DEL MAR, Calif. (KGTV) - Met with fierce opposition, a plan to install fencing along several miles of train tracks in Del Mar has been put on hold.The plan was put forth by the North County Transit District which operates the Breeze, Coaster and Sprinter train routes.NCTD said it had obtained grants to fund the project, with the goal of stopping people from crossing the tracks illegally. NCTD said the fence would also help prevent erosion.But at the Del Mar city council meeting Monday night, city staff announced the plan had been put on hold.“I had some specific conversations with the executive director. City staff also had some conversations,” said Dave Druker, a Del Mar city councilmember who’s also on the NCTD board.The plan had received criticism from Del Mar residents, who in letters to the council complained about the potential damage to the view as well as restricted access to the beach.City staff announced that NCTD’s executive director said the transit agency will be hiring a consultant to perform a safety study. A fence will be still considered but so will other alternatives like extra signs, public education and additional crossing points. That last point was already on the agenda. The city council voted to move forward on a 0,000 feasibility study that would look at four new crossing points and beach access trails.The crossings would still be a short-term solution. SANDAG has approved a plan to move the tracks off the bluff, which in addition to safety concerns also faces worsening erosion. It’s part of their 2050 plan and is estimated to cost 2 to 3 billion dollars. But so far, the money has not been secured. 1665

DEL MAR, Calif. (KGTV) -- The San Diego County Sheriff’s Department is investigating after someone vandalized a park in Del Mar. According to authorities, someone drove onto the grass at Shores Park and did donuts overnight Sunday. Due in part to recent rain, authorities say the incident left extensive damage. The park is used by students of The Winston School and by pet owners as an off-leash park. The City of Del Mar is working to fix the damage but it’s unclear how much the repairs will cost at this time. 522

  

DEER SPRINGS, Calif. (KGTV) — One person died in a fire that destroyed two trailers and a garage in the unincorporated Escondido area on Saturday.The fire was reported just after 2:30 p.m. in the 9800 block of Rocky Ridge Road at Sage Glen Trail in Deer Springs, according to CAL FIRE San Diego.San Diego Sheriff's deputies arrived at the scene to find fire crews actively trying to douse the flames. The 71-year-old homeowner told deputies he just arrived home from fishing before hearing a loud explosion as he was left the garage.The explosion caused a fire that spread throughout the garage and to some adjacent trailers, deputies say. The blaze destroyed two residential trailers and the detached garage.All residents were account for except man, who was later found dead inside one of the trailers, according to the Sheriff's Department. The victim's identity was not immediately released.Sheriff's Bomb and Arson detectives were working to determine the origin and cause of the fire. 998

  

DEL MAR, Calif. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. RELATED: Del Mar cliff crumbles near train tracks following heavy rainsAt the southernmost point of erosion, two one-inch thick steel plates measuring eight by ten feet and concrete slurry were used as a temporary fix, the NCTD said. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. RELATED: Del Mar bluffs near train tracks under 24/7 surveillance“This event highlights the fragile nature and lack of resiliency of the Del Mar Bluffs. It is critical that we advance projects to stabilize the Bluffs for the next 20 to 30 years so that the region can determine and implement a permanent solution. Over the last few years, we have all seen the impacts of sea level rise and we should expect that we will continue to see more weather-related events like this most recent rainstorm moving forward,” said NCTD Executive Director Matthew Tucker. Tucker and San Diego Association of Governments (SANDAG) Executive Director Hasan Ikhrata issued a joint memorandum supporting projects to secure the bluffs. The statement requested an immediate grant of million to support emergency repairs, in addition to another million to support repairs through 2021, and up to million in 2022. 2755
