BEIJING, May 21 (Xinhua) -- China's top political advisory body on Thursday urged its members to make more proposals on how the Communist Party and government can maintain the country's economic growth.     The statement was made at a meeting attended by the chairman and vice chairpersons of the National Committee of the Chinese People's Political Consultative Conference (CPPCC). SHENZHEN, July 18 (Xinhua) -- Chen Yunlin, president of the mainland's Association for Relations Across the Taiwan Straits (ARATS) said Saturday that the ARATS will offer more support to help Taiwan businessmen weather through the financial crisis.     Chen said this at a symposium here Saturday on the development of Taiwan companies amid the financial crisis.     According to the Taipei World Trade Center, the second purchase delegation from the mainland had shown intention to purchase more than 600 million U.S. dollars worth of goods from Taiwan companies in the coming 12 months during a weeklong visit to the island, mainly involving food, drinks, garments and daily necessities.     "Under the current circumstances, we should positively seek more cooperation opportunities to overcome the hardships," said Chiang Pin-kung, chairman of Taiwan-based Straits Exchange Foundation (SEF).     The mainland will send the third procurement delegation to the island in August, focusing on the island's chemical industry, electronic products and automobiles.     More than 50 representatives from the mainland-based Association of Taiwan Investment Enterprises, the Taiwan-based "Chinese National Federation of Industries" and other organizations attended the symposium, which was jointly held by the ARATS and the SEF.

BEIJING, May 22 (Xinhua) -- Twenty-nine large and medium-sized Chinese steel producers reported 5.18 billion yuan (762.46 million U.S. dollars) in aggregate losses in the first four months, the China Iron and Steel Association (CISA) said here Friday.     The 29 producers were among 72 surveyed by CISA, the association's vice chairman, Luo Bingsheng, said.     The 72 companies reported 575.59 billion yuan in revenue, down 18.9 percent year on year, Luo said. They paid 15.42 billion yuan in taxes, down 85.07 percent year on year, Luo said.     Losses were mainly caused by slumping domestic steel prices, Luo said.     Many producers have cut costs, and the production cost of steel dropped 13.75 percent in the first quarter, Luo said.

High-level contact has been growing closer in recent years, as President Hu and President Medvedev met four times last year.     Wu and Medvedev jointly stressed the importance of parliamentary exchanges between the two countries, saying the exchanges reflect the high level of development of China-Russia partnership of strategic cooperation.     Wu said the high level of China-Russia partnership is fully reflected in such areas as frequent contact between top leaders of the two countries, the staging of "Russian Language Year" in China, the signing of an oil cooperation agreement between the two governments and the exchanges between the NPC and Russian parliament.     Medvedev said Wu's visit to Russia reflects the momentum of fast growth in bilateral links. Under the current environment of international financial crisis, coordination between the parliaments of the two countries will be conducive to advancing bilateral cooperation. He said Russia places high importance on parliamentary exchanges and cooperation between the two countries.

BEIJING, June 5 (Xinhua) -- China will continue its massive elimination of backward industrial facilities in 2009 to save energy and cut pollution in its bid to address climate change, the government said Friday.     China aims to close down small coal-burning power stations with a total generating capacity of 15 million kilowatts, according to an action plan approved by a joint meeting of the national steering committee for responses to climate changes and the State Council steering committee for energy-saving and emission control Friday.     China will continue to eliminate obsolete capacity in key industries, including 10 million tonnes in iron-making industry, 6million tonnes in steel industry, and 50 million tonnes in cement industry, said the plan examined at the meeting presided by Premier Wen Jiabao.     The meeting decided to adopt more measures, including stricter energy efficiency and environmental assessments, to control the expansion of industries that consumed excessive energy and discharged pollutants. (Xinhua/Pang Xinglei)    The government also called for the promotion of recycling and the use of energy efficient products, including subsidizing purchases of energy-efficient air conditioners, refrigerators and lamps.     Central and local governments would further increase investment in energy efficient projects.     In 2009, such projects are expected to reduce energy consumption equal to 750 million tonnes of standard coal usage. New sewage treatment projects will treat 10 million cubic meters of waste water.     The government would also publicize local government efforts to reduce energy consumption, improve supervision and enhance cooperation with international agencies to develop alternative energies and low-carbon technologies.     The government has set a goal to reduce energy consumption per 10,000 yuan (1,464 U.S. dollars) of gross domestic product (GDP) by 20 percent from 2006 to 2010.     In the three years to 2008, energy consumption per unit of GDP fell 10.1 percent, according to the State Council. That means saving 300 million tonnes of standard coal and cutting carbon dioxide emissions by 750 million tonnes.     Emissions of sulfur dioxide in the same period fell 8.95 percent, and chemical oxygen demand (COD), a measure of water pollution, was down 6.61 percent.
