BEIJING, Oct. 28 (Xinhua) -- The Chinese government on Thursday issued the full text of Premier Wen Jiabao's explanation on a proposal that will play a crucial role in shaping the country's development over the next five years.The Communist Party of China (CPC) Central Committee's Proposal on Formulating the Twelfth Five-year Program (2011-2015) on National Economic and Social Development was adopted at the Fifth Plenum of the 17th CPC Central Committee that ended Oct. 18.Wen's explanation focused on five parts, including China's social and economic development over the past five years, the guiding principle and goals for development in next five years, major tasks in economic development, major tasks in improving social undertakings and people's livelihoods, and major tasks in deepening reform and opening-up.Wen made the explanation on Oct. 15 when the CPC Central Committee session began.The proposal stipulated scientific development as the theme of the 12th Five-year Program, said Wen, noting this is also the first time for a five-year program to include scientific development as its theme.The Scientific Outlook on Development shall be implemented in all sectors of reform and opening-up and the modernization drive, he said.According to Wen, the State Council will make the draft of the 12th Five-year Program based on the proposal. BEIJING, Oct. 7 (Xinhua) -- China saw a record number of road trips by travelers during the week-long National Day holidays that started Oct.1, data from the Ministry of Transport (MOT) showed Thursday.Travelers logged in a total of 474 million journeys on the roads between Oct. 1 and 7, up 10.9 percent from the same period last year, MOT spokesman He Jianzhong said, adding that the average figure per day was 67.71 million -- a new record high.He said a big increase in short- and medium-distance trips for sightseeing and visits to families and friends contributed to the boom.The country's transport authorities had to deploy 910,000 medium- and large-sized coaches nationwide per day to cope with the transport surge, he added.The waterways sector recorded about 8.66 million journeys during the seven days, up 25 percent from a year earlier, he said.

BEIJING, Oct. 25 (Xinhua) -- China's Ministry of Commerce (MOC) said on Monday it would levy provisional anti-dumping duties of up to 37.5 percent on methanol imported from Indonesia, Malaysia and New Zealand.After a preliminary investigation, the MOC found the three countries had dumped methanol onto the market, causing material damage to Chinese manufacturers.The MOC has imposed provisional anti-dumping duties ranging between 9.3 percent and 37.5 percent effective Oct. 28, according to a news release on its website.The MOC also concluded its investigation into imports from Saudi Arabia, though no evidence of dumping was found.Methanol, also known as methyl alcohol, is used as a basic material to produce chemical products such as plastics, paint, construction materials and windshield cleaning fluid.
