JOHANNESBURG, Jan. 17 (Xinhua) -- Strengthening friendly relations and cooperation with Africa is an important foundation of China's foreign policy, and remarkable development has been achieved in China-Africa ties in the past year, Chinese Foreign Minister Yang Jiechi said here Saturday.     Yang, who was wrapping up a visit to Uganda, Rwanda, Malawi and South Africa, said China and Africa maintained high-level exchanges, and deepened their strategic mutual trust in 2008.     Last year, many African leaders paid official visits to China, or traveled to China to attend the Beijing Olympics and the Beijing Paralympics, he told Xinhua.     African countries continued to offer their valuable support for China on issues concerning China's core interests, he added.     Africa and China are facing new opportunities for developing their ties this year, Yang said.     Chinese leaders will continue to make the development of China-Africa ties a top priority in China's external relations, he said.     In recent years, top Chinese leaders have paid visits to Africa every year, he said, adding that more such trips are likely to be scheduled for this year.     Moreover, the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) is scheduled to take place in Egypt in the fourth quarter of this year, with the aim of making a comprehensive assessment of the implementation of the consensus reached at the Beijing Summit of FOCAC in 2006.     In 2009, China, on the principles of sincerity and friendship, equality, mutual benefit and common development, will continue to strive to promote unity and cooperation with Africa, with emphasis on seeking ways to deepen pragmatic cooperation between the two sides, the minister said.     China will expand cooperation with African countries in infrastructure building, agriculture, telecommunications and human resources development, he said.     Yang said China attaches great importance to Africa's important role in such issues as Darfur, Zimbabwe, Somali pirates and UN Security Council reforms.     China will continue to keep close communication and coordination with Africa, strive to promote mutual understanding and mutual support, push for the peaceful settlement of relevant issues, and safeguard the common interests of developing countries, he added.

BEIJING, Dec. 6 (Xinhua) -- China on Saturday gave further explanation on the proposed reform of fuel tax and pricing in a bid to dispel misunderstanding that a higher consumption tax will mean higher pump prices.     The authorities on Friday released a draft reform plan to solicit public opinions till Dec. 12. It had been long advocated by experts as key for energy saving and economic structure transform.     The plan, scheduled to take effect on Jan. 1, will abolish six fees now charged for road or waterway maintenance and management.     But drivers will pay higher fuel consumption taxes. Gasoline taxes will be raised from 0.2 yuan (about 3 U.S. cents) per liter to 1 yuan and diesel taxes from 0.1 yuan per liter to 0.8 yuan.     The government reiterated its Friday's statement that the pump prices, which include the higher tax, won't be raised and the reform won't increase costs for fuel consumers.     The tax is reflected in the pump prices and isn't an additional increase to the retail prices, said a joint statement by the National Development and Reform Commission (NDRC), Ministry of Finance, Ministry of Transport and State Administration of Taxation.     The proposed tax is lower than the level in the European Union and also in the neighboring countries and regions, it said.     The draft said China's domestic crude oil prices should be set directly in line with world prices, but the link should be controlled and indirect for refined petroleum prices.     There will be a ceiling on pump prices as part of the plan. The government said it will continue to properly regulate domestic pump prices to prevent the negative impacts of huge fluctuations in the international oil prices on the domestic market.     The reform helps to promote a healthy development of the oil sector and energy saving, and to ensure domestic fuel supply and a stable economic growth, said the statement.     But it said the government will increase subsidies to farmers, taxi drivers, and sectors of fishing, forestry, and public transport.     The reform will be a significant step towards liberalizing retail fuel prices, said researcher Zhou Dadi from the Energy Research Institute of the NDRC.     China has been pushing for fuel tax reform for many years, and the idea of a fuel tax was raised as early as 1994. Both officials and economists said the plunge in global oil price presents a window of opportunity for this reform.     The world crude oil price has plunged almost 70 percent from a peak of 147 U.S. dollars per barrel in mid-July.     Even with oil prices tumbling so much, Chinese drivers are paying much more than those in many other countries because domestic fuel prices have been unchanged since June. Government-set prices are changed only infrequently.     The pump prices are higher than the levels in the United States, but lower than that in some European and Asian nations, said the statement. But it noted this is because of oil resource shortages in the European and Asian countries and their intention to use higher prices to encourage energy saving.

