(KGTV) -- Chula Vista residents will head to the polls in June to decide whether or not to pass a new sales tax.Measure A would increase sales tax in the city by half a cent, tying it for the highest sales tax in San Diego County. CHULA VISTA, Calif. (KGTV) -- Police in Chula Vista have identified the man suspected of killing a relative Saturday afternoon. According to police, Norberto Sanchez, 55, is suspected of shooting and killing 65-year-old Maria Esther Gonzales on the 1100 block of Oasis Avenue. Police received a call around 12:30 p.m. from Sanchez’s niece. The woman told police that Sanchez called her to tell her he killed his father’s wife and was on his way to her home on the 500 block of Arizona Street. Police responded to the area and arrested Sanchez for murder. At this time, it’s unclear what the motive may have been for the crime. CHICAGO, Ill. -- With the U.S. Postal Service stretched thin and millions voting by mail, some voters have taken extreme measures to ensure their vote counts. In some cases, they’ve traveled hundreds of miles to cast a ballot.Following the postmaster general’s controversial decision this summer to decommission nearly 700 mail-sorting machines across the country, Sarah Alana was worried about voting by mail.“We all have a choice and what's going on right now with the Postal Service is another matter entirely. Clearly, it's not working,” she said.In Georgia, where she has lived and voted since 2013, nearly a dozen mail-sorting machines were removed. Still, she applied for an absentee ballot.“It was sent out the same day,” said Alana. “Three weeks later, no absentee ballot. And I was getting just so mad.”Even more of a problem, she’s currently staying in Durango, Colorado, dealing with respiratory issues.“I'm here to see if the dry air is a little bit better for my breathing problems,” she said.In Georgia, more than 1.1 million absentee by mail ballots have been returned, trouncing the nearly 155,000 cast in 2016. But, another half million mail-in ballots have yet to be returned.Sarah Alana decided not to take any chances. Despite being high-risk for complications from COVID-19, she bought a 5 plane ticket and made the 1,600-mile journey from Durango to Atlanta to vote in person.“I went through three airports. I took two flights. I was in three Lyft rides, which actually, that was scary for me too.”Others have made similar trips, like a woman studying in Chicago who traveled to her home state of Texas to cast her ballot.The children of 94-year-old Mildred Madison children drove her 300 miles to Detroit to vote in person when her absentee ballot didn’t arrive at her temporary address.“Vote. But know who you are voting for and why,” said Madison.Alana says there’s too much at stake this election not to ensure your voice is heard.“I didn't want to be a victim,” she said. “There is no American citizen that needs to be a victim this year. Then a "thank you" bonus.Now, Kroger employees will have to be satisfied with gradual increases in wages and benefits.CEO Rodney McMullen said Thursday that Kroger will not re-instate the popular hazard-pay benefits it announced in March and continued into June.This despite continued calls by union officials to bring back the -per-hour wage boost that Kroger and other grocery chains had been paying their essential workers.Kroger held its annual meeting Thursday, an event in which McMullen usually fields questions from local reporters. This year, McMullen agreed to talk by phone, saying that the company will see some permanent changes from the global pandemic that caused food shortages, surging revenue, binge buying and changes in consumer spending habits.Kroger's local employment increased 33% to 20,000 since the pandemic began, while the company hired 100,000 people nationwide.McMullen expects Kroger’s total employment — which peaked at 560,000 — to remain above 500,000 going forward. He also expects digital sales to remain at higher levels than the company achieved prior to COVID-19.And he believes the company will benefit from a permanent shift toward eating at home.“What we’re finding is people enjoy cooking more than they thought they would — at least, that’s what they’re telling us,” McMullen said. “They especially enjoy doing it with their kids, because it gives you a reason to spend time together. If your kids are happy, you’re happy.”McMullen also foresees a permanent shift towards higher wages, even if it doesn’t come in the form of hazard pay.“We had planned on incrementally investing 0 million a year in wages,” he said. “This year, that’ll end up being 0 million, and that’s brought our average hourly rate to higher than . When you include the value of our benefits, that takes it up north of an hour.”In October 2018, Kroger told Wall Street analysts its annual hourly wage was .47. That means it has climbed at least 3.7% in the last 20 months.McMullen said Kroger spent 0 million on temporary wage and benefit adjustments in the first quarter, which ended May 23.