BEIJING, Jan. 4 (Xinhua) -- China's 2010 economic growth is estimated to reach about 10 percent, according to central bank governor Zhou Xiaochuan.In a speech published Tuesday by the People's Bank of China on its website, Zhou said he was not quite confident that the nation's economy has returned to normal, as external conditions continue exerting an important impact on China's economic recovery. ' Zhou stressed that China should be prudent in its macroeconomic policies and needs to conduct counter-cyclical adjustments against "over-expansion."He also reiterated that the government would promote a market-oriented reform of the interest rate regime in a gradual and unwavering way.Zhou first delivered his speech on Dec. 15 when policymakers were intensifying their efforts to curb property prices and dampen inflation, as the nation's consumer price index hit a 28-month high of 5.1 percent in November.

CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. I believe Mexico will continue to keep the principles to try to get the results of balance at the Cancun Conference," he said.Su noted that the ministers will arrive in Cancun in the second week of the conference. He hopes the ministers can play an active role in promoting the progress of the conference.A 70-strong-member delegation of the Chinese government, headed by Xie Zhenhua, deputy director of the National Development and Reform Commission, is cooperating with other parties to seek a solution to global warming in Cancun.The Cancun talks, from Nov. 29 to Dec. 10, are aimed at finding solutions to global climate change. BEIJING, Jan. 18 (Xinhua) -- China on Wednesday will begin its annual Spring Festival travel rush, with an expected 2.56 billion passenger trips in the coming 40 days.Airlines and trains have been added to cope with the passenger surge, which is 11.6 percent up year on year, according to the Ministry of Transport.The airport in Harbin, capital of northeast China's Heilongjiang Province, announced Tuesday it would add another 252 flights for the travel peak period.The capacity of airlines in the Inner Mongolia Autonomous Region will be raised 30 percent.In southwest China's Chongqing Municipality, a major hometown to migrant workers, 12 flights with 5,100 seats will be added between Chongqing and Guangzhou, capital of south China's Guangdong Province.Except for the temporary trains, more high-speed trains have been put into operation for the Spring Festival.The high-speed train will be increased to 88 pairs this year, 55 more than last year's 33 pairs in Wuhan, capital of central China's Hubei Province, which largely eased the difficulties of buying tickets for passengers.Snow and sleet has struck five provincial level regions, including Hunan, Guangxi, Chongqing, Guizhou and Yunnan since Monday, disrupting transportation networks.The Ministry of Public Security Tuesday ordered police in the five hard-hit areas to go all out to keep traffic flowing and make sure no expressways were shut down due to slippery roads.Police in the five localities were ordered to clean snow and ice on the roads and store emergency response materials, such as snow blowers, and maintain control of the flow of vehicles heading to the hardest-hit Guizhou province."Snow and ice will bring great difficulties to transportation," said Weng Mengyong, vice minister of the Ministry of Transport (MOT).Five aspects of work, including anti-ice preparation, information release, monitoring network, emergency reaction and cooperation with public security bureaus, had been arranged ahead of the travel peak, Weng said.In early 2008, freezing weather across southern China caused power cuts and transportation chaos, preventing many residents from going home for family reunions during China's lunar new year.Other new services are also being supplied as the pressure of transportation is increasing this year.The Wuhan Railway Administration started ticket delivery services for migrant workers this year and about 3 million tickets will be delivered.In south China's Guangxi Zhuang Autonomous Region, the Nanjing Railway Administration opened micro-blogs on Sina.com and QQ.com to offer railway transportation information.In the next 40 days, not only passengers, but also railway crews, will face great challenges."Patrolling is like a sauna to me," said railway police Zhao Hongye in Lanzhou, capital of northwest China's Gansu Province."It is too crowded. BEIJING, Dec. 31 (Xinhua) -- The Chinese government has ordered a crackdown on pirated videos of two Chinese New Year blockbusters "Let the Bullets Fly" and "If You Are the One II."The two Chinese movies are both big hits of the New Year movie season. "Let the Bullets Fly" has raked in over 400 million yuan (59.7 million U.S. dollars) in box office since its debut on Dec. 16, while "If You are the One II" has made 200 million yuan within five days since its release.The crackdown was ordered by the National Office Against Pornographic and Illegal Publications and the General Administration of Press and Publication "in order to protect and boost the development of China's film industry," a statement from the office said Friday.The statement said the crackdown is part of a half-year national campaign against infringement of intellectual property rights (IPR), which is underway.The two departments asked local market watchdogs to enhance market inspections to weed out illegal workshops producing pirated video products.

WENCHANG, Hainan, Dec. 5 (Xinhua) -- China is building a science theme park in the middle of its newest spaceport to promote space science among the country's younger generation.The theme park, covering an area of 1,800 mu (120 hectares) in Wenchang City, southern Hainan Province, is located at the Wenchang Satellite Launch Center. The project is estimated to cost 3 billion yuan (455 million U.S. dollars) and is expected to be finished in 2013, the theme park's designers said.Wenchang Satellite Launch Center, whose construction began in 2007, is planned as the launch pad for China's lunar probe rocket in 2013.At the same time, the theme park will have four exhibition sections, featuring the earth, moon, Mars and the sun. Visitors can even enter parts of the launch station and watch the actual rocket launch, theme park construction officials said.The theme park is being built by China Aerospace International Holdings Limited, a Hong Kong listed arm of the state-owned China Aerospace Science and Technology Corporation.There are currently three space launch sites in China, the Jiuquan Satellite Launch Center, the Taiyuan Satellite Launch Center and the Xichang Satellite Launch Center.
