BURIEN, Wash. – Scott Mandella is a detective in Washington state. He is part of the harm reduction unit with the Burien Police Department, which operates a little differently than what most think of when they think of cops.Tara Moss is the project director for LEAD King County.“LEAD is a program that addresses public health and public safety needs with direct service, harm reduction framework and long-term engagement with individuals,” said Moss.LEAD started in Seattle in 2011 and operates in 30 cites across the U.S. It’s a program which has social workers work with law enforcement to help keep people out of jail and minimize their interactions with police.“They think they’re a good fit for LEAD, they can make a decision to divert that individual into case management services, if they agree to do so. So, instead of arresting someone and putting them in jail, they do a warm hand off, handing off to a case manager who does outreach and engagement with that individual,” said Moss.Does that sound familiar? Groups across the country have proposed defunding or abolishing the police. This model is what a lot of them are talking about.“You throw a cop at someone drinking in the park, and if someone still had that alcohol addiction, we’re going to keep going back to the park over and over and over again,” said Ted Boe, the police chief in Burien.He says his department was first in line to sign up for the LEAD program when the opportunity presented itself. He says it was time for the city to try something else.Bridget Scott is a case worker with LEAD.“Addiction or some of these other issues is not a straight line, and you can’t just tell somebody you’re going to be sober from tomorrow on, but realizing there’s going to be some zig zagging along the way,” said Scott.We spent an hour with Bridget looking for some of her clients, but didn’t find any.So, we met up again with Detective Scott Mandella. He’s worried about making sure one Burien resident gets to the hospital safely.“Gary. Gary, your brother’s here, and you’re going to be all right,” said Mandella.One of the people who called in the incident was the mayor of Burien, Jimmy Matta, who just happened to be running errands nearby. His family deals with a lot of the same issues other residents deal with.“My uncle is an alcoholic, and exactly what I’ve just seen here is what I end up doing with him, so these are real issues and even though I’m an elected official, you know I’m just like everybody else, what I can do for my uncle. My father passed away in Burien, Washington, of a drug overdose, heroin overdose,” said Matta.Everyone from the mayor to the cops, to the social workers, to the residents of Burien is tired of trying the same old thing: arresting people with substance abuse and mental health problems and hoping the problem goes away. They’re hoping this new way gives them a chance. 2892

(KGTV) — This month, Legoland California will celebrate its 20th birthday with new entertainment, desserts, and a special deal for youngsters.On March 20, Legoland will celebrate its birthday by giving one special park-goer, who is also celebrating his or her birthday, the chance to open the park for the day. The first 1,000 kids in the park will also get free child-size minifigure hands and get to attend a birthday-themed park opening ceremony.At the center of the party will stand a Lego birthday cake consisting of more than 51,000 Lego bricks, showcasing the attractions added to the park since it opened in 1999.The festivities continue all year long, with special birthday desserts, pop badges, and more for park guests. CAMP PENDLETON, Calif. (KGTV) - Camp Pendleton Marines and Sailors started training Friday to help firefighters at the Creek Fire near Fresno."They're the right people for the job because they're Marines and Sailors," Commanding Officer of the 7th Engineer Support Battalion, Lt. Col. Melina Mesta said. She described the traits Marines and Sailors hold as well as their training that covers responding to practically every kind of disaster.Two hundred and fifty Marines and Sailors volunteered to train to help firefighters. They deploy Saturday to learn more in the Sierra National Forest. Lt. Col. Mesta said by next week they will be on the fire line.On base, clumps of a couple dozen Marines in neon yellow shirts and forest green pants learned how to shelter in place if a fire overcomes them. They have a bag about the size of a loaf of bread containing what looks like a plastic tarp. They shake the tarp and cocoon themselves on the ground, crucial training that could save their life if they're overcome by the blaze.Military Liason with the U.S. Forest Service Frank Guzman explained why these crews are so vital, "our crews, who start in the southwest maybe, they're just tired and they've been doing this since April and we don't have anyone else to go to."Guzman said they are already utilizing the National Guard and resources from Canada and Mexico. Marines and Sailors are their last resource."Marines haven't been deployed since 1994 but in four out of the last six years we've had the active military deployed, so it's getting more and more common," Guzman said.More common, but never something San Diegan LCpl. Marissa Urias thought she would do. "My original plan was to go to college after high school and study Kinesiology and Minor in Nutrition, and then my dad told me my great-grandpa was in the Marine Corps. My dad was also in for four, or five years so then I also had a sense of calling to also join, but I never really envisioned myself going to help out and assist with the fires," LCpl. Urias said. She admitted she was a little anxious, but she's ready to protect her neighbors."California is here, California is home, got to protect it while you can," she said.Lt. Col. Mesta said several of those being deployed have family in the area and they're honored to protect their families and neighbors.LCpl. Urias is part of the first wave that will come out of Camp Pendleton. They are training another group so they can be ready for the future, whether that is far away or right here in San Diego."If the season continues like this there's always that possibility," Guzman said the lack of rain created these dire circumstances.Currently, 106 large wildfires are burning across the Western U.S., according to the National Interagency Fire Center, and nearly 6.7 million acres burned this year. As of Friday, the Creek Fire had burned 248,256 acres since Sept. 4 and was 20% contained. 2924

  

CAMP PENDLETON, Calif. (KGTV) — A pair of brothers was arrested this week after police say they tried to carjack a man working on his vehicle on Interstate 5, assaulted him, and fled onto Camp Pendleton property.The brothers were traveling on southbound I-5 on Tuesday at about 10 a.m. when their Ford Mustang broke down just north of Las Pulgas Road. The pair walked to Vista Point and asked a truck driver for a ride to Long Beach, but the driver said no, California Highway Patrol said.The brothers then approached a 58-year-old man from San Diego who was working on his broken-down vehicle. The man was leaning over the engine of his vehicle with the hood up when one of the brothers placed the man in a headlock while the other brother assaulted the man in the face and body, CHP said.The truck driver who denied the brothers a lift saw the attack and came to the victim's aid. The brothers fled the area west, and climbed over a fence onto Camp Pendleton, said CHP.Camp Pendelton Police were nearby and quickly found and detained the two. CHP officers responded to the scene as well. The victim received moderate to major injuries during the assault and is expected to recover.Gonzalo Lopez, 24, and Eusebio Lopez, 19, both from Long Beach, were arrested and charged with assault and battery, and attempted carjacking. Gonzalo was also charged with driving under the influence while Eusebio was charged with being drunk in public. 1444