“We had the initial huge pandemic buying stock-up, and we were having our associates working around the clock,” McMullen said. “Now, we’re investing a lot in terms of (extending) our emergency leave program. We’re also continuing to invest aggressively in terms of safety and protection as we learn about it, providing masks for our associates and those things.”On the topic of wages, McMullen said Kroger will not join the ranks of companies cutting pay as one way of coping with coronavirus.“At this point, that is not something that we’ve talked about or evaluated,” he said. “It’s not something that would be high on our list of things to do.”Kroger is one of 19 local publicly traded companies that have not announced coronavirus pay cuts for executives. Its SEC filing on pay says “certain aspects of our compensation programs may later be revised or modified once the compensation committee has had an opportunity to fully evaluate the impact of COVID-19 on our business.”McMullen said Kroger is not in the same predicament as the 600 U.S. companies that have so far announced pay cuts for top executives.“We’re in the hiring mode as opposed to furloughing,” he said. “You obviously feel bad for the companies that have to make those decisions and you feel really bad for the people directly affected.”UFCW Local 75 President Kevin Garvey hasn't given up on renewing hazard pay for Kroger employees."Same store sales up 18% and operating profits up over 50% from the first quarter in 2019," he said. "I do believe Kroger can afford to continue the additional hero pay. The pandemic is not going away. CINCINNATI -- A preliminary investigation reports both technical problems and human error may have played roles in first responders' failure to locate a teen who was found dead of asphyxiation in a van parked in a high school parking lot Tuesday.According to documents from an internal review obtained by Scripps station WCPO in Cincinnati, the 911 operator who answered Kyle Plush's second emergency call said she couldn't hear him. Plush, 16, was found dead in a minivan near Seven Hills School hours later Tuesday night. In one 911 call, he said he was stuck in a van outside the school. In the second call, he described the make, model and color of the minivan where he was trapped and dying.Investigators don't believe there was a failure in the phone system at that time, so it's not clear why the second operator couldn't hear Plush. But the 911 operators' computers experienced trouble "around that same time frame," one of the internal documents states. The operator said her screen froze, preventing her from properly documenting the call. TIMELINE: What happened the day Kyle Plush died?Still, the operator tried sending a text message to Plush, asking him for the address of the emergency. She tried calling him twice, records show. He never responded.That operator's supervisors found her work in that incident was "unacceptable," according to one of the internal documents. Police Chief Eliot Isaac said Thursday that she was placed on administrative leave.?"Something went wrong here, and we need to find out why were weren't able to provide that help," Isaac said. RELATED: As Kyle Plush pleaded for help, why didn't officers find him?After Plush's first call, the 911 operator used cellphone GPS information to point police officers to the thrift store parking lot across from the school. Plush was within feet of those coordinates. Two Cincinnati police officers arrived about two minutes later, but said they didn't see anything. Officials haven't said exactly where the officers searched. They tried calling Plush's phone, but he didn't answer. It was then that Plush called 911 the second time. "This is not a joke," he said. "I am trapped inside a gold Honda Odyssey van in the parking lot of Seven Hills. ... Send officers immediately. I'm almost dead."Plush's words were picked up by the recording, even though the 911 operator said she couldn't hear any sounds on the line. RELATED: Sheriff: Deputy never looked in Kyle Plush's vanA few minutes later, a Hamilton County deputy called in to the emergency dispatch center to say that he had also looked for the caller, but didn't find anything. Chief Deputy Mark Schoonover said on WLW radio Friday that the deputy looked into a van, but it wasn't the right one.?"He did look into some vehicles. He looked into a van, but he never looked into the victim's vehicle," Schoonover said. "He never located that."Cincinnati police investigators who reviewed security camera footage also said the deputy looked into many vehicles, including a van, but never made it to the far part of the parking lot.Instead, a family member found Plush dead inside the van at about 9 p.m., according to police. Hamilton County Coroner Lakshmi Sammarco said he died of asphyxia caused by chest compression. Officials haven't yet said what pressed so hard into Plush's chest that he suffocated. Isaac, Sheriff Jim Neil and Prosecutor Joe Deters have all ordered investigations into what happened.? 3544
