DETROIT - "She was loved," said Jessica Williams-Stough about her 36-year-old daughter, Kelly Stough, who was murdered Friday morning near East McNichols and Brush in Detroit. She just wasn't nobody."Albert Weathers, a local pastor, has been charged with open murder and felony firearm (use of a firearm in commission of a felony). Weathers appeared in court Monday for arraignment where his bond was set at million.Kelly Stough was a 36-year-old transgender woman who was beloved in the LGBTQ community and aspired to be a designer and buyer in the world of fashion. Investigators won't reveal a motive or other details surrounding the murder, but a source said that after the shooting, Weathers fled the scene, clocked in at work at the Great Lakes Water Authority, and then called police an hour after the shooting to say that someone tried to rob him and that he shot someone. Weathers lives in Sterling Heights and a woman who answered the door at his home declined to comment. Someone who knows Weathers, but wished to remain anonymous, said that he's married with children and that he rents space in a local church for his small congregation.The case has been assigned to Special Prosecutor Jaimie Powell Horowitz of the Fair Michigan Justice Project (FMJP).The FMJP is a collaboration between the Wayne County Prosecutor's Office and Fair Michigan Foundation that focuses on serious crimes against those in the LGBTQ community. 1626

DEL MAR (CNS) - The California Coastal Commission unanimously approved several modifications to the Del Mar Bluffs stabilization project Friday, which will allow the San Diego Association of Governments to continue with work in stage four of the project.Modifications include an increase of three feet to the height of an existing retaining wall at the base of the bluffs near 12th Street, installation of four additional support columns along the upper bluffs near 12th Street and the repair of a small upper bluff failure near Seventh Street.The newly approved work will further stabilize the Del Mar bluffs, which is a critical segment of the 351-mile Los Angeles-San Luis Obispo-San Diego rail corridor. SANDAG and North County Transit District are working together on the project. Phase 4 stabilization efforts cost approximately .8 million and are funded through a combination of federal, state and local sources."The California Coastal Commission's decision today will help ensure continued reliability for our county's major rail corridor, which is crucial for goods movement, commuters and supporting our nation's military," said SANDAG Chair and Poway Mayor Steve Vaus. "It is critical that we continue to reinforce this section of track in Del Mar, while exploring alternatives to move the tracks completely off the bluffs."Phase four work is currently underway to install support columns to stabilize localized areas and seawalls, construct a drainage channel on top of the bluffs and repair concrete channels and storm drain outfalls. Construction on this phase began in spring and is expected to be complete later this year.After a series of bluff erosion episodes in 2019, California State Transportation Agency Secretary David Kim established a coalition of stakeholders to address the short-term stabilization efforts, a long-term vision to move the tracks entirely off the bluffs and ways to improve the capacity, speed and safety of the San Diego coastal rail corridor. The working group is composed of local, state and federal leaders."The city of Del Mar recognizes the stabilization efforts are necessary and looks forward to working with SANDAG and all project partners on a future relocation of rail off of the bluffs," said Del Mar Mayor Ellie Haviland. "Secretary Kim's working group has brought the best and the brightest together to focus on the long- and short-term needs of the bluffs, and we're making significant strides."This summer, SANDAG will seek nearly million from the state's Trade Corridor Enhancement Program to complete construction of the fifth phase of bluff stabilization, which will include the installation of additional support columns along the bluffs, improved drainage infrastructure and new retaining walls.SANDAG was awarded million from the California State Transportation Agency and .6 million from the United States Department of Transportation earlier this year for future stabilization efforts. 2973

DEL MAR (CNS) - Star jockey Flavien Prat tested positive for COVID-19 Sunday following a trip to Kentucky for a riding assignment, and will quarantine at his home for at least 10 days, Del Mar Thoroughbred Club officials confirmed.Prat was tested at Scripps Clinic in La Jolla around noon and received a report of a positive test approximately 90 minutes later. He had been named to ride eight horses at Del Mar Sunday but was removed from all those mounts.Del Mar requires all riders traveling from other jurisdictions to be tested prior to being able to ride at the track.Del Mar will test all jockeys and jockeys' room personnel before its next day of racing, Friday.Jockey Victor Espinoza had tested positive for COVID-19 Friday. He is also isolating at home. He was scheduled to ride on Del Mar's opening day Friday but was removed from his mounts.Prat is the fourth thoroughbred jockey to have ridden at Los Alamitos Race Course on July 4 to have tested positive for the coronavirus, following Luis Saez, Martin Garcia and Espinoza.Eduard Kennis Rojas Fernandez, a quarter-horse jockey who rides at Los Alamitos, has also tested positive. He rode three horses July 3 and two July 5 at Los Alamitos' nighttime quarter-horse meeting, according to the Los Angeles Times. There was no nighttime racing July 4."It is encouraging that in both cases our protocols worked," Del Mar CEO Joe Harper said. "We will continue to be vigilant to ensure the safety of the people who work here and live in our community."Prat rode the 65-1 shot Country House to the victory in the 2019 Kentucky Derby, a race best remembered for the disqualification of Maximum Security for veering into the path of another horse. DEL MAR (CNS) - Two horses had to be taken by van from the track at Del Mar Racetrack Friday but both are expected to recover.The 5-year-old mare Magnolia's Hope was vanned off after being eased in the stretch of the fourth race, a 6 1/2-furlong claiming race on the dirt track for fillies and mares 3 years old and up which have never won two races."Though it is never good to be given a van ride, this does not appear to be a case of a life-threatening injury," Mac McBride, the Del Mar Thoroughbred Club's director of media, told City News Service. "We should know more about her condition tomorrow."Magnolia's Hope was fourth at the start of the race, took the lead a quarter-mile into the race and dropped to fourth in the field of seven through a half-mile.Magnolia's Hope has one victory in nine career starts, along with two second-place finishes and one third-place finish. She has earned ,260 in her career.The 4-year-old filly Velvet Queen also was vanned off after finishing third in the eighth race, a mile race on the dirt track for fillies and mares 3 years old and up which have never won ,000 once other than maiden. Velvet Queen injured a tendon, which McBride described as "not a major injury, one that equine (and human) athletes suffer in competition.""She'll need some time off to recover, but should be fine," McBride said.Velvet Queen has three victories, four second-place finishes and three third-place finishes in 16 career starts. Damaging winds are agitating wildfires in Southern California on Thursday, forcing firefighters to stifle the flames.The largest of the fires was the Bond Fire, which claimed 7,200 acres of Orange County vegetation by early Thursday afternoon. The inferno was 0% contained as of Thursday afternoon, and doubled in size in just a matter of a few hours.Much of Southern California was placed under a red flag warning, high wind warning, and fire weather watch. Gusts are expected to reach 65 mph throughout the region, with some areas topping 80 mph gusts.The National Weather Service warned any fire that develops on Thursday could spread rapidly. There is also concern of down trees and power lines, which could add to the wildfire threat.Orange County Fire Authority issued mandatory evacuation orders for seven areas, and an additional seven areas were placed under voluntary evacuation orders due to the Bond Fire.Fire officials in Orange County said they were called to a structure fire in Silverado Canyon late last night that had spread into the brush."We had erratic, strong Santa Ana winds that quickly pushed the flames from the house into the vegetation," said Orange County Fire Authority Chief Brian Fennessy. "The fire grew rapidly." Fennessy said the Bond Fire has drawn a "robust response" from multiple agencies. Five-hundred firefighters are working to stop the Bond Fire, Fennessy said. As of mid-afternoon, Fennessy said a number of homes were damaged, but did not have an exact number. Orange County Fire Authority confirmed that two firefighters were injured battling the fire. 1607
