CHULA VISTA, Calif. (KGTV) -- A close family friend is speaking out after a 15-year-old boy was stabbed at a Chula Vista birthday party while defending his friend. Devin Griffiths was stabbed at a birthday party on the 900 block of Maria Way in Chula Vista on January 31. Reid Schneider, a friend of the family, says the party was first advertised on the social media platform Snapchat. Schneider says there was a doorman at the party as well as security guards. Witnesses say an argument between Devin’s friend and another teenager escalated into a fight outside. Devin, who was not involved in the original fight, intervened to help his friend when he was stabbed. "They started hurting Devin’s friend. Devin jumped in and he was beat down pretty bad and stabbed a few times," Schneider said. "He had some severe brain damage. I guess he was considered dead on scene and they kind of brought him back."RELATED: 15-year-old stabbed, killed protecting friend at Chula Vista birthday partyDevin underwent at least five surgeries within the first 12 hours, according to Schneider. He died on February 16 after being taken off life support. "There was a lot of times where we thought there was hope and and unfortunately there was too much damage," Schneider added. Police told 10News Tuesday that the teen “passed away with his family at his side.”A candlelight vigil was held for the teen Wednesday night on the Helix High campus, which is where Devin went to school. A GoFundMe has also been set up to help the family. "He was a kid that has gone through a lot more obstacles than a lot of other kids and adults as a 15-year-old. And he was striving. He was striving and he was going to make something of his life," Schneider said. All the suspects are still at-large. Investigators believe witnesses may have used their cell phones to record the stabbing and are asking anyone with information or video to come forward. CHULA VISTA, Calif. (KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. It also addresses concerns that road congestion will get worse along Palomar Street given that improvements will take a half decade to complete.The GMOC’s annual reports, including the fiscal year 2018 report, “addresses compliance with delivery of services and facilities, based on threshold standards for the eleven service topics identified in the City’s Growth Management ordinance.”According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.POLICEWith the city’s continuing growth, the report shows there has not been enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.The GMOC says the police department's response times for Urgent Calls for Service in fiscal year 2018 were calculated at 20:17, about 8 minutes and 17 seconds slower than the 12-minute threshold. 2222

China’s government says all 9 million people in the eastern city of Qingdao will be tested for the coronavirus this week after nine cases linked to a hospital were found. The announcement broke a string of weeks without any locally transmitted infections reported in China, though the country has a practice of not reporting asymptomatic cases. The National Health Commission said authorities were investigating the source of the infections found in eight patients at Qingdao’s Municipal Chest Hospital and one family member. (CNS) - A report on five possible sites for a future Cal State University campus, including in Chula Vista, states that none of the sites would be a suitable candidate based on enrollment demand alone, according to a report presented Tuesday to the CSU Board of Trustees.The report stems from a study undertaken to assess the potential need for a new campus in Chula Vista, as well as the cities of Concord and Palm Desert, and the counties of San Mateo and San Joaquin.The study -- which can be viewed at https://www.csucapacitystudy.org -- examines various factors regarding a potential CSU site in Chula Vista's University and Innovation District.The study found that CSU enrollment is projected to increase "moderately" over the next 15 years, with the San Diego area projected to see 5,700 more full-time CSU students by 2035.RELATED: Chula Vista on shortlist for potential California State University campusWhile the report concluded the projected enrollment demand does not warrant a new campus, the study did not account for COVID-19's possible enrollment impacts, as CSU's pandemic-related transition to virtual education occurred during the compilation of the study.The study also noted, however, that systemwide CSU enrollment exceeds the current physical capacity by an average of 17% or 57,300 full-time students.The estimated cost to establish a new campus ranges from billion to billion, with the timeline to develop a new campus estimated at nine years, according to the report. 1528

  

CHULA VISTA (KGTV) -- A family and their pets forced out of their Chula Vista home after smoke started to fill the upper floor.Fire crews responded to the home on Montcalm Street around 2 a.m.Firefighters got there and looked for flames, but only found smoke in the attic due to a possible electrical issue.The fire department rendered the home uninhabitable due to tearing apart the walls and ceilings to find the fire.Everyone made it out safely, but an 87-year-old woman was treated with oxygen. 506
