SAN DIEGO (KGTV) - San Diego businessman Doug Manchester has suggestions about how to help the people of the Bahamas recover from Hurricane Dorian. “It's devastation. It's beyond all anything that anybody can imagine. The aerial pictures don't do it justice on how much devastation there really is,” Manchester told 10News Thursday. Manchester loaded his plane with supplies and went to work on the island nation with relief organizers. “When this happened, I wanted to go down there as a private citizen to see all I could do to help,” Manchester said. Rebuilding is going to be a long and expensive process but Manchester believes it will happen. “It's going to cost billions, so every little bit helps,” said Manchester. Manchester, who has a long history in the Bahamas, was nominated to be the ambassador by President Trump. The nomination has been on hold for more than a year. “It's political, but hopefully that will see itself through in the next couple months because I can do a lot more as an ambassador than I can as a private citizen." Manchester hopes San Diegans will be generous in their donations to the Bahamas whether it’s through his charitable foundation or another aid group. 1205

SAN DIEGO (KGTV) – San Diego Mayor Kevin Faulconer announced Wednesday that the San Diego Padres will oversee the creation of an all-new, mixed-use district outside of Petco Park.Moving forward with plans to revitalize the neighborhood adjacent to the downtown ballpark, Faulconer announced the winning proposal to transform the space in the East Village known as Tailgate Park into the East Village Quarter -- a project consisting of retail, housing, open space, parking, and more, with the Padres as a partner.The area is bordered by 12th and Imperial avenues and K and 14th streets. The City of San Diego has owned the four blocks since the ballpark district was developed.Last December, the city formalized its intent to sell or lease the space, and on Wednesday, Faulconer said the Padres came up with the best proposal to revitalize the area.The city also held a virtual open house to get public input on the top two proposals and the community’s priorities for the development.Padres President Erik Gruepner said they want the space to embody the “live, work, play” vision of the East Village, so much of which is already influenced by the team’s presence.Gruepner spoke about holding neighborhood festivals and farmers markets to help create a feeling of community, turning a parking lot into a neighborhood.When it comes to parking, the Padres plan to add 600 more spaces than what currently exists in a multi-level structure.The cost for the project is expected to exceed billion.The proposal will go to the City Council for a review and vote, and if approved, the goal is to have a final plan in place by next year. 1637

SAN DIEGO (KGTV) -- San Diego Gas and Electric says more than 21,000 residents could lose power amid a coming Santa Ana wind event.The company said Saturday it notified thousands of residents about the possibility of power outages to reduce wildfire risk both Monday and Tuesday.The outages could take place in south Orange County and north San Diego County. Click here to see a map of areas that could be affected.“The National Weather Service has issued a Red Flag Warning for inland Orange County for 2 a.m. Monday through 6 p.m. Tuesday, and it has indicated that ‘any rainfall that occurs this weekend will not delay the fire weather potential for very long on early Monday,’” the company said.SDG&E says most Santa Ana winds come from the east and sweep through San Diego County’s backcountry. This event, however, is forecast to come from the north, affecting urban and coastal areas that don’t normally see public safety power outages.“Within SDG&E’s service territory, the strongest winds are expected overnight Sunday through Monday in the San Clemente and east San Juan Capistrano areas in south Orange County and the Camp Pendleton, Oceanside, Pala Reservation and Fallbrook areas in north San Diego County,” SDG&E said.Drive-thru community resource centers will be available starting at 8 a.m. Monday at the Fallbrook Branch Library, 124 S. SAN DIEGO (KGTV) - San Diegans on the hunt for a job can now get some help from the Central Library in downtown.They're launching a "tie-brary" where people can borrow work necessities just like checking out a book. “It can be extremely costly, and you want to look professional and at your best when you go into these interviews, and that’s a burden that could set you back," said District 6 Councilman Chris Cate.Cate's office donated ,000 to help launch the tie-brary. “So if you want to check out a tie for a job interview that you're going to be having you can come down to the library and check out a tie, or check out a portfolio, or whatever you need for that job interview. And then you return it just like you're returning a book," said Cate. Cate's office will be collecting ties during April to continue helping with the effort. 851

  

SAN DIEGO (KGTV) -- San Diego County’s latest arson arrest is shedding light on an issue that can turn both dangerous and deadly in Southern California’s dry climate.Monday, 21-year-old Daniel Reyes Ortega was charged with setting fire to forest land. Ortega reportedly set fire to a dry plot of land located on the 11000 block of SR-67.That fire burned only half an acre, but isn’t the only recent example of just how dangerous arson can be. In early August, Forrest Gordon Clark, 51, was arrested for reportedly starting the Holy Fire in Orange County.RELATED: Man arrested, accused of starting fire off SR-67 in Lakeside  In video captured by 10News, Clark can be seen walking up to firefighters and asking if they stole his money.Following his second arraignment filled with outbursts, Clark was ordered to undergo psychiatric evaluations.During the second arraignment, Clark disrupted proceedings, saying he was innocent and questioning Orange County Superior Court Judge Kimberly Menninger.RELATED: Judge orders psychiatric evaluations for Holy Fire suspect  According to WebMD, psychologists and the FBI have over the years profiled arsonists to try and figure out what causes them to start fires. Though the most common reason for arson is insurance, psychologist Joel Dvoskin says anger also plays a role in a number of other cases.WebMD reports that, according to FBI reports, the majority of profiled arsonists have a below-normal IQ, typically between 70 and 90. Dvoskin told the site, "Honestly, I can't think of a single arsonist I've dealt with for whom anger wasn't the primary motivator."The FBI report further states that half of all arsons are committed by those younger than 18, the other half are typically in their late 20s. Fires started by older people are usually motivated by money. Roughly 90 percent of all arsonists are men who are typically white, the FBI says.  1920
