INDIANAPOLIS -- A Bloomington, Indiana auto dealership was told to stop selling cars after the Indiana Secretary of State's Office discovered the business is not licensed in the state. The secretary of state's office issued a cease and desist Friday to H Auto for selling cars without a license and illegally issuing interim license plates.H Auto has been advertising in English and Chinese and allegedly may have been targeting Chinese students at Indiana University, according to the secretary of state. The advertisements say to make an appointment because H Auto does business by appointment only, but typically most dealerships do walk-in business.Some customers of H Auto allege that they were sold cars with fake New Jersey license plates.Others allege the auto dealer took their money but they never got a title for the vehicle they purchased.The secretary of state's office and Bloomington police are currently investigating.If you believe you may have been victimized by H Auto, call the secretary of state's office at 317-234-7190 1074

INDIANAPOLIS -- A man's quick reaction spared him from serious injury or even death after a chunk of concrete was thrown from an overpass on I-465 and shattered his windshield.Alan Cox was driving his Honda SUV on I-465 northbound Wednesday afternoon. He said he saw three men on the overpass as he approached the Pendleton Pike exit. Cox said he could tell they were up to no good, especially when he noticed one throwing something into moving traffic and in his direction."I knew he was going to throw something so I veered to the left a little. He nailed me. If I veered over to the left -- dead center to the chest," Cox said.A chunk of concrete hit Cox's windshield on passenger side and left the interior of his SUV covered in glass"People get killed. It's not too hard to spot massive housing projects being built around San Diego County right now.But they may not be enough to provide little relief to the rising rents and home prices around the region.A recent report from the San Diego Housing Commission said the city would need to build on average as many as 22,000 housing units per year for the next decade. But in 2017, only 10,000 units were authorized countywide."It's not so much that there is resistance to it, it's just the fact that it's hard to do," said Jeff Stevens, chair of the Mira Mesa Community Planning Group. "If you have to tear something down in order to build something else, it takes time and money."Some of the city's larger projects are in Mira Mesa - where Casa Mira View will have about 2,000 apartments when complete.And to the west at Hansen's Aggregates, a quarry that runs through Carroll Canyon, Shea and Lennar are planning to build what's called 3 Roots. The complex would have 1,800 units - including 186 single-family homes, 981 condos, and 633 apartments (180 of which will be affordable). The complex is about to go through environmental review. Still, residents are already expressing concerns over impacts like traffic."I want people to have affordable housing, that's very important. And also we want the contractors, subcontractors to have jobs, and growth is always important.
