ASHEVILLE, N.C. – A North Carolina city council unanimously approved a reparations resolution for its Black residents Tuesday.The Asheville City Council voted 7-0 to approve the resolution that formally apologizes for the city’s participation and enforcement of slavery. It also offers an apology for carrying out an urban renewal program that destroyed multiple, successful Black communities.While the resolution provides reparations to the city’s Black residents, it does not mandate direct payments. Instead, the legislation calls for investments in areas where Black citizens face disparities.The resolution, obtained by the Asheville Citizen Times and WHNS, calls for “forming policy and programs that will establish the creation of generational wealth and address reparations due in the black community…” It also encourages state and federal leaders to do the same.The resolution says the resulting budgetary and programmatic priorities may include, “increasing minority home ownership and access to other affordable housing, increasing minority business ownership and career opportunities, strategies to grow equity and generational wealth, closing the gaps in health care, education, employment and pay, neighborhood safety and fairness within criminal justice.”Councilman Keith Young, who spearheaded the initiative, told ABC News that the council was looking to “embed systemic resolutions.” As for a timeline, he said the council "will have some steps to report on within six months and every six months after that.” He added that the work does not end, and it will be adaptive.The Black community makes up about 12% of the city of Asheville, while 83% of residents are white, according to census data. 1721

David Perdue and Kelly Loeffler and Democratic challengers Jon Ossoff and Raphael Warnock.A majority of votes before the Nov. 3 general election were cast in person during early voting.The period could be even more important during the runoffs because of the shortened period for voters to request and return ballots by mail.More than 125,000 people cast ballots in October on the first day of early voting. Astronauts on board a Soyuz rocket heading to the International Space Station survived an emergency landing following a booster failure, a Russian space official said Thursday."The crew landed," Dmitry Rogozin, director of the Russian space agency Roscosmos, said on Twitter. "All are alive."The rocket was transporting NASA astronaut Nick Hague and cosmonaut Alexey Ovchinin of Roscosmos for a six-month stay on the ISS.NASA said its support teams had reached the location where the crew touched down."The search and rescue teams have reached the Soyuz spacecraft landing site and report that the two crew members are in good condition and are out of the capsule," NASA tweeted.The pair will be taken to the Gagarin Cosmonaut Training Center in Star City, outside the Russian capital, Moscow, NASA said.  818

Millions more have dealt with temporary closures and major losses in revenue.Now, many remaining small businesses are reliant on a strong holiday shopping season, and there’s finally some good news for these business owners and their employees.For example, at the Boston area small business called Boing Toy Shop, owner Kim Mitchell has been working overtime for the pasting nine months. She has had drastically change her business model.“In certain ways, I feel like although I am in the same physical footprint, I am almost running a completely different business,” said Mitchell.Since the start of the pandemic, Mitchell has had to shift more than half of her business online and added curbside pickup to keep her toy shop out of the red.“In certain ways, I almost feel like we are part store-front, part warehouse,” she added.However, in many ways, she still feels lucky to have some form of her business when so many other small businesses have had to close.“One of the first ones, unfortunately, was the store right across the street from me,” said Mitchell.The boutique clothing store across the street from Boing is just one of an estimated 27 percent of small businesses that have closed across the country, according to a Harvard University Project. And without a strong holiday season, even more permanent closures are feared.So, how has the holiday shopping season been so far for small businesses?“I had by far my most successful small business Saturday, which I did turn into small business weekend. I sort of stretched it,” said Mitchell. “There definitely is a sense, and I have a sense from my customers, that they are making a conscious decision to support their local businesses.”From Boing to stores around the country, consumers opened their wallets more than ever on Small Business Saturday. Average rates on long-term mortgages continue to fall to new record lows, as the key 30-year loan dropped below 3% for the first time in 50 years. The stagnant economic recovery in the face of the coronavirus pandemic is keeping inflation tamped down despite pent-up homebuying demand. Mortgage buyer Freddie Mac says the average rate on the 30-year home loan fell this week to 2.98% from 3.03% last week. These are the lowest levels since Freddie Mac began tracking averages in 1971. The rate averaged 3.81% a year ago.In their update, Freddie Mac says the low rates has led to increased homebuyer demand. Meanwhile, according to the Mortgage Bankers Association, refinancing applications increased recently, about 12 percent in the last week. However, Freddie Mac warns that with an increase in coronavirus cases, the economy can stagnate and cause temporary job layoffs to possibly become permanent.
