BEIJING, May 13 (Xinhua) -- Hailstorms have killed six people and left one missing in central China's Hunan province, according to statistics released by the Ministry of Civil Affairs Sunday.

The statement, released after a State Council meeting presided over by Premier Wen Jiabao on Wednesday, said that relevant authorities began drafting the regulation last November based on domestic and overseas experience and opinions solicited from the public.

Through efforts made in the past three years, new settlements and a large number of hospitals, schools and cultural facilities have been built for people there, Wei said.

The Spring Festival holiday, which brings with it the beginning of the Chinese Lunar New Year, began on Jan. 22 this year. Hundreds of millions of Chinese, mainly migrant workers and college students, travel home during the holiday every year to reunite with their families.

But analysts and private companies questioned how much private enterprises would be able to benefit even if more specific rules are issued.
