SAN DIEGO (CNS and KGTV) - The San Diego City Council Tuesday approved a code amendment that prohibits housing discrimination against applicants using Section 8 vouchers or other rent substitutes. The proposed code amendment blocks landlords from rejecting applicants based solely on voucher status, though they would still retain a right, based on other rental criteria, to choose residents who don't use subsidies.Studies have found that prohibiting income-based discrimination leads to increased neighborhood options for residents and decreased segregation.“Hearing from the community was very powerful and I am happy that the Council approved the ordinance to end housing discrimination taking place in San Diego,” said Councilmember Georgette Gómez. “This is one step towards helping increase access to affordable housing for all San Diegans.”Local California governments with such provisions include Berkeley, Corte Madera, East Palo Alto, Foster City, Marin County, San Francisco, Santa Clara County, Santa Monica and Woodland.San Diego's proposed ordinance also establishes a landlord contingency fund for property damage or lost rent related to renters with vouchers.Implementation of the proposal is expected to take two years. Year one focuses on voluntary compliance as well as landlord outreach and education of the potential benefits of renting to Section 8 users, including consistent on-time rent payments, long-term tenancies, flexible leases and background checks.Year two introduces investigation and enforcement services.More than 15,000 low-income households receive Section 8 assistance through the San Diego Housing Commission. That breaks down to 36,478 individuals, 86 percent being people of color.In June, the San Diego City Council's Smart Growth and Land Use Committee advanced the ordinance to the council with no recommendation through a split 2-2 vote. SAN DIEGO (CNS) - A former San Diego County sheriff's deputy who fatally shot a fleeing detainee outside the downtown San Diego jail pleaded not guilty Tuesday to a second-degree murder charge.Aaron Russell, 23, is charged in the May 1 death of 36-year-old Nicholas Bils, who was unarmed and running away from officers when he was shot just outside the San Diego Central Jail, according to the San Diego County District Attorney's Office.The former deputy, who had been with the department for 18 months at the time of the shooting, surrendered to authorities on Monday, according to his attorney, Richard Pinckard.Russell, who resigned from the sheriff's department shortly after the shooting, faces 15 years to life in state prison if convicted of second-degree murder, and up to an additional 10 years if convicted of a firearm allegation.RELATED: Suspect who escaped park rangers' vehicle shot, killed by deputyBils had been arrested by rangers with the California Department of Parks and Recreation for allegedly threatening a ranger with a golf club at Old Town San Diego State Park. In fact, Marquardt said, "No other officer on scene so much as unholstered a firearm to stop Bils from running."The Bils family's attorney, Eugene Iredale, said Bils was at the park that day hitting golf balls for his dog to chase. He said "it appears that when the park rangers approached him," Bills "brandished his golf club and ran away."Iredale alleged that Russell opened fire "with what appears to be calmness and relaxation" as he "began to take target practice on a man who was fleeing."Exactly what prompted the deputy to open fire remains unclear. At Reach Yoga in Pacific Beach, owner Alena Snedeker got a violation for holding socially distanced indoor yoga classes as late as Monday. She said she was aware it was no longer allowed, but was doing it as she transitioned to an outdoor location."With being open for two weeks, we can't turn the machine off," she said. "If we turn the machine off, we lose our business forever."Reach Yoga, which did not hold classes Tuesday, will rent outdoor space at the nearby Soledad Club, which it will have to share with a karate studio and church. "A yoga studio runs a lot differently than a bar or a restaurant or a church, so to have the same blanket over every single business. I don't feel that's right," Snedeker said. Sales of existing homes are up nearly 21 percent over a year ago, September sales were about 9.4 percent higher than just the month before.The National Association of Realtors says there were more than 6.5 million sales of single-family homes, townhomes, condominiums and co-ops in the month of September. The monthly median sale price has increased for 103 months in a row, according to the NAR.There were 5.4 million sales of existing homes in September 2019, with a median sale price of 1,500.Home-buying continues to be a bright spot in the economy during the coronavirus pandemic."Home sales traditionally taper off toward the end of the year, but in September they surged beyond what we normally see during this season," said Lawrence Yun, NAR's chief economist, in a press release. "I would attribute this jump to record-low interest rates and an abundance of buyers in the marketplace, including buyers of vacation homes given the greater flexibility to work from home."In fact, the NAR says sales in so-called vacation destination counties have increased 34 percent year-over-year.However, supply is dwindling. The NAR estimates there is only about a 2.7-month supply of unsold existing homes given the current sales pace. That’s down from a 3-month supply in August and a 4-month supply from a year ago."There is no shortage of hopeful, potential buyers, but inventory is historically low," Yun said. SAN DIEGO (CNS) - A 40-year-old man was shot and wounded while riding his bicycle early Saturday morning in Logan Heights.The shooting was reported at 1:20 a.m. in the 2900 block of Marcy Avenue, said San Diego police Sgt. Michael Tansey.The victim was riding his bicycle on the sidewalk westbound on Marcy Avenue when someone inside a black Jeep Cherokee that was parked along the north side of the street exited the passenger side and fired several rounds at the victim, Tansey said.The bicyclist was struck twice by the gunfire and fled on his bicycle. He rode into a fast food restaurant in the area of 29th Street and National Avenue, where he was taken to a hospital for treatment of non-life-threatening wounds, Tansey said.The victim sustained a gunshot wound to his buttocks and left lower leg, Tansey said.The gunman was described as Hispanic, in is mid 20s, wearing a black shirt and dark pants, according to Tansey. 935
