SAN YSIDRO, Calif. (KGTV) - Traffic at the San Ysidro Port of Entry was left at a standstill for more than an hour following a reported security incident Saturday.Multiple lanes through the port were closed following the find, 10News viewer video showed. Witnesses at the scene told 10News border security officials were reportedly looking into a suspicious object left on the Mexican side of the border crossing.One witness told 10News they had been waiting at least an hour for traffic to open up as of 1:10 p.m.10NEWS TRAFFIC CONDITIONS10News has reached out to Border Patrol officials for more information. Sandy Hook, Orlando, Aurora, Las Vegas, and now Sutherland Springs, Texas. As we struggle to find answers and to come to terms with the reality of mass shootings, one of the key questions is, why?What drives some people to carry out unthinkable attacks? And what do mass shooters tend to have in common?Dr. Richard Cooter is a forensic psychologist at George Washington University. He specializes in mass shootings, and the mind of a killer. “You will have some people who are true psychopaths. That's relatively rare,” he said. “The majority of these folks, and they’re men, they have a grievance of some sort.  It may be real, it may be imagined.  But whatever it is, it is real to them.”An FBI report released in 2014 looked at 160 active shootings and found gunmen almost always acted alone, were usually male, had a wide range of ages, and killed themselves about 40 percent of the time.But what makes a person want to carry out such a horrific crime in the first place? Cooter says something makes them lose empathy and disconnect from their conscience. Often, he says they become overwhelmingly angry.  “They tend to isolate from people and they just ruminate over this grievance and over a period of time they will come to a point they can’t stand it anymore," he said.The Sandy Hook shooter was apparently mad at his mother. The Pulse nightclub shooter who pledged allegiance to ISIS was said to be “angry at the world,” Cooter said.Cooter believes they may let the anger simmer, building until it makes them direct their rage at society.Other shooters are what he would consider highly psychotic and unable to feel remorse.  He points to the shooter who opened fire in a movie theater in Aurora, Colorado. Doctors testified he had a psychotic mental illness. The gunman who targeted Arizona congresswoman Gabby Giffords and others was diagnosed with schizophrenia.Cooter says there’s another factor. For the deeply disturbed, a mass shooting can offer instant fame and a way to make their lives seem to have meaning.  “They become famous for a while. They’re usually not around to know it, but that’s the plan,” Cooter said. "There seem to be copycat sorts of things.”Even so, Cooter says there are plenty of people who have deep anger or other hallmarks of a mass shooter, but it’s extremely rare to actually decide to kill scores of innocent people. 2434

SAN MARCOS, Calif. (KGTV) -- A San Marcos man had to rush his small dog to the hospital after the animal was bitten by a rattlesnake that somehow managed to get into the home.Ross Margolin says he came home to feed his five dogs when he heard the dogs in the other room barking at something.When he walked into the kitchen, he says he heard the unmistakable rattle. Margolin quickly called a company that specialized in getting snakes out of the house.The man who came to collect the rattlesnake was able to quickly get the two and a half foot long reptile out of the home. Margolin says he later noticed one of his dogs was bitten by the snake.Fortunately, Margolin says his dog quickly recovered after being rushed to the animal hospital for treatment. Margolin says the snake was able to get into the home through an open sliding door.  857

  

SAN YSIDRO, Calif. (KGTV) -- The new Mexican president is hoping a new deal with three Central American leaders will stop or slow the flow of migrants seeking asylum in the United States. Andres Manuel Lopez-Obrador signed the new deal within hours of taking office. The deal with Guatemala, El Salvador, and Honduras, promises to create a fund that would fight poverty, create jobs and make sure migrants feel safe in their home countries. It will also create a re-integration program for those traveling with the caravan who wish to go back.University of San Diego professor, Ev Meade, says this deal looks good on paper but no one will know for sure until more specifics are released. Professor Meade has been traveling to Tijuana to meet and speak with the migrants. He says most leave because of instability. "What I hear from a lot of people is indirect effects of violence, so it's someone that might say I can't afford to feed my family but when you start asking them questions about what they do, the business that they worked for, why they were laid off, the violence is always there. It might be one degree, two degrees, three degrees of separation but the violence is always there," says Meade. It is still unclear how much funding will go towards those Central American countries but Meade says it will be years before we see the effects of the deal. "This kind of progress, when you talk about big structural issues, doesn't happen in a month, or three months or a year, I mean, it takes time," says Meade. 1528
