UNITED NATIONS, Nov. 14 (Xinhua) -- China called on the international community here on Friday to honor its commitment of aid to Iraq so as to help speed up its process of reconstruction and development.     La Yuefan, minister counselor from the Chinese mission to the United Nations, said at the Security Council meeting on the situation concerning Iraq that for progress in security and political fields to be effectively consolidated, economic and social reconstruction must also move ahead.     In this regard, "we call upon the international community to truly honor its commitment of aid to Iraq by helping Iraq speed up its process of reconstruction and development," La said, adding that China supports the meeting of foreign ministers of neighboring countries and other mechanisms playing a bigger role.     China also hopes that the Iraqi government will continue to lead all factions to agree on the common vision for the future of the country by placing national interests above everything else and strengthening dialogue and unity, La said.     "We encourage UNAMI (the United Nations Assistance Mission for Iraq) to continue its positive role in this regard. We believe it is essential to promote political dialogue and national reconciliation of Iraq in order to consolidate the progress already achieved in various fields," the Chinese diplomat said.     Noting that right now the process of peace and recovery in Iraqis at a critical juncture, La said China welcomes the continuous progress achieved by Iraq in the political, security and recovery fields.     However, he pointed out that the overall security situation in Iraq remained fragile.     "We are especially concerned about the large number of civilian casualties caused by military operations and violent attacks," La said.     "We call once again upon the parties concerned to do everything possible to avoid civilian casualties while carrying out military operations," he said.

BEIJING, Nov. 23 (Xinhua) -- Chinese Premier Wen Jiabao called on domestic companies to pump up confidence in coping with the global financial crisis during his inspection of enterprises in eastern Shanghai and Zhejiang Province from Friday to Sunday.     Wen said buoying up their confidence was "a powerful weapon to deal with the adverse effects of the global economic turbulence and financial turmoil" when inspecting local private enterprises and large-scale companies.     "Enterprises must have confidence for them to stabilize market expectations. Confidence is what they need to tide over the difficult times," he said.     Wen, also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, pointed out the private sector played an important role in keeping the stable and relatively fast economic growth momentum, creating more jobs and maintaining the social stability. LIMA, Nov. 23 (Xinhua) -- Chinese President Hu Jintao said Sunday that China and Russia should strengthen strategic coordination at a time when the global political and economic structures are undergoing the most profound changes since the end of the Cold War.     Hu made the remarks at a meeting with his Russian counterpart Dmitry Medvedev on the sidelines of the 16th Economic Leaders' Meeting of the Asia-Pacific Economic Cooperation (APEC) forum in Lima, Peru.     China and Russia should make concerted efforts to overcome the impact of the ongoing global financial crisis, maintain the sound momentum of their economic growth, and push ahead with reforms of the international financial system, the Chinese president said. BEIJING, Nov. 19 (Xinhua) -- Tax rebates for China's light industry should be increased to alleviate cost burdens on exporters, the cabinet said here on Wednesday.     China also plans to remove unreasonable administrative fees and charges on industry players, and offer more, said a statement released after the executive meeting of the State Council presided over by Premier Wen Jiabao.     Through the foreign trade development fund, set up by the central government, active assistance will be made to boost exports and help companies' promotion and acquisition efforts in the international market, members said at the meeting.     The tax rebate rate has been raised three times this year in China. The most recent increase came Monday. It covered a list of 3,770 items which account for 27.9 percent of the country's total exports.     Items include labor-intensive, mechanical and electrical products. The rebate takes effect Dec. 1.     The previous two rebates were made in August and at the beginning of this month.     Official data showed that China's October export growth slowed to 19.2 percent from 21.5 percent in September.     "Light industry is China's strong point and its stable and healthy development would be of prime importance," members said while explaining the reason behind the move.     The industry is suffering severely from changes in the domestic and international economic environment in recent months. Concrete measures should be taken to support the industry to weather the difficulties.     China levies value-added tax on most products, but refunds varying amounts of that tax on goods that are exported. The government usually adjusts the size of export tax rebates for different types of goods when it is trying to encourage or discourage growth in particular industries.     Several other policies were passed at the meeting to support the development of the light industry. Financial subsidies were offered to rural residents and people in quake-hit regions and remote areas in China in an effort to boost domestic demand on their products.     More funding would be allocated to support the development of small and medium-sized enterprises, as well as to encourage technical innovations and upgrades in these companies.     The draft of arbitration law on land contract related disputes, which, after revision, would be submitted to the standing committee of the National People's Congress for approval, was also discussed at the meeting. BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao recently made a site tour in Ansai County, Shaanxi Province, to publicize a campaign for the Scientific Concept of Development.     It's an ideology with the same principles of the previous Party leaders' theories known as Mao Zedong Thought, Deng Xiaoping Theory and the Important Thought of "Three Represents". The theories all say the CPC has always represented the most advanced productivity and culture in China, as well as the most fundamental interests of the majority of the Chinese people.     During his tour, which took place October 29-31, Hu explained the Scientific Concept of Development which was adopted at the Third Plenary Session of the Seventeenth CPC Central Committee.     While talking with villagers in Hougoumen, Ansai County, Hu said the new policies, based on a practice of the Scientific Concept of Development, will bring substantial benefits to farmers by allowing them to lease their rights to contract cultivated land and forests. Yan'an served as the capital for the CPC-led revolutionary base during the 1930s-40s, before the Party took over the power in 1949.     During his stay in Hougoumen this Oct., Hu learned about new progress made by the leadership of the village's Party branch. The villagers have had their income remarkably increased and their living standards much improved, Hu was told.     The village insisted on a Party Member Promise System. All the village cadres and applicants for Party membership are required to make the promise, according to Yang Fengqi, head of the village's Party branch.     Hu called the Party Member Promise System a good way to help Party members and cadres display their exemplary role.     "We must do what we have promised to do by actions," he stressed.     Hu visited a class of the local elementary school and talked with Kang Haifa, a villager whose family spent the 2006 Lunar New Year's eve with the leader at their cave house. Hu encouraged Kang, an agricultural technician, to help villagers with his skills on vegetable planting.     While in Ansai, the leader also visited Longshitou and Fangta villages and a rural hospital in Jianhua Town.     Showing concern for the heath care of rural people, Hu said the recent Third Plenary Session of the 17th CPC Central Committee decided to form a three-level medical network in the countryside. He said a health center will be set up and perfected for each town or township.     During his tour, Hu also visited the county government's complaints reception bureau and talked with officials about rural people's concerns. The officials told him that local villagers mainly cared lawsuits, land confiscation, reclamation of cultivated land to forests and contracting rights for farmland.     In meeting with the leader, local officials and villagers informed Hu of current reform of the managerial rights in the tree-planting sector. Now with the new policy, local people are working diligently to manage the forest while protecting the environment and ecology.     Hu urged local people to plant more trees in Ansai as it is located on the Loess Plateau, which is vulnerable to ecological damage.     At the end of his study trip, the top leader hosted a gathering to hear reports by some local officials who pledged to promote economic development by relying on science and technological progress.     In a key-note speech, Hu called for deepening awareness of the ideological drive, correctly understanding the general demands of the Party Central Committee and further promoting the implementation of the Scientific Concept of Development.
