SAN DIEGO (KGTV): The San Diego Sheriff's Department has a new tool to help keep deputies safe as they fight the war on drugs.The department just bought 15 TruNarc devices. The hand-held scanners can detect and identify drugs without the deputies having to come into physical contact.Previously, to determine what kind of drug was present at a crime scene, law enforcement would have to scoop a small amount into a kit for testing. The TruNarc uses laser technology to scan through plastic bags.This technology has become increasingly important with the rise of drugs like Fentanyl. Just a microscopic amount can cause an overdose, which has made first responders wary of handling it.The TruNarc can identify more than 200 different drugs and takes less than 2 minutes to complete the scan and give a presumptive result.San Diego Sheriff's Deputies used it earlier this month when they encountered an unconscious man in San Marcos. He was covered in white powder. Deputies called for the scanner and found the powder was Fentanyl. They called for a hazmat team to clean the scene. Officials with the department say the device likely saved the man's life, as he was able to get the medical help he needed. They say it also may have saved the officers, who didn't have to touch the man or the powder until after the scene had been made safe.The devices cost ,400 each. A grant from the Honorary Deputy Sheriff's Association helped pay for them. One has been given to each sub-station around the county. There is also one at every jail and another at the High-Intensity Drug Trafficking Area office. 1617

SAN DIEGO (KGTV)-- President Donald Trump announced in a tweet that he is rolling back on federal fair housing requirements, saying suburbanites will no longer be "bothered" by low-income housing. But some experts say this may not have a significant effect in San Diego County.It all began with the 1968 Fair Housing Act (FHA), a law that came out of the Civil Rights Era, abolishing lending discrimination and redlining neighborhoods according to race and other factors."A lot of communities here in San Diego, you can look at your deeds, and if you look in a pre-war neighborhood here, you are very likely to see that in the past, there was covenant against selling to a person of color," Stephen Russell, Executive Director of the San Diego Housing Federation, said. "That history is not that old."Then came the Obama-Era Affirmatively Furthering Fair Housing (AFFH Rule). This was a supplement to the FHA that required local governments receiving federal funds to create plans to fight continued housing discrimination.But on Wednesday, President Trump tweeted:"I am happy to inform all of the people living their Suburban Lifestyle Dream that you will no longer be bothered or financially hurt by having low income housing built in your neighborhood ... Your housing prices will go up based on the market, and crime will go down. I have rescinded the Obama-Biden AFFH Rule. Enjoy!"While this may seem like a blow to local affordable housing advocates, Russell believes this tweet is more of a political stunt to appeal to Suburbanites outside of California."Housing policies are largely enacted at the local level. At the state and local level," Russell said. "The state has reaffirmed its commitment to fair housing time and again."Encinitas has been a local municipality with a history of resisting affordable housing. SAN DIEGO (KGTV)- Santa Ana winds are once again sweeping through the county. Fire crews and the city are on high alert after recent brush fires around San Diego. They are urging the community to take action. This comes after flames sparked in a canyon in the Talmadge area last Tuesday. Neighbors had to evacuate as the fire came within 200 feet of homes. “We do know that where that fire started, there was a homeless encampment,” says Fire Chief Colin Stowell. “It’s important for those who see an active encampment to report it.” Check 10News Pinpoint Weather ConditionsThe next day crews responded to another brush fire in City Heights. The blaze scorched an acre of land. It’s not uncommon for homes to sit within feet of canyon-like areas. The city says they work to clear the brush in these spaces, but they also face some challenges. “Unfortunately, because of the number of open spaces and what we call the wildland-urban interface properties that but up against open space or canyons, they can only really get out there every three years,” says Stowell. SAN DIEGO, Calif. (KGTV) - A wall at the intersection of Ocean View and 30th in the Logan Heights neighborhood of San Diego has been turned from a place with frequent unwanted graffiti, to a work of art that embraces the community.David Mena said he and about seven artists have been painting the wall for about a month and it’s finally completed. It’s a celebration of the different types of people who live in the area, plus a look at the different cultures and ethnicities. From a depiction of the “tortilla lady” to the mascots from local schools, the art captures the spirit of a wide variety of types of people and brings a message of unity.“This is our peaceful protest and letting the community and everyone in San Diego county know that in these destructive times, we can build and we can move forward as a unit,” said Meno.He said he recruited youth in the area to help with the art as a way to inspire them and show them a positive influence.Mena said close to ,000 was donated by the community to help pay for supplies and food during the project. They put a coat over the paint that will help prevent graffiti. He said they’re not asking for money, but if anyone donated, he would give the money to the young artists. 1240

SAN DIEGO — A YouTube video shows a community college police officer drawing his gun on a San Diego man carrying a camera Wednesday.The video shows the Mesa College police officer getting out of his car and asking Chris, the man with two cameras, what he was filming.Chris, who did not want to provide his last name, refused to put down the GoPro camera. Within seconds, the officer took his weapon out of the holster. The officer did not put his gun back in the holster until a second officer arrived.Chris is the founder of California Citizens Watch, a group that audits government entities.
