SAN DIEGO (CNS) - Authorities reached out to the public Wednesday for help in identifying a man seen fleeing the scene of a deadly shooting in the Chollas Creek neighborhood.Officers responding to reports of gunfire near Colina Park Golf Course about 2:30 p.m. Friday found 26-year-old Lazaro Orozco mortally wounded in the 4000 block of 52nd Street, according to San Diego police. Medics took Orozco to a hospital, where he was pronounced dead.A man believed to be the shooter was seen running out of the area to the west following the shooting, Lt. Matthew Dobbs said.The suspect was described as a roughly 5-foot-7-inch Latino in his 20s or early 30s, wearing plaid shorts, a white shirt, a blue jacket, white tennis shoes and what appeared to be a cast or bandage on his left arm.Investigators believe the deadly shooting occurred during a roadside fight between the two men. SAN DIEGO (CNS) - As the Valley Fire burned for a fifth straight day, blackening thousands of acres in rural eastern San Diego County, California Attorney General Xavier Becerra issued a consumer alert today warning that charging excessive prices for goods and services is illegal during a state of emergency.The state's price gouging law holds that it is unlawful to raise the price of items more than 10% after a state of emergency has been declared.Violations of the price gouging statute could carry penalties of up to one year in county jail and/or a ,000 fine. Civil enforcement actions could also include up to ,500 per violation and other monetary penalties.As of midday Wednesday, the Valley Fire had burned more than 17,000 acres and was 11% contained. It was one of many blazes ravaging the state, including the El Dorado Fire in San Bernardino County and the Creek Fire in Fresno, Madera and Mariposa counties.``Multiple fires burning throughout the state have forced evacuations for thousands of California residents. During this difficult time, they shouldn't have to worry about whether they're being illegally cheated out of fair prices,'' Becerra said.``Our state's price gouging law protects people impacted by an emergency from illegal price gouging on housing, gas, food and other essential supplies. SAN DIEGO (CNS) - As San Diego County heads into a "Halloweekend," public health officials are urging members of the public to practice COVID-19 protocols -- including avoiding large gatherings such as Halloween parties and door-to-door trick-or-treating."These activities involve face-to-face interactions with people from different households," said Dr. Wilma Wooten, the county's public health officer. "If a COVID-19 infection is detected among a participant, it will be very difficult to find and notify those who may have been exposed."These traditional Halloween celebrations are not advised, and large gatherings are not allowed, under state or local health guidance. The county has reported dozens of community outbreaks in the past week.Wooten said some alternate activities to make sure children can have a safe and fun holiday include:-- Online parties/contests such as costume or pumpkin carving-- Drive-through events and car parades-- Decorating up homes and yards with Halloween-themed decorations-- Movie nights with household members or at a drive-in theater-- Pumpkin patches where people use hand sanitizer and maintain 6-feet of distance from others"Please be safe and stay healthy this Halloween weekend," Wooten said. SAN DIEGO (CNS) - More than a dozen animal shelters, rescues and sanctuaries across San Diego County Saturday will encourage people to adopt a pet during the fifth annual Clear the Shelters day.Clear the Shelters is a nationwide animal adoption event intended to help as many shelter animals as possible find a forever home. Since the event began in 2015, more than 300,000 pets have been adopted during Clear the Shelters events.The San Diego Humane Society's San Diego, Escondido and Oceanside campuses and the county of San Diego's Department of Animal Services shelters in Bonita and Carlsbad will participate in the event and waive adoption fees for all animals adopted throughout the day.At the county's shelters and the humane society, animals available for adoption have been spayed or neutered, microchipped and brought up to date on their vaccinations, if necessary. Prospective adopters can save time by searching the available pets at a shelter's website."People still need to go through the normal adoption process of filling out an application and doing a screening interview with staff. We just want to make sure their new owners are prepared and committed to an animal," County Animal Services Director Daniel DeSousa said.According to the county, 81 animals were adopted during last year's Clear the Shelters event, while more than 400 animals were adopted at the humane society's three locations last year. According to San Diego Humane Society President and CEO Gary Weitzman, more animals were adopted from SDHS than any other shelter in the United States."We use the phrase `clear the shelters' endearingly to express our desire for every shelter pet to have a new home and family of their own," Weitzman said.In addition, an assortment of other shelters and animal rescues like the El Cajon Animal Shelter, the Rancho Coastal Humane Society in Encinitas and Wee Companions Small Animal Adoption will participate in the event. SAN DIEGO (CNS) - A woman was shot when a verbal argument turned physical in the Valencia Park neighborhood of San Diego, authorities said.It happened just after 9 p.m. Saturday in the 5000 block of Palin Street, according to San Diego police Officer Robert Heims.``During the argument it turned physical with pushing,'' Heims said. ``There were gunshots and a 35-year-old female was shot in the foot.''The woman was driven to a hospital with a wound not believed to be life-threatening, he said.There was no suspect description, Heims said. 549