MACAO, Jan. 10 (Xinhua) -- Chinese Vice President Xi Jinping Saturday said here that Macao Special Administrative Region (SAR) should promote its long-term economic diversification.     Xi, who paid the first official visit to Macao since assuming the office of Chinese Vice President in March 2008, made the remark when meeting with the SAR's Chief Executive Ho Hau Wah and 113 representatives from all walks of the local society in the Macao East Asian Games Dome. The land-strapped SAR has long been requesting a part in its development.     Xi arrived in Macao earlier this morning, starting his two-day visit to the island city. Xi paid two visits to the SAR in 2001 and 2005 respectively before assuming the Chinese vice-presidency.

ISTANBUL, Turkey, Nov. 28 (Xinhua) -- Chinese and Turkish business people signed 19 contracts here Friday on the purchase of Turkish commodities worth about 230 million U.S. dollars.     Visiting China's top political advisor Jia Qinglin attended the signing ceremony after the Sino-Turkish economic and trade cooperation forum which was attended by government officials and business people from the two countries.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said in his speech delivered at the forum that China and Turkey should make further plans on the future development of bilateral economic and trade cooperation.     China-Turkey trade volume exceeded 10 billion U.S. dollars last year and the figure for this year is expected to reach 13 billion U.S. dollars.     He called on business people from both countries to make joint efforts to further tap cooperation potentials, increase mutual investment, expand cooperation in infrastructure construction and project engineering, and enhance multi-lateral economic and trade cooperation. BEIJING, Jan. 24 (Xinhua) -- Chinese President Hu Jintao urged the promotion of stable agricultural and rural economic development and said issues concerning agriculture, countryside and farmers should continue to be the top priority of the Communist Party of China (CPC).     Hu, also General Secretary of the CPC Central Committee, made the remarks during a meeting of the Political Bureau of the CPC Central Committee on Friday. Attendees at the meeting studied the means to promote agricultural modernization with Chinese characteristics.     Maintaining stable agricultural and rural economic development was more important under current circumstance, Hu said.     Agricultural production was the basic support to stimulate economic growth; rural areas had the potential to boost domestic demand; and to improve farmers' living standards was a major task and also a difficult job, he said.     He called for more efforts on three major tasks of agricultural work.     First, greater importance should be laid on ensuring the country's grain security and supplies of major agricultural products.     The country should stick to the most strict system to protect and save farming land as well as stabilize the grain sowing area, Hu said.     He said the government should increase subsidies for agricultural production and continue to raise the minimum state purchasing prices for grain.     In the latest move to protect farmers' interests and boost grain output, the National Development and Reform Commission said Saturday it would raise the minimum state purchasing prices for rice in major rice-producing areas by as much as 16.9 percent this year.     Hu also stressed the quality supervision and monitoring of agricultural products to ensure food safety.     Second, more importance should be attached to promote rural infrastructure construction as well as improve social welfare and living standard of farmers, he said.     He urged increasing capital input in infrastructure construction and rural social welfare and said greater efforts should be made to improve rural education, medical services and poverty alleviation.     Third, an array of measures should be taken to promote the growth of farmers' income and expand the rural market, Hu said.     He urged more efforts to discover new measures and channels to boost farmers' income and improve the commodity circulation network in rural areas.     The program of subsidized home appliance, autos and motorcycles should be promoted, he said.     He also urged quality authorities to make best efforts to protect farmers' interests and avoid fake and shabby products flowing in to rural markets.     Speaking of rural workers employment, Hu said governments should encourage enterprises to be more responsible and employ more rural workers.     The governments could also provide more job opportunities for rural workers by letting them work on the infrastructure projects amid the country's efforts to boost domestic demand, he said.     More support should be given to migrant workers who returned because of employment difficulty in cities and encourage them to start their own businesses, Hu said.     He also suggested Party leaders and governments at all levels should apply the scientific outlook on development to their work to deal with the emerging problems and challenges facing agricultural and rural economic development, and contribute more to promoting rural reform, development and stability.
