BERLIN, Oct. 12 (Xinhua) -- Chinese Vice President Xi Jinping held talks here on Monday with German Chancellor Angela Merkel, putting forward a five-point proposal on boosting bilateral relations between the two countries. Xi extended congratulations on the victory of Merkels' party, the Christian Democrats (CDU/CSU), in late September's general election.     The vice president said Sunday marked the 37th anniversary of the establishment of diplomatic relations between the two countries, and the bilateral ties have seen outstanding progress over the past 37 years. Xi said two Chinese trade and investment delegations have made their way to Germany, and that he hoped the German side would also take substantial measures to support and boost bilateral trade and investment, especially in the cooperation of high-tech areas. NANNING, Sept. 2 (Xinhua) -- Authorities in south China's Guangxi Zhuang Autonomous Region announced Wednesday the addition of 20 million yuan (2.94 million U.S. dollars) to a fund financing efforts to fight drought as hot, dry weather maintains its grip on the region.     The Flood Control and Drought Relief Headquarters in Guangxi simultaneously launched a drought control response mechanism which requires local departments such as weather, water resources and power supply to cooperate closely to guarantee success of the efforts to fight drought.     According to the local weather department, Guangxi suffered its hottest weather in 58 years from Aug.1-30, with the temperature averaging 28.9 degrees Celsius.     The south Chinese region has had 1,152 mm of rainfall in the past eight months, a drop of 12.7 percent from the average level for the same period in normal years. It had rainfall of only 91 mm last month, down 57 percent from the average level for the same month in normal years.     The Flood Control and Drought Relief Headquarters in Guangxi said 638,500 people, plus 299,200 livestock had been suffering from water shortages.     And 280,850 hectares of cropland affected because of hot weather and less rain, included 598 hectares of crops that died in the arid conditions.     The regional weather service's forecast Monday said Guangxi's drought would continue during the coming week.     Guangxi has already made great efforts in drought control. More than 53.41 million yuan (about 7.86 million U.S. dollars) has been set aside so far.     The region's department of water resources has dispatched five working groups to areas such as Laibin, Chongzuo, Wuzhou, Hezhou, Hechi, all in Guangxi, to supervise or guide drought control efforts.     Zhong Xiangting, the department's chief, said the region had since late August mobilized more than 1.71 million people to fight drought, which has helped irrigate 148,470 hectares of crops and temporarily solve water shortages faced by 390,280 people and 193,110 livestock.

BEIJING, July 21 (Xinhua) -- Chinese Vice Premier Li Keqiang on Tuesday called for efforts to intensify energy conservation, emission reduction and environmental protection to ensure clean, safe and sustainable development.     Li made the comment at a meeting in Beijing on Tuesday, urging efforts on development of green industry and sustainable economy.     He said environmental protection should be strengthened as the environmental problems in China are still severe, such as the water, air and soil pollution.     Li said China's economy is still at a critical moment as it begins to recover steadily. NEW DELHI, Aug. 7 (Xinhua) -- Sonia Gandhi, chairperson of India's ruling Congress-led United Progress Alliance (UPA), Friday expressed her wish that relations between India and China can be enhanced with common efforts by the two countries.     During a meeting with visiting Chinese State Councilor Dai Bingguo, Gandhi said that there exists a very solid basis for developing friendly and cooperative relations between India and China. HAVANA, Sept. 3 (Xinhua) -- Visiting Chinese top legislator Wu Bangguo on Thursday visited Fidel Castro, first secretary of the Central Committee of the Communist Party of Cuba, in Havana, a source with the Chinese National People's Congress (NPC) confirmed.     The two leaders had a two-hour conversation in a sincere and friendly atmosphere on bilateral relations and other issues of common concern, the source added.     Wu, chairman of the Standing Committee of the National People's Congress (NPC), spoke highly of the China-Cuba relationship, according to a NPC press release.     Bilateral relationship between China and Cuba is at its best time in history, Wu said, adding that China would strive to push its relations with Cuba to a new high by continuously expanding their friendly cooperation in various fields.     Castro said Cuba closely follows China's economic and social development and feels proud when China scores new achievements.     China's success is of special significance for Cuba and all the developing nations, he added.     "The Cuban people, along with the Chinese people, will continue to support each other, work closely and intensify their cooperation with the aim to maintain world peace and realize common development," the press release quoted Castro as saying.     On China's efforts to curb the global financial crisis, Wu said China is actively participating in international cooperation while striving to maintain a steady and relatively fast economic growth.     He said developing countries should have a greater representation and a bigger say in endeavor to deal with the global financial crisis and reform the global financial system.     He also urged the international community to try to minimize the damage the current crisis inflicts on the developing nations, especially on the most underdeveloped ones.     Wu arrived in Havana on Tuesday at the invitation of Ricardo Alarcon de Quesada, president of the Cuban National Assembly of People's Power (CNAPP).     Cuba is the first leg of Wu's three-nation American tour, which will also take him to the Bahamas and the United States.     China established diplomatic relations with Cuba on Sept. 28, 1960. Cuba was the first Latin American country to have diplomatic ties with China.
