SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156

SAN DIEGO (KGTV) - One person was shot and killed Friday at the Linda Vista Recreation Center, San Diego Police said.The shooting happened about 5 p.m. at the facility at 7064 Levant St., near the intersection of Linda Vista Road and Genesee Avenue.A witness told 10News he heard the shots and saw a teenager with a gunshot wound to the chest and someone performing CPR.RELATED: 17-year-old shot during Linda Vista drive-by shootingVideo from Sky10 showed police tape blocking off part of the parking lot near the tennis courts and officers with flashlights on the area's walkways.No information was immediately available about the shooter.Bystanders said this type of violence is happening at least once a month and blamed homeless people and gangs.This is the fourth shooting since May in Linda Vista. May 23: Carlos Valdovinos, 16, was shot and killed on Kelly Street. A suspect was later arrested. June 14: Two people, a 20-year-old man and 15-year-old boy, were shot and injured at Valdovinos’ memorial. Aug. 8: A 19-year-old man was shot, but not seriously injured, during a fight at Kelly Street Park. Oct. 3: A 17-year-old boy who was walking with a girl on Linda Vista Road was shot just after noon. SAN DIEGO (KGTV) - Monday afternoon, the San Diego County Sheriff’s Department tweeted that convicted sex offender Cary Jay Smith has left San Diego County. The tweet added, “It is always our goal to keep our communities safe.”Smith had been staying at a motel around the 78 corridor which caused concern for North County community leaders. “I just don't feel good about this situation,” said Melanie Burkholder, candidate for CA State Assembly's 76th District. “This is a very sick individual. He does not need to be roaming the streets,” she said Monday morning.The Orange County District Attorney's Office says Smith claims to have killed three boys and molested 200 others.San Diego County Undersheriff Mike Barnett spoke to ABC10 News on Sunday night. “He liked to be referred to while he was in the state mental hospital as Mr. RTK, which is rape, torture, kill,” he said.It was last Tuesday when he said the CA Department of State Hospitals released Smith from Coalinga psychiatric facility without any restrictions under Megan's law, meaning he is not required to register as a sex offender.Deputies say he's served his time and is free to go where he wants.Before arriving in San Diego, the 59-year-old went to Orange, Corona and Lake Elsinore which sparked outrage in Los Angeles. In an effort to avoid any violence, San Diego deputies did not share his exact location but offered reassurance he was under 24-7 monitoring.The Orange County District Attorney's Office said Monday that its waiting for answers from the Governor’s Office as to why the state released him from the hospital and why the CA Attorney General's Office reportedly revoked his sex offender registration requirement in 2005.Monday, the Attorney General's Office referred ABC10 News to the Department of State Hospitals which said that it couldn't release information because of patient privacy laws. 1889

SAN DIEGO (KGTV) — Police have identified the man who died in custody after being arrested in Little Italy earlier this month.Vito Vitale, also known as Todd James Vitale, 39, died at the hospital after being taken into custody.Witnesses say Vitale was running in and out of traffic naked near the 600 block of West Grape Street around 11 p.m. Friday yelling for help.People who witnessed the events also told police that the man appeared to be under the influence of drugs and/or alcohol.RELATED: Police investigate death of man arrested in Little ItalyAfter placing Vitale into handcuffs, several witnesses had to help officers restrain him. Police provided medical aid to Vitale until paramedics arrived.Police also identified the officers involved in the incident as Greg Pilkington, a 10-year veteran of the department, Robert Nelson, a three-year veteran and Carlos Diaz, a one-year veteran. 915
