BEIJING, Oct. 27 (Xinhua) -- Chinese Vice Premier Li Keqiang Wednesday called for accelerated public hospital reforms and the establishment of an essential medicine system to provide better health care.Li, who heads the State Council's leading group on health care reforms, made the remarks at a meeting in Beijing.The essential medicine system planned by the reforms will allow citizens to buy affordable, effective and safe medicines, Li said. ALMATY, Sept. 9 (Xinhua) -- Senior Chinese commander Chen Bingde said Thursday that China and Kazakhstan will further enhance their military cooperation to ensure regional security.During a meeting with Saken Zhasuzakov, first deputy defense minister and chief of the staff of Kazakhstan's armed forces, Chen thanked the Kazaks for their efforts to prepare the upcoming "Peace Mission 2010" anti-terror drill.Chen, chief of the General Staff of the Chinese People's Liberation Army (PLA), also thanked them for their support of the participating Chinese troops.The Sept. 9-25 anti-terror drill, the seventh of its kind under the framework of the Shanghai Cooperation Organization, is an important move to implement the consensus reached by the heads of state of SCO countries, said Chen.Chen Bingde (R), chief of the General Staff of the Chinese People's Liberation Army, meets with Saken Zhasuzakov, first deputy defense minister and chief of the staff of Kazakhstan's Armed Forces, in Almaty, Kazakhstan, Sept. 9, 2010. BEIJING, Nov. 4 (Xinhua) -- A senior official with the China Chamber of International Commerce (CCIC) said Wednesday the United States has launched the wrong probe at the wrong time into the policies and practices by China in its green technology sector, as now is the "best time" for bilateral cooperation in the sector.The denunciation of the 301 probe by Lin Shunjie, CCIC deputy secretary general, came after the U.S. government decided to initiate an investigation on Oct. 15 into China's policies and practices in the clean energy industry, acting upon a petition filed in September by the United Steelworkers union.The union claimed the massive subsidies and discriminatory policies by China were shutting U.S. businesses out of China's renewable energy market and causing job losses in the United States. These charges come amidst worries that U.S. protectionist measures against its trade partners might be on the rise due to its sluggish economic recovery.However, Lin Shunjie said government subsidies in the United States to protect its clean energy industry were more extensive than those in China, adding the United States should reevaluate its subsidy policies and to especially benefit small and medium-sized companies.Further, Lin suggested the U.S. government increase the channels of financing for these small-scale companies in order to improve their competence in trade, rather than accuse other countries."The competence of small and medium-sized renewable energy companies in the United States is far behind those in Europe, Japan, and even Australia," said Lin, "while the Chinese market is open and is willing to import more products from overseas."Lin added that China had a trade platform for imported goods exhibitions in Shanghai, but so far very few U.S. companies have reached deals. "The U.S. government has not done enough in helping its enterprises increase their exports."The next five to 10 years would be the period when China and the United States see technology transfers and heightened inter-dependence of markets, Lin said while attending a conference held in Beijing on Wednesday.

  

HANGZHOU, Sept. 10 (Xinhua) -- Tropical storm Meranti hit east China's Zhejiang Province at 7 p.m. Friday after leaving the neighboring province of Fujian where about 150,000 people were evacuated, said local authorities.Typhoon Meranti weakened to a tropical storm at 2 p.m. in Fujian Province, and then to a tropical depression at 8 p.m. in Zhejiang.The tropical depression was tracked as it passed through Lishui City of Zhejiang at 8 p.m., with a wind speed of 54 km per hour near its center, according to Zhejiang provincial flood control authorities.The storm is moving northeastward at 20 km per hour, and may leave Zhejiang Saturday morning or further weaken, according to the Zhejiang meteorological center.Photo taken on Sept. 10, 2010 shows high waves hitting a port in Pinghai Town of Putian, southeast China's Fujian Province, Sept. 10, 2010. Meranti, the 10th typhoon that hit China this year, made landfall at Fujian on Friday, according to provincial flood control authorities.Earlier Friday Meranti made landfall at Shishi city in Fujian at 3:30 a.m., packing winds of up to 126 km per hour near its center, according to provincial flood control authorities.A total of 145,300 people in Fujian were evacuated to avoid rain and wind triggered accidents.Also, about 33,200 fishing boats returned to port before 8:00 p.m. Thursday to take refuge from the typhoon.Meranti has brought up to 88 mm of rain to Shishi, according to a statement released by the city's flood control and drought relief headquarters.More than 100 hectares of crops were submerged and direct economic losses have reached 15.35 million yuan (2.27 million U.S. dollars), the statement said.In Shishi's neighboring Jinjiang city, over 100 power supply lines have been cut and more than 650 workers in 53 teams have been organized for the repair work.Rainstorms were also seen in the cities of Putian, Fuzhou and Ningde Friday.Meranti is also forecast to bring rains to Anhui Province from Saturday and threaten more than 5 million mu (about 333,000 hectare) of crops.The National Meteorological Center said in a statement that the storm will bring strong winds and torrential rains to parts of southern China until late Friday night.

  

BEIJING, Sept. 7 (Xinhuanet) -- China will "vigorously" expand its imports of key products as the nation strives to cut its trade surplus amid growing protectionism against the world's largest exporter, a senior Chinese trade official said on Monday."We will especially encourage imports of products the nation is short of, especially advanced technology and key equipment," said Chong Quan, China's deputy international trade representative.Special attention will be paid to expanding imports from countries that China has a trade surplus with, he said at the China Import Forum organized by the Ministry of Commerce.Due to their domestic economic woes and political pressure, some developed countries, in particular the US, have accused China of piling up trade surpluses through policies such as an undervalued currency. This argument conveniently ignores other factors at play, such as their own export restrictions.Nonetheless, in the first six months of this year, US exports to China increased 35.7 percent year-on-year, 13 percentage points higher than its overall export growth, according to US figures.Despite the surge of its trade surplus in July, which stood at .7 billion, China will see the surplus drop dramatically for the year to about 0 billion, compared to 0 billion in 2009 and 0 billion in 2008, trade officials said. The country even registered a rare trade deficit of .2 billion in March.As a result of the shift in strategy, the ratio of China's current account (mainly trade of goods) balance to its gross domestic product has been dropping continually since 2007, said Zhang Yansheng, director of the Institute of Foreign Trade at the National Development and Reform Commission."China's processing trade (bringing in goods and exporting finished products), which is the bulk of its exports, could plummet in the coming five years," he said.
