SAN DIEGO (KGTV) - San Diego State University released its plan Monday relating to holiday travel during the pandemic. It comes as students are getting ready to travel home for the holidays in a few weeks.The policies apply to students living on campus and those with in-person classes.Roughly 2,100 students live on-campus, and about 2,200 students are enrolled in an in-person class or participating in on-campus research, according to SDSU. There is a crossover between the groups.Students living on campus can choose to stay on campus over Thanksgiving. Meal plans and other student services will be available during the break.Students who choose to go home and see family have an option. The plan says they “may choose to remain at home for the rest of the fall semester and complete the last two weeks of the term remotely.”Those that travel and return to on-campus housing will be tested for COVID-19 immediately upon returning and then tested again, five to seven days later.Those taking in-person classes will be asked to test weekly upon returning; they are currently required to test every 14-days. Those taking in-person classes are being encouraged to avoid holiday travel.The notice to students goes on to say:"Each of us must continue to be very thoughtful and careful, even if the effects of COVID-19 seem invisible or have not touched some of us personally. Several religious and spiritual observations are before us in the months ahead, and it is disappointing that we will not be able to celebrate in person many of our traditions with our loved ones in ways we have in the past. SAN DIEGO (KGTV) - School districts across San Diego could begin to build affordable housing for employees and teachers who are struggling to make ends meet.Under the Teachers Housing Act of 2016, districts are now allowed to build housing on land they own. They can designate the homes specifically for teachers and employees, while still getting tax credits and funding usually only given to affordable housing projects open to the general public."The people working at schools need to live in the community they're working in," says San Diego County Board of Trustees Vice President Mark Powell. He recently published an article on the website VoiceofSanDiego.com advocating for the idea. He believes it would be a great way to make sure districts can attract and retain teachers who may not be able to afford California's rising housing prices."If wages are not high enough for them to afford to work in this area, then they're going to leave," says Powell. "That creates a vacuum, and it creates a shortage of a workforce."Right now, the average salary of a teacher in San Diego is ,314.That's less than half of what you need to make to afford a median-priced home in the area.Teachers we spoke with say they can't afford to live in the school districts they work for."I feel like an outsider," says Olympian High School Music Teacher Jennifer Opdahl. She drives about a half-hour to and from work every day. Opdahl says she has problems connecting with the community when she doesn't live there. She also gets frustrated that she can't vote on issues that affect her district. "I would be less stressed. I would be less exhausted. I would have better balance," Opdahl says of the benefits of living closer to campus. "All of those things equate to better health and, honestly, a longer career."San Diego Unified School District officials say the idea of using excess land to build housing is something they're already looking into. Recently, they partnered with Monarch Developments on an apartment complex in Scripps Ranch. The developer is leasing the land from the district and will designate 20% of the apartments in the complex as affordable housing. The district hopes their employees will be able to move into those units."We absolutely intend to be a part of the solution," says SDUSD Board Member Richard Barerra. He says the district is also looking at a handful of sites that they can turn into housing.Barerra says the district plans to move Central Elementary School in City Heights to a new location on the site of Wilson Middle School. He says the land where Central sits right now could become housing. He also says the district is considering renovating their headquarters on Normal Street to include a teachers' village with housing and open space. The district is also turning their old book depository building on 22nd Street and Commercial into a mixed-use development."To deliver quality education, you need quality educators," says Barerra. "So everything we can do to make it possible for great teachers and particularly young teachers to come into our district and teach our kids, it's all part of the investment in education that voters in San Diego have made."Because the districts already own the land, Powell believes they can bypass a lot of the planning steps that delay construction and add to costs. That would help keep the cost of rent down for teachers when they move it. It could also eventually become a way for districts to add money to their budget."You can use bond money, or you can get federal grants or loans from the state to build the units," says Powell. "Eventually, at some point, these lands start to pencil out and are positive cash flow."Barerra says he thinks SDUSD could have housing completed within 3-5 years."I think what we will do is create a sense of what's possible that other districts can look at and this can be really a big part of the solution," he says. 3939

SAN DIEGO (KGTV) -- Starting in the new year, Californians will start to see paper license plates instead of dealer decals on the backs of vehicles. A new law taking effect January 1, 2019, mandates that dealers give out temporary paper plates or permanent license plates issued by the California DMV. The law is all part of an effort to aid law enforcement as well as limit toll evasion. The plates will list information including a temporary license plate number, report of sale number, vehicle identification number, make and model. There are several reasons California lawmakers passed Assembly Bill 516. Currently, law enforcement isn't able to identify some vehicles that may have been involved in a crime, according to the DMV. Having no temporary plate also makes it difficult to investigate crimes involving vehicles. Another reason for the law is toll evasion. According to the DMV, people who purchase vehicles often delay attaching permanent plates, making it impossible to identify vehicles violating toll requirements. The DMV says toll evasion costs local governments as much as million per year. 1256
SAN DIEGO (KGTV) - Six people inside a minivan that drove down a flooded road near Fashion Valley mall were rescued Friday, according to a San Diego Fire-Rescue official. Avenida del Rio, a popular exit route for the mall south of Friars Road, was closed Thursday and Friday due to rising water levels in the San Diego River. A lifeguard river rescue crew was nearby, along with fire trucks. No one was hurt, fire officials said.Police say the car was driven by a rideshare driver who had picked up five women at the mall who were all visiting from out of the country.There are barriers on the south side of Fashion Valley mall indicating the road is closed. 854
SAN DIEGO (KGTV) - San Diego student Emily Benkes says her mother has lived in their Carmel Mountain home for 32 years, never once feeling unsafe in the neighborhood.Tuesday, Benkes came home to a ransacked house. “We had our laptops out, I had some money on my desk, Xbox was gone, my Apple TV,” said Benkes. Benkes believes the person hopped their backyard fence, coming in from a nearby trail. Food was missing from the fridge, including a package of salami which they later found on the trail. The suspect entered the home by throwing a rock through the back window and climbing in. “I felt really violated, I couldn’t even go in my room just because I kept thinking that there was somebody in here going through my stuff,” Benkes.She posted what happened on Nextdoor, and now neighbors are trying to help; one neighbor believes their surveillance video captured someone hopping the fence. “I hope we catch this person and nobody else has this happen to them,” said Benkes. The family estimates several thousand dollars worth of goods were stolen; they have filed a report with the San Diego Police Department. 1122
