(AP) — California's DMV is trying to improve customer service by accepting credit cards, upgrading its website and offering clearer instructions on how to obtain a new federally mandated ID, but Gov. Gavin Newsom cautioned Tuesday the agency's long wait times and other troubles aren't over."This is going to take a few years. Next year will be tough," Newsom said, referencing an expected surge in people using the Department of Motor Vehicles next year to acquire new IDs that will be required for air travel.Newsom spoke as he released a report detailing efforts the DMV is making to improve services after wait times averaged two hours last summer, prompting outrage from lawmakers and customers. The state hired the high-powered firm McKinsey & Company to recommend improvements, with the funding coming out of roughly 0 million in new money the DMV got in this year's state budget.Newsom also announced he's appointed Steve Gordon as the agency's director. Gordon is a longtime employee of the private sector, working for Cisco Systems and most recently for zTransforms, a consulting company focused on business-wide process improvement. He is not registered in a political party and will make 6,000. The state Senate must approve his appointment.The DMV has been plagued by slow-downs related to the state's "motor voter" registration program and an uptick in people applying for REAL IDs, the new federal IDs that will be required for airplane travel starting in October 2020. More than 28 million Californians may seek a REAL ID.Beyond hiring McKinsey, the state has brought in a public relations firm to create a statewide awareness campaign about the new IDs and a consulting firm to think about what DMV offices should look like. The report did not say how much each is being paid.Other changes include the planned acceptance of credit cards, which will start at a Davis office in September before expanding to Fresno, Victorville and Roseville. The state hopes to eventually accept credit cards statewide. The DMV has also started launching REAL ID "pop ups" at businesses and plans to open 100 kiosks in August, where people can do routine transactions such as renewing vehicle registration without going to a customer service window.The goal, Newsom said, is to improve through small changes. "We're not going big at first — we want to go small and build on successes," he said.The department plans to hire between 1,800 and 1,900 new workers, most of them temporary, through next year. Newsom's announcement comes a day before the DMV plans to close offices statewide for half a day for a day of training for its more than 5,000 employees.Republican lawmakers were divided on the Democratic governor's actions. Republican Assemblyman Jim Patterson of Fresno faulted Newsom for "making excuses" for the DMV rather than re-imagining it and criticized him for saying wait times could be long again next summer. (AP) — Three Southern California women have been arrested on suspicion of stealing more than million in federal student financial aid through Fullerton College.Federal prosecutors said Wednesday that the trio enrolled hundreds of mostly non-existent students, successfully applied for grants and loans and then pocketed the money.Officials said at least two of the more than 200 names used to apply for loans were inmates in state prisons.The Press-Enterprise reports the defendants are 32-year-old Sparkle Shorale Nelson, 31-year-old Shykeena Monique Johnson and 37-year-old Jerrika Johnson. All three have pleaded not guilty charges including conspiracy, identity theft, mail fraud and wire fraud.A tentative trial date was set for Aug. 20. (AP) — California has overhauled its sex education guidance for public school teachers, encouraging them to talk about gender identity with kindergarteners and giving advice to help LGBT teenagers navigate relationships and practice safe sex.The guidance won't recommend students read books that describe anal sex, bondage and other sex acts after getting hundreds of complaints from concerned parents and conservative groups.A few hundred people gathered on the state Capitol grounds in Sacramento on Wednesday morning, carrying signs that read "stop sexualizing my kids" and "respect parental rights." The crowd soon filled the lobby of the California Department of Education, with parents busily handing out snacks to occupy their children for what could be a long day. Those who could not get inside circled the building holding signs.Patricia Reyes traveled more than 400 miles from her home in Anaheim Hills to bring her six children, who attend or have attended public schools, to Wednesday's board meeting. They included her 4-year-old daughter, Angelie, who carried a sign that read: "Protect my innocence and childhood.""It's just scary what they are going to be teaching. It's pornography," the 45-year-old mother said. "If this continues, I'm not sending them to school."Michele McNutt, 49, focused on the framework's attention to healthy relationships and consent, something she said is never too soon to teach her two daughters in public school, ages 11 and 9."Withholding medically accurate, scientific information from them actually causes more harm and does not actually protect innocence," she said while wearing a purple T-shirt that read "protect trans students." The state's curriculum framework gives teachers ideas on how to do that. The state updated its health education standards in 2008. But because of a budget crisis, state officials never gave schools a framework for how to teach them.The more-than-700-page document compiled over three years does not require schools to teach anything, but it is designed to expose teachers to current research about health education and give guidance about how to teach it. It's also influenced by a 2015 state law that made California one of the first states to address LGBT issues as part of sex education.The framework tells teachers that students in kindergarten can identify as transgender and offers tips for how to talk about that, adding "the goal is not to cause confusion about the gender of the child but to develop an awareness that other expressions exist.""I think that people hear the word 'transgender' or 'gender identity' in guidance for kindergarten through grade three and they think the worst," said Stephanie Gregson, director of the Curriculum Frameworks and Instructional Resources Division at the California Department of Education. "It's really about civil rights issues."The framework gives tips for discussing masturbation with middle-schoolers, including telling them it is not physically harmful, and for discussing puberty with transgender teens that creates "an environment that is inclusive and challenges binary concepts about gender."Much of the pushback has focused not on the framework itself, but on the books it recommends students read. One suggested book for high schoolers is "S.E.X.: The All-You-Need-to-Know Sexuality Guide to Get You Through Your Teens and Twenties." It includes descriptions of anal sex, bondage and other sexual activity — depictions California Family Council President Jonathan Keller described as "obscene."On Wednesday, State Board of Education member Feliza I. Ortiz-Licon asked the board to remove that book, and a few others, from the guidance. She said the books had "created panic" and distracted from the framework's goals, including teaching students about consent and sex trafficking."It's important to know the board is not trying to ban books. The figure is 45 percent higher than five years ago.Health officials are particularly concerned by the hike because 30 women had stillbirths due to congenital syphilis, the highest number since 1995.STDs can cause serious health problems if untreated. Syphilis can cause permanent loss of hearing, vision, and neurological issues. Chlamydia and gonorrhea can lead to pelvic inflammatory disease and infertility, ectopic pregnancy, and chronic pelvic pain."STDs are preventable by consistently using condoms, and many STDs can be cured with antibiotics," said CDPH Director and State Public Health Officer Dr. Karen Smith. "Regular testing and treatment are very important for people who are sexually active, even for people who have no symptoms. Most people infected with an STD do not know it."Chlamydia and gonorrhea rates are highest among people under age 30, health officials said. Rates of chlamydia are highest among young women, and males account for the majority of syphilis and gonorrhea cases.  1269
