One person in California has died from the E. coli outbreak linked to romaine lettuce from the Yuma, Arizona growing region, the US Centers for Disease Control and Prevention said Wednesday. OCEANSIDE, Calif. (KGTV) - An Oceanside man says he and his puppy were mauled by an unleashed dog while out for an evening walk. On Monday around 11 p.m. near Albertsons on Mission Avenue, Kevin Humphrey was taking his 7-month-old terrier mix Stitch out for his final walk when he saw a homeless man and his brown-and-white pit bull, loose. Humphrey says the owner managed to catch up to the dog and leash him.Humphrey went on with his walk along the back side of the shopping center, when he says he saw the dog, unleashed again. Humphrey picked his dog up and started running, but didn't get far."It just starts biting at me and biting at me. He tries to bite my dog's throat out," said Humphrey.Humphrey says the dog bit him in the back and arm before latching onto his puppy's throat. His puppy's life on the line, Humphrey jammed his hand into pit bull's jaws."I put my hand in the dog's mouth so he wouldn't bite. I'm crying, 'Don't kill my dog! Don't kill my dog!" said Humphrey.After a tortuous 20 minutes, the dog finally let go. Humphrey raced to get help for his dog and then himself. Stitch suffered more than a dozen bites. For Humphrey, torn tendons and bone fragments in his hand led to two surgeries.The San Diego Humane Society says the homeless man contends Humphrey went into his tent and provoked his 4-year-old dog, which Humphrey denies. The pit bull is under a 10-day quarantine. If he's reclaimed, he'll have to wear a muzzle. 1458

OCEANSIDE, Calif. (KGTV) — A suspect has been arrested in the hit-and-run death of a 17-year-old girl in unincorporated Escondido on Saturday.Paul Anthony Lissona, 29, of Escondido, was arrested and charged with felony hit and run charges in connection with the death of a teenager early Saturday morning, according to California Highway Patrol.According to CHP, the crash happened on Mesa Rock Road near Mesa Ranch Drive around 12:30 a.m. The teenager was standing outside a vehicle parked on the right shoulder talking with four friends. As three of the individuals, including the teen, crossed the road from east to west a vehicle speeding northbound hit the teen.The teen's friends and nearby residents tried to help her, but she died at the scene. She has not been identified.CHP said at about 2 a.m. Sunday, officers located a white Toyota Highlander matching the description of the vehicle involved in the collision. CHP added that "a conscientious person heard about the incident, observed the vehicle and contacted the CHP leading to the arrest."Additional charges are pending against Lissona, CHP said. 1120

OCEANSIDE, Calif., (KGTV) -- Oceanside City Council decided Wednesday night to postpone a vote regarding a controversial development plan in East Oceanside. The developer hoped to postpone the vote in order to make adjustments to the plan. Residents opposed to the plan hoped Council members cast a 'no' vote to put an end to the plan.The North River Farms Development sits on 177 acres in an area Southwest of Bonsall, known as South Morro Hills. "We're really excited to bring an 'Agrihood' to the City of Oceanside," Ninia Hammond, Project Manager of Integral Communities, said. Her company began crafting this plan five years ago. Their goal is to create a place that will feature a trifecta of community, housing, and farming on traditionally agricultural land.The Oceanside Chamber of Commerce expressed their support of the project in February. They argued that it would bring in millions of dollars, and help the city meets its 2021 Regional Housing Needs Assessment goal.10News met with Jane Marshall, a resident vehemently opposed to the plan."We would rather have a better quality of life, where a developer is willing to work with us in all our infill projects," Marshall said. "We have plenty of room to build instead of taking prime farmland from Oceanside."But the developer said this is the only location for a plan of this kind. "The maker spaces, the creative hub, the exposure to the view of the river," Hammond said. "All of that makes the nature of it, really specific to the location."Marshall disagreed. She said the development would decimate small farms, increase traffic and pollution, and create flooding and fire issues. She said the plan does not include a clear emergency evacuation plan, putting residents at risk. Because of these very issues, Oceanside's Planning Commission turned down the plan for the second time two weeks ago. But Hammond said they are optimistic the city council will postpone the vote and reconsider the issue another time, after they make revisions. "Our goal is to make this the safest and best-planned community we possibly can. Through enhancement like offers, irrigation, setbacks, high fuel mod zones," Hammond said. 2187
