director of the New School’s Schwartz Center for Economic Policy Analysis.“The higher rate of unemployment for older workers might be because this is a once-in-a-lifetime chance for employers to shed older workers and not fear investigation by the labor department,” Ghilarducci said.She added: “Age discrimination rules are not being tightly enforced. Employers, fearing economic instability, may want to get rid of relatively more expensive workers and take their chances with training new workers when the economy recovers.”Older workers often face age discrimination, making it difficult for them to find jobs. Researchers believe employers laid off and resisted rehiring older adults, in part because they tend to face more serious health risks when infected by the virus.The unemployment spike for older workers could force more of them into early and involuntary retirement, worsen their financial well-being and exacerbate financial disparities already experienced by women, minorities and people without college degrees in terms of retirement security.New School researchers estimated that 1.4 million workers over 55 remain lost their jobs since April and remain unemployed. The figure does not include workers who became unemployed in April and left the work force.The situation could have deep ramifications for older workers close to retirement because their final years on the job are critical for those who have not saved enough for their retirement and expect to work longer to shore up their retirement funds.“Retirement security is very fragile and a lot of them never recovered from the recession in the first place,” said Weinstock, of the AARP. “They were planning on working to make up for money they hadn’t saved and then they aren’t able to make those catch up payments they need.”The Schwartz Center for Economic Policy Analysis at the New School has estimated in research separate from Monday’s study that 43 million people now in their fifties and early sixties will be poor when they become elderly because of economic conditions or a lack of adequate savings in retirement plans.The researchers who conducted the new study recommended that Congress increase and extend unemployment benefits for older workers, discourage withdrawals from retirement accounts, lower Medicare eligibility to 50 and create a federal Older Workers Bureau to promote the welfare of older workers.____AP Business Writer Alexandra Olson contributed to this report from New York 5294

Fiat Chrysler is recalling 4.8 million vehicles over an issue that could prevent drivers from turning off cruise control.Only one incident related to the malfunction has been reported to Fiat Chrysler, and there are no reported injuries.The issue can be triggered when a driver taps on the gas pedal while cruise control is activated, the company said, potentially causing a short circuit.Related: Why the auto tariffs would be bad for AmericaWhen that happens, the vehicle can become locked in cruise control. The typical methods for exiting cruise control — tapping on the brakes or hitting the designated switch — can stop working. However, drivers would still be able to slow down or stop their vehicles by hitting the brakes, shifting into neutral or both.FCA is asking owners of the recalled vehicles to bring them into dealerships for a no-cost software update that can prevent the short circuit. Final moments carry a weight.“I know in my heart he knew I was with him, and that was when I had to make the decision to tell him it was ok to let go, recalled Laurie Beaudette of her final moments with her father.“It was because I loved my dad so much and I didn’t want him to suffer.”Beaudette’s father, Jim Mandeville, was a veteran who served during the Korean War. He had most recently been living at the Soldiers' Home in Holyoke in western Massachusetts."He was in the Soldiers' Home for over 16 years, made a lot of friends," Beaudette said.In April, she says her 83-year-old dad’s health quickly declined."The week before Easter, we were FaceTiming and he looked like a zombie, and he couldn’t respond to me," she recalled.On April 14, Jim Mandeville died after testing positive for COVID-19.“The cramped rooms, they had way too many beds,” she explained of her father’s living conditions. “Veterans roomed, they were definitely not social distanced.”The number of people at Soldiers' Home who have died from the virus stands at 76.“It was written up by 2010 by the VA for not having sufficient space between beds,” said Paul Barabani, who served as the facility’s superintendent from 2011 to 2016. “There wasn’t enough room to get by the bed, and the wall with a walker, wheelchairs were out of the question.”He says in 2012, he submitted a 6 million expansion and renovation plan to create more space, but the state never acted on it.“I often say, only if that they listened, if they had increased the staff, as well as renovating the building, the outcome may have been different," he said.Barabani is part of the Holyoke Soldiers' Home Coalition. The group is made up of former Soldiers' Home employees and family members of residents.The coalition is working is calling for better staffing, improved facilities, and other measures to make sure an outbreak doesn't happen again at the facility.In June, an independent investigation commissioned by the governor of Massachusetts said decisions made by the home’s leadership were “utterly baffling.”The report included a social worker’s quote, stating it “felt it was like moving the concentration camp—we [were] moving these unknowing veterans off to die.”The state’s secretary of veteran services subsequently resigned, and the home’s superintendent was fired.“What I would like to say to the state right now and to leaders and politicians is, make this right," said Cheryl Turgeon, whose father is living at the facility. "Make it right now, and don’t wait. There is no excuse for waiting, knowing what we do right now.”Gov. Charlie Baker released a plan in response to the report that includes million going towards infection control and a promise to add more staffing.Turgeon’s father is still inside Soldiers’ Home.“He’s going to be 90 in September, and I want to see him hit that milestone I want to see him make that 90th birthday," she said.Turgeon is part of the Holyoke Soldiers Home Coalition, and so is Cheryl Malandrinos.“My father-in-law was more than number 63, who died at the Soldier's Home," Malandrinos said.Malandrinos’ father-in-law served overseas and returned to spend decades as a public school teacher in western Massachusetts.She says in April his health declined over the course of a week.The Malandrinos family had to say the same goodbye tens of thousands of families have said nationwide. Many members of the family were not allowed inside the hospital and had to say goodbye through video chat.While the Holyoke Soldiers' Home Coalition and many others are pushing leaders to right the wrongs that lead to the outbreak to create a better future, for the families of the 76 lost lives, the mistakes, mismanagement, and this virus have left a forever mark.“For me, I’m the one who made the decision to put him in the Soldiers' Home. I’m the one who promised him he wouldn’t die alone. I have to live with that, and I have to get up every day and realize what I thought was a godsend for him, probably ended his life early,” Turgeon said. “And I could not fulfill the one promise that I made to him when I put him in there, because he did not want to go, so I have to deal with that every day.” 4198
