As a County, we are currently engaged in the process of evaluation and change to ensure we are doing everything possible to protect children and preserve families."In March the County Board of Supervisors approved creating the Child and Family Strengthening Advisory Board to help prevent and respond to child abuse and neglect.According to county officials, the new advisory board will serve as a platform for collaboration and transparent monitoring of the child welfare system to ensure the safety and well-being of children and families.A grand jury report released in June found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency.The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination.CWS staff and foster parents also lack the proper training to offer trauma-informed care or support for victims of human trafficking, according to the report. 2188

SAN DIEGO (KGTV) -- Rancho San Diego Elementary School Wednesday experienced a water outage as a result of vandalism and theft to pipework. The crime occurred overnight and was discovered as staff entered campus for work Wednesday morning. Maintenance staff repaired the pipework and restored water to campus in three hours. Staff provided students with water during the outage. Hand sanitizer and baby wipes were also given out. 438

SAN DIEGO (KGTV) -- San Diego County health officials Monday echoed Governor Gavin Newsom’s demand to close more businesses as coronavirus intensifies.The state announced Monday that it was closing indoor operations for places of worship, restaurants, wineries, movie theatres and family entertainment, zoos, museums, cardrooms, fitness centers, some offices, personal care services, hair salons and barbershops, and malls. All bars were also ordered to close."We are moving back into a modification mode of our stay-at-home order," Newsom said. The new order takes effect in San Diego at midnight Wednesday morning. The announcement comes as 419 more people throughout the county tested positive for coronavirus Monday. SAN DIEGO (KGTV) - Recent remedies aimed at reducing San Diego's homeless crisis have not been enough, according to a scientific 10News/San Diego Union-Tribune poll.The poll of 800 San Diego adults showed sentiments about addressing homelessness are not positive. When asked if they believed if homelessness was getting better, worse, or staying the same in San Diego, only 11 percent said it was getting better. About 60 percent said it's getting worse.Many believe that blame lies at the top of local government. When asked who is most responsible for reducing homelessness, 53 percent said elected officials and 18 percent pointed to the homeless and their families.RELATED: Housing crunch: San Diego needs 171,000 new homes by 2029So what's led to San Diego's homelessness? Of those surveyed, 33 percent believe housing costs have contributed most to the homeless crisis, 22 percent said substance abuse, and 20 percent said mental health issues.Recently, San Diego officials opened three temporary tent shelters to try and transition some of the city's homeless population into housing. When asked if they thought the tents helped, 51 percent said yes, 20 percent said no, and 29 percent were not sure.A report by the San Diego Housing Commission shows from December 2017 to March 2018, 946 people have exited the three tents.
