SAN DIEGO (KGTV) - Applications are now being accepted for the CONNECT ALL @ the Jacobs Center Business Accelerator Program (CAJC).CAJC is the region's first low-to-moderate income and diversity-focused business accelerator program.The first CAJC group of 13 local startups included businesses in retail, technology, food, and health and beauty. Kelly Twichel is one of 13 entrepreneurs in CONNECT ALL's first cohort. Her woman-owned company Access Trax was born in a college classroom. "It's important because you want to level the playing field. Anybody has and can come up with a great idea."Twichel and the rest of the first CONNECT ALL cohort will finish their program in October. "Not having to give up equity in my company meant a lot to me because I wanted to grow this as organically as possible and really maintain control. We are a woman-owned small business, and I wanted to do everything I could to continue to foster that."She's now in the running for the Amber Grant for Women Entrepreneurs contest; if awarded, Twichel's company would receive ,000. SAN DIEGO (KGTV) — Another local man says he was shaken down by Mexican police, as Tijuana officials announced an investigation into the alleged incidents.Since January, 69-year-old Lupe Adame has been driving his truck back and forth from Escondido to Tijuana to help his friend renovate a home. On a Wednesday night in mid-June, he was returning from Tijuana, blocks from driving up to the line to cross the border, when he saw the police lights."Police car got over on my driver side and he said, 'Pull over!' ... Nowhere to stop, so I stopped in the middle of the road," said Adame.Adame says a heavyset officer in his 40s went to his door and told him he was being stopped because he had tinted windows.RELATED: San Diego couple says Tijuana shakedown possibly prompted by COVID-19 restrictions"And then I heard the back of my pickup open ... tailgate drop down ... I looked and my stuff was gone! So angry," said Adame.Adame says a second officer had grabbed all his tools — worth nearly 0 — and placed them the police car's back seat. A stunned Adame says they patted him down and emptied his pockets, including his wallet."When I looked at my wallet, I realized that this guy took my money. I said, 'You just robbed me.' He said, 'Shut up!'" said Adame.More than 0 in cash had disappeared. He says the officer then let him go and told him to not come back. At the border crossing, he reported the incident to a US Customs and Border Protection officer."She says, 'You know what, you're the third person it happened to in my lane, including someone who was robbed of 0,'" said Adame.On Thursday, ABC 10News reported on a similar account from Tom, a San Diego retiree who says he was also shaken down several weeks ago by Mexican officers, officers who explained their COVID-related motive."They're just going to pull over Americans and take whatever money they have because the people in Tijuana are hurting really bad because the border is closed," said Tom, who asked us not use his real name.Since March, non-essential travel has been banned by both governments to limited coronavirus infections.In a statement, a spokesperson for the city of Tijuana called any shakedown, "an evil act," while announcing they will investigate "to apply the corresponding sanctions."The State Department tells 10News they are monitoring the situation, but declined further comment on any investigation. 2412

SAN DIEGO (KGTV) -- California will close state beach parking lots in San Diego County ahead of July Fourth.In a news release Friday, the state listed San Diego among six other counties where parking will also be closed at state beaches.Other state park units will remain open, according to the state, but State Park staff will monitor visitation to ensure compliance with public health orders."Everyone has the responsibility to mitigate the spread of COVID-19, including in the outdoors," the state said. SAN DIEGO (KGTV) - Crews battled flames from two house fires that sprang up overnight in San Diego.The first fire was reported in City Heights at about 3 a.m. Crews responded to a home in the 4000 block of 42nd Street engulfed in flames.One person made it out of the home safely and surrounding neighbors were temporarily evacuated as a precaution. Neighbors say the homeowner was not inside when the fire broke out. It took about 30 minutes to knock the fire down and no injuries were reported.San Diego Fire Department said Metro Arson Strike Team determined the fire was intentionally set. The blaze caused an estimated 0,000 in total damages.No arrests have been made.Fire crews also doused a fire in Encanto at an abandoned home near 66th St. and Madera St. The home's doors and windows were boarded up and transients frequented the property, according to fire crews.No injuries were reported in that fire as well. 955

SAN DIEGO (KGTV) -- Chula Vista City Councilman Steve Padilla remains hospitalized on a ventilator but is now in stable condition, according to a family statement issued Wednesday. Padilla, who represents Chula Vista's District 3, was admitted at UCSD Thornton Hospital ICU last Thursday after experiencing difficulty breathing associated with COVID-19. The family said he required a respirator.“My dad is a fighter, and he’s fighting through this -- with the help of amazing doctors, nurses and healthcare workers who are caring for him," said the councilman's daughter Ashleigh Padilla in a statement Wednesday night."We’re hopeful that he’s reached a turning point and will be home soon," she said.No further details about his condition were given at this time.“I know he cannot wait to get back to serving the people and helping our entire community get through these tough times," his daughter said.Padilla told his constituents in a Facebook video post published March 14 that he had contracted the coronavirus.
