SAN DIEGO (KGTV) — The National Parks Service will survey San Diego's Chicano Park and its murals as part of efforts to add the land to the national list.The reconnaissance survey is expected to be completed next year and will evaluate the significance of the park and its artwork.The NPS announcement comes after Rep. Juan Vargas introduced a bill in 2019, The Chicano Park Preservation Act, that would require the Department of Interior to conduct a study of the park's merits for national affiliation.RELATED: Bill pushes to add San Diego's Chicano Park to National Park SystemVargas said in a release Wednesday that the NPS is willing to conduct the study without passing a bill requiring the department to do so."I’m very pleased to learn that the National Park Service will begin their preliminary assessment of Chicano Park early next year. The National Park Service affiliation will help protect the park’s longevity and legacy," said Vargas.Being affiliated with the NPS would allow the park to be eligible for technical or financial aid. "I will continue my work in Congress to ensure that Chicano Park is eligible and recognized as an affiliated site of the National Park System."Chicano Park was created in 1970 after the Barrio Logan community boycotted the construction of a California Highway Patrol station underneath the San Diego-Coronado Bay Bridge.In 1980, it received designation as an official historical site by the San Diego Historical Site Board. SAN DIEGO (KGTV) - The brand new Continental Apartment complex in Little Italy isn't like its upscale neighbors.It's made up of studios, some smaller than 400 square feet, and offers very little parking. That's why the starting rent is "just" ,550 a month, about 35 percent below market for the trendy area. "The rent is high in San Diego because of simple math - supply and demand," said Jonathan Segal, the architect who designed The Continental.Segal says costly approval delays and fees are contributing to that very supply crunch. The Continental, no exception, was delayed for two years. Segal says he paid almost million in fees for the building. But he's specifically perplexed by how the city charges what are called Developer Impact Fees. The money goes to uses like parks, fire, library and transportation.The city charges as much as ,000 per unit, depending on location, not size. That's why the city fee on developers could be disproportionately impacting rent prices for smaller units. In other words, if a developer takes a building and creates 40 apartments, that developer would have to pay that fee 40 times. Alternatively, if that same developers takes that same building and does just one large unit, that developer only pays the fee once. Now, there's a growing push at City Hall to change how the city calculates the impact fee. This week, a city council committee held a preliminary discussion on the fee's future. One option, endorsed by City Councilman Scott Sherman, is to do it by square foot. That way, building more, smaller units won't increase costs on developers - and ultimately renters or buyers. "If you were to do it by a square foot process, then a developer would come in and say, 'you know what? I can build two units at 0,000, instead of one at 0,000,'" Sherman said. A 2016 report from the housing commission said flat fees create a disincentive for developers to create more, smaller units that could help ease the housing crunch. Segal says changing how the fee is calculated could give him more latitude to offer lower rents. "I may be able to reduce my rent because I want to be more aggressive," he said. Segal paid about ,500 per unit in developer impact fees for the Continental, totaling 0,000 to the city. SAN DIEGO (KGTV) – Tens of thousands of jobs are on the line as Congress struggles to save the airline industry, but a new bill announced Friday is giving some aviation workers hope.For Dante Harris, it’s more than a job.“It's a career that I would never want to exchange for any other,” said Harris.In his 21 years as a flight attendant with United Airlines, he’s traveled to every corner of the world. Now, he’s among the tens of thousands laid off after Congress failed to pass a stimulus bill this weekHarris is the president of the Association of Flight Attendants-CWA Council 12 union stationed at LAX, which also serves San Diego and Seattle members.He says about 2,500 United Airlines workers on the west coast lost their income and health care.It comes as an incredibly hard blow for the first responders of the sky who already faced countless challenges due to COVID-19.“We provide service to make sure that doctors and nurses get to where they need to go, to make sure that Americans are safe,” said Harris.On Friday, House Speaker Nancy Pelosi said if a bipartisan agreement is not reached, she’ll push for a standalone bill to extend payroll protections for airline workers for another six months.Harris is calling on Washington to extend that crucial funding so airline workers can get their wings back.“We need that bridge to get us to the point where we can bounce back,” said Harris. “And we can fly America to all corners of the earth again.” 1468

  

SAN DIEGO (KGTV) — The family of a Navy sailor nearly killed in Syria is starting the new year with one less challenge.Over a year ago Navy EOD Tech Kenton Stacy was left paralyzed after an IED explosion. As Stacy was recovering in San Diego, renters were destroying the family’s Virginia home. “Just with everything we’re going through, it added stress. I just couldn’t believe how someone could damage our home and be okay with it,” said Kenton’s wife Lindsey.The home reeked of cigarettes, and the carpet, walls, and blinds were destroyed. When the EOD community in Virginia learned what happened in November they began to make repairs on the home.Julie Fish, a real estate agent with Signature Realty Select, also stepped in to help, taking over as the realtor.After reaching out for more help, people around the country offered money, time, services and resources. “These guys are...it’s like a brotherhood, there’s nothing they wouldn’t do for one another, and I like to think the wives are the same way,” said Fish, whose husband is also a Navy EOD Tech.
