VALLEY CENTER, Calif. (KGTV) — On the heels of several casino reopenings in San Diego County, Harrah's Resort is phasing in hotel guests after it started its reopening process Friday.The casino and resort says it has instituted new policies surrounding cleaning and sanitation and physical distancing to adhere to county guidelines and fight the spread of COVID-19.Changes at the resort include:"All guests will be required to wear their own face mask and will receive temperature checks prior to entering the building All guests must be 21 and older All teammates will wear personal protective equipment (PPE) and will receive temperature checks at the beginning of each shiftProper social distancing must be practiced at all times in all areas of the resort. Security personnel will be prominent throughout the resort to enforce social distancing guidelinesFrequent handwashing and hand sanitizer stations will be available throughout the resortLimited food and beverage offeringsSlot machine banks will be arranged to allow for proper social distancing, as defined by gaming regulationTable games will be limited to a max of three players per blackjack table and four players per roulette" Tuesday, the resort announced that its hotel has reopened with limited room availability. The hotel is also currently only open to those 21 year of age or older. Update, Friday 3:15 p.m.: Assemblyman Berman's office said the bill passed the Higher Education Committee and now goes to the Assembly Appropriations Committee.SAN DIEGO (KGTV) -- A recent study of California's community colleges found that 1 in 5 students had been homeless in the past year.To help these students, San Diego's community college district offers showers, priority class registration, food pantries, and help finding homeless services on and off campus.But a new State Assembly bill aims to aid homeless students further by requiring schools to let them sleep in their vehicles overnight in campus parking lots and structures.Assembly Bill 302, introduced earlier this year by Assemblyman Marc Berman (D-Palo Alto), specifies "that if a community college campus has parking facilities on campus, the governing board of the community college district (CCD) shall grant overnight access to those facilities to any homeless student for the purpose of parking the student’s vehicle overnight, provided the student: a) Is enrolled in coursework; b) Has paid enrollment fees, if not waived; and, c) Is in good standing with the CCD without requiring the student to enroll in additional courses."While the long-term solution is to create more affordable housing opportunities for students and families, the bill hopes to help a student’s ability to remain in school and be successful. “With the passage of AB 302, homeless students at community college campuses will be able to park overnight in a safe area. Providing this resource will enable our students to get some rest without having to constantly fear for their safety.”The proposal isn't without some opposition, getting mixed reviews from at least one school district.The Los Rios Community College District is calling the bill a “one size fits all” mandate that may not work for all of the state's campuses. Costs to implement the program are projected to be significant as it will require schools to increase overnight security staffing, custodial and utility costs, and the potential of threat of lawsuits for persons injured on campus parking lots during the evening hours.“Mandate cost claims are never fully reimbursed: Mandates are reimbursed only after costs are incurred and often times do not reflect the actual costs incurred in these activities," said officials with The Los Rios Community College District in Sacramento.Some students at San Diego Community College said the bill may exacerbate limited parking availability on campuses where parking is already difficult to find. "If it was during the day, or something like that, then it would be inconvenient for people trying to find parking or take the courses here," said Daniel Silva, a San Diego Community College student. "But overnight, it seems pretty harmless."San Diego Community College District officials are supportive of the idea, but would like to see some changes to the specifics. UPDATE: Suspect Brandon Alexander is in custody, and the Xavier Alexander and his mother are safe, Upland police say. They were found in Claremont, California, just west of Upland.SAN DIEGO (KGTV) - A 15-month-old child is missing, and police are looking for the child's father in connection with the abduction.The California Highway Patrol issued an Amber Alert Saturday night for a 2017 grey Jeep Renegade, California license plate 8DQT883.Authorities believe 31-year-old Brandon Alexander, may have kidnapped his son, 15-month-old Xavier Alexander. The pair were last seen at 5:45 a.m. Saturday in Upland, California, which is in San Bernardino County. Brandon Alexander is considered to be armed and dangerous.Brandon Alexander may have also taken the child's mother, according to Upland Police. Police say she is a white female in her early thirties. She has a restraining order against him, police said.Brandon Alexander is described as 5' 10" and 240 pounds with brown hair and blue eyes. Xavier Alexander is 2' 6" and weighs 30 pounds, also with brown hair and blue eyes. The Amber Alert was issued in Kern, Inyo, San Bernardino, Los Angeles, Ventura, Orange, Riverside, Imperial and San Diego counties.Anybody who sees the vehicle or Brandon and Xavier Alexander are asked to call 9-1-1.10News is monitoring this breaking situation. 1369

Two students were injured after a gun accidentally discharged at a school in Fulton County, Georgia on Thursday.Police received reports of a loud pop coming from a classroom at Banneker High School just before 3:30 p.m.According to a spokesperson with Fulton County Schools, a bullet hit a female student in the ankle, and also grazed another student. Both students were treated for minor injuries, according to the spokesperson.Officials say officers searched the classroom and found a low-caliber handgun hidden in a box. It's believed the weapon was brought on school property in a book bag by a student, according to the school spokesperson.The spokesperson added that "the investigation into this incident is ongoing and the [Fulton County Schools Police Department] plans to file criminal charges against everyone involved in this incident in accordance with District policy."Three students will face charges in the incident. One student is being charged with one count possession of a weapon and one count of a weapon on campus. Two students are being charged with reckless conduct because of their contact with the weapon.The spokesperson told CBS46 the gun did not belong to the injured students.No bags of any kind are being allowed into the school building on Friday.  1297

Uber's IPO will likely arrive before the end of the decade.CEO Dara Khosrowshahi confirmed on Thursday that the company's "target" is to go public in 2019. The move is a departure from his predecessor, Uber co-founder Travis Kalanick, who had tried to put off an IPO as long as possible."We have all of the disadvantages of being a public company, as far as the spotlight on us, without any of the advantages of being a public company," Khosrowshahi said on stage at the New York Times DealBook Conference in Manhattan."Travis and the whole board now agree that we should just go public," he added.Uber currently has a valuation of billion, which makes it the most highly valued startup in the world. The company has raised more than billion in capital since its founding in 2009.SoftBank, the Japanese conglomerate, has also been in discussions with Uber for a massive private investment expected to total in the billions. Khosrowshahi expressed confidence about getting Uber's entire board on the same page and closing the deal."There's negotiations going on," he said. "They've probably taken longer than they should have, but we're gonna get there."The event marked Khosrowshahi's first extensive interview since taking over as Uber's CEO two months ago. "But if the product is good, then if you can bring in good leadership, you can ultimately bring it together."Earlier this week, Khosrowshahi published a new set of "cultural norms" for the company, replacing Uber's "win at all costs" mentality with greater emphasis on corporate responsibility and inclusion. One of the norms: "We do the right thing. Period."But one of the biggest obstacles for Khosrowshahi's turnaround effort at Uber may be Kalanick. The former CEO continues to serve on Uber's board.
