SAN DIEGO (KGTV) - The floral tributes shut down by the pandemic, blossomed into reality Memorial Day at several national cemeteries.Susan Williams first met Gregory Torres in 1973 while he was in the Air Force navigator training program. While the relationship didn't last, she never forgot him."Funny, smart and dedicated. One of the best people I've ever known," said Williams, 71.In 1978, while stationed in Germany, Captain Torres died when his plane crashed during a training flight. He was buried at Fort Rosecrans National Cemetery.Williams, who lives in South Carolina, had plans to visit his grave this Memorial Day before the pandemic hit.Covid-19 also turned the usual local services virtual. The flags laid out by the cemetery and flowers put out by a national nonprofit wouldn't happen this year."It made me feel crummy. He should be remembered in some way," said Williams.Enter Jenelle Brinneman, a Valley Center florist who started a Gofundme campaign. After a 10news story, the campaign took off. Some ,000 and countless roses, Brinneman and a small group of volunteers spent the morning of Memorial Day laying a single rose at some 4000 grave markers between Fort Rosecrans and Miramar cemeteries."We're laying down these roses and people are crying, thanking us. SAN DIEGO (KGTV) - The mother of a Southern California girl diagnosed with rat-bite fever is sharing her story at a San Diego hospital Friday to educate other parents about the danger. Rat-bite fever is a potentially deadly infection spread through contact with domestic rats. 8-year-old Cali from Menifee contracted the disease when the rat’s saliva came into contact with an open wound, according to Rady Children’s Hospital officials. Cali has eczema on her fingers which may have contributed to the situation, a doctor said.Rat-bite fever is a bacterial disease which can cause a rash, fever, and body aches.The illness started Friday night, said Cali's mother Sabrina. By Sunday, Cali had a fever of 104.6 degrees. She lost the ability to use her hands and arms and had a whole-body rash."Really, really scary. Really hard to watch," said Sabrina.Cali's family bought two rats, Shell and Onyx, from a feed store about two years ago with no warning about the potential of rat-bite fever.Doctors recommended the family get rid of their rats."We didn't want to do it," said Sabrina. “It’s not a fun thing to tell your kid you’ve got to get rid of your best friend."Cali's mother had a recommendation for other parents."Just know that this can happen," she said. SAN DIEGO (KGTV) — The 10-day Sturgis motorcycle rally held in August led to more than 266,000 new coronavirus cases, according to a new study from San Diego State University.The study, released this week, says upwards of 460,000 people converged on Sturgis, a South Dakota city of 7,000, causing a bump in Coronavirus infections across the US. "Large crowds, coupled with minimal mask-wearing and social distancing by attendees, raised concerns that this event could serve as a COVID-19 'super spreader,'" said the study, which did conclude that the rally was a super spreader event.Researchers from San Diego State's Center for Health Economics and Policy Study used anonymized cell phone data to track where attendees came from, then traced it back to their counties. They found that the counties that had the highest numbers of Sturgis attendees saw a 7% to 12% increase in coronavirus cases. The study also said that CDC data shows that cases in Meade County, South Dakota, where the rally is held, increased 6 to 7 cases per 1,000 population a month after the event started. Descriptive evidence suggests these effects may be muted in states with stricter mitigation policies (i.e., restrictions on bar/restaurant openings, mask-wearing mandates)," the study says.In all, the study says that led to more than 266,000 new COVID-19 cases nationwide.The study says these cases accounted for an additional .2 billion in health costs, enough to pay each attendee ,000 not to have attended the rally. SAN DIEGO (KGTV) — The City of San Diego will consider making a significant change to the way voting is done, best known as "ranked choice voting."It would allow voters to list up to four candidates in order of preference, rather than just cast a traditional ballot for one candidate."It's a very interesting system that hopefully decreases some of the negative campaigning that we ordinarily see," Councilmember Mark Kersey, who supports ranked choice, told 10News Friday.In the proposed version of ranked choice that San Diego is considering, the top four candidates in each primary race would advance to the general election, rather than the top two. In November, voters would then rank the candidates by preference. If one candidate has more than 50 percent of the vote on first count, that candidate would win. If no candidate reaches 50 percent, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50 percent.UC San Diego political science professor Thad Kousser says ranked choice allows voters to feel like they are not wasting their vote on a long shot, and helps avoid the idea of voting for the lesser of two evils. "It allows voters to take a sincere vote without throwing away the weight that their vote would have," Kousser said.Kousser also says ranked choice helps keep races from getting as negative. "It could give candidates incentive to play nice with each other, to be less negative in their advertising beceause they would love to be second place on every voter's dance card," he added.Kersey says the City Council will consider placing ranked choice on the November ballot, with the goal of making the change in 2022. If the council elects not to put ranked choice on the ballot, supporters say they will launch a signature drive to get the measure on the ballot that way.Other cities in California have already adopted ranked choice, including San Francisco, Oakland, and Palm Desert.
