BEIJING, Jan. 10 (Xinhua) -- China's top legislator, Wu Bangguo, met with his Maldivian counterpart Abdulla Shahid in Beijing Monday and called for closer relations between the two nations and the two parliaments.Wu, chairman of the Standing Committee of the National People's Congress (NPC), China's top legislature, said the growth of bilateral relations in recent years had yielded substantial benefits for the two peoples.Wu said China valued ties with the Maldives and was willing to maintain friendly exchanges and cooperation at all levels in an effort to expand political mutual trust and economic and trade cooperation in fields such as fisheries, tourism, and infrastructure construction.China would encourage Chinese companies to further participate in the Maldives' national construction and more Chinese tourists to visit the country, Wu said.Wu voiced his hope for stronger coordination between the two nations on international issues in order to build a relationship that would be a model for relations between big and small nations.Wu suggested the two legislatures promote dialogue and exchanges of views among members on successful experiences of national construction so as to inject new vitality to the development of bilateral relations.Shahid, speaker of the Maldivian People's Majlis, said the Maldivian people treasured the friendship of the Chinese people, and the rapid growth of the Chinese economy offered inspiration to developing countries, including the Maldives.Shahid pledged the Maldivian parliament would continue to play a constructive role in promoting bilateral relations.Shahid is leading a Maldivian parliamentary delegation to China at the invitation of Wu. The delegation arrived in China on Jan. 8. It is Shahid's first visit to China as the country's chief legislator.

CAPE TOWN, South Africa, Nov. 17 (Xinhua) -- Chinese Vice President Xi Jinping held talks with South African President Jacob Zuma here on Wednesday, calling for all-round cooperation and richer content of the comprehensive strategic partnership and strengthened coordination in international policies.During the talks, Xi first conveyed the warm greetings from Chinese President Hu Jintao to South African President Zuma.Xi hailed the Beijing Declaration on the Establishment of Comprehensive Strategic Partnership signed by the leaders of the two countries during Zuma's visit to China in August this year, saying that it has lifted China-South Africa relations to a new high and will guide the bilateral relations in the new era.Xi, who arrived here on Tuesday for a four-day official visit to South Africa, said the main purpose of his visit is to co-host with South African Deputy President Kgalema Motlanthe the fourth plenary session of the China-South Africa Bi-National Commission (BNC).Xi said this plenary session marks a significant step in fulfilling the goals proposed by the two sides in the Beijing Declaration and BNC serves as an important platform to push forward bilateral cooperation in all areas and further implement the consensuses reached by the leaders of the two countries.He said China is willing to work together with South Africa to promote the all-round cooperation, hoping that the two sides will continue to maintain closer high-level political contacts, and further deepen pragmatic cooperation especially in the areas such as trade, economy, agricultural technology and professional training.China wishes to strengthen close coordination in key international issues with South Africa, said Xi. China would also like to coordinate with BASIC countries on occasions of the United Nations such as in the forthcoming climate change conference to be held in Cancun, Mexico.Xi noted that China is to strengthen communication and cooperation with South Africa within the framework of the China- Africa Cooperation Forum so as to realize peace and development in the African continent.Xi also introduced the basic content and China's experience in formulating the 12th Five-year Plan (2011-2015).For his part, Zuma spoke highly of China's role in international affairs, saying that the South Africa-China relations are strategic.South Africa hopes that the Chinese friends will play an active role in South Africa's newly-launched New Economic Growth Path including the key projects in infrastructure construction of the African continent, said Zuma.Also on Wednesday, Xi met with Speaker of South African National Assembly Max Sisulu.

  

BEIJING, Jan. 12 (Xinhua) -- Traffic congestion has eased "obviously" in Beijing since authorities launched a string of new, stricter traffic rules and opened five new subway lines last month, a local transport official said Wednesday."On average, the duration of traffic jams has been reduced by more than two hours per day, from 3 hours and 55 minutes before the new year to the current 1 hour 45 minutes since Jan. 1," said Li Xiaosong, deputy director of the Beijing Municipal Committee of Communications.Li's committee has unveiled an index system of Beijing's traffic congestion, the first for the city.According to the system, 0-2 signified traffic was "smooth," 2-4 "generally smooth," 4-6 signalled "slight congestion," 6-8 "moderate congestion," and 8-10 "heavy congestion," Li said."Before the New Year, Beijing's congestion index usually stood above 8.2, but it has been 6 since Jan. 1," she said.Li attributed the improvement to the new traffic rules and subway lines.Massive traffic jams have long been a headache for Beijing, a city of 20 million people and 4.8 million vehicles. Last year, an average 2,000 new cars hit the city's streets every day.On Dec. 23, authorities in Beijing announced they will slash new car registrations to ease traffic gridlock. This year, the city will allow only 240,000 vehicles to be registered, about a third of the number of last year.Moreover, Beijing municipal government agencies and public institutions were prohibited from increasing the size of their vehicle fleets over the next five years.Other measures include higher parking fees in the city's central areas, and stricter traffic rules for cars registered outside Beijing.An odd-even license plate number system was introduced to allow cars to be driven every other day in peak hours in some congested areas.Beijing opened five new suburban subway lines on Dec. 30 with a combined length of 108 km, bringing the city's total number of subway lines to 14 and the total length to 336 km.Beijing was building more subway lines, Li said.The number of lines in the city would reach 19 by 2015. Then, their combined length would total 561 km. By 2020, the total subway length would increase to 1,000 km, she said."Developing public transport, especially rapid rail transit, is an important move for Beijing to ease traffic congestion and improve urban functionality," she said.Li Feng, who lives in Daxing, a suburban district in southern Beijing, told Xinhua Wednesday that he had felt the positive changes in Beijing's traffic."I used to drive at a speed of only 20 km per hour when I entered and left the city in the morning and evening rush hours, but now I can drive at 40 km per hour," he said.Yet many people are waiting to see the long-term effect of the measures as Beijing still faces pressure from the huge demand for private cars.The Beijing transport authority on Sunday revealed it had received 215,425 new car license applications, after this month's application period closed late Saturday night.But only a tenth of the applicants will get license plates this month, after a lottery is held on Jan. 26.

  

BEIJING, Dec. 18 (Xinhua) -- China's official Xinhua News Agency on Saturday formally launched its financial information exchange, an information sharing platform in the financial and cultural sectors to promote development of the nation's capital market.Approved by the People's Bank of China, or the central bank, it is the world's first financial information exchange.It is funded by and registered with the China Finance Corporation (CFC), owned by Xinhua.Located in the Lize business district in the southwest of downtown Beijing, the exchange has the world's largest LCD panel groups at 7,593 inches, which show real-time information in the finance and cultural industries.Member users can also get the latest information on technology transfers and business consultations.The exchange would improve Xinhua's presence and influence in the global financial information sector and enhance China's soft power in the international capital markets, said Xinhua president Li Congjun at the inauguration ceremony."It aims to be a fair, just, professional and highly efficient intermediary service platform in the financial information and cultural sectors to promote information sharing among the cultural sector, industries and the capital markets," he said."The ultimate goal is to become the world's most influential financial information and cultural industry service center."
