SAN DIEGO (KGTV) — Three East San Diego County school districts are moving back to distance learning because of this weekend's harsh weather.The San Diego County Office of Education says schools in Julian Union Elementary School District and Warner Unified School District will move to distance learning on Monday. The county made move due to forecasted snow Sunday night and freezing temperatures on Monday.SDCOE added that Julian Union High School will have a snow day without distance learning with a scheduled makeup day at the end of the school year."The safety of students and school staff is of the utmost importance to San Diego County school districts," the county said in its announcement.The National Weather Service forecasts the Julian and Pine Valley areas will see one to two inches of snow overnight at 4,500 to 5,000 feet, and lows of 23 to 33 degrees. Monday, the high is expected to hover between 46 and 52 degrees before reaching the mid-50s on Tuesday.The mountain region should hit low- to mid-60s on Saturday, according to NWS. 1058

SAN DIEGO (KGTV) — Three prominent Democrats have filed papers with the City of San Diego declaring their intention to run for mayor in 2020. San Diego City Councilwoman Barbara Bry, Assemblyman Todd Gloria, and Congressman Scott Peters all submitted documents to the City Clerk, allowing them to fund raise for the 2020 primary on March 3. They would replace Mayor Kevin Faulconer, a Republican, who is termed out in 2020. Bry formally announced her candidacy on Wednesday. She said her experience as a high tech entrepreneur and nonprofit leader give her a unique approach to tackling key city issues like cost of housing, homelessness, clean energy, and educating students for the jobs of tomorrow. RELATED: San Diego politics coverage"We will be building a grassroots campaign with hundreds of volunteers and neighborhood coffees all over the city," Bry said. "That will be very important for me to get my message out and to meet people and to learn about their issues."Peters, recently re-elected to the House of Representatives, was in Washington D.C. and unavailable for an interview. A spokeswoman for the Congressman said he formed an exploratory committee but has made no decision yet as to whether to run. A spokesman for Gloria, who served as interim mayor after Bob Filner resigned in 2013, would only say "stay tuned."Political analyst John Dadian said he expects Republicans to file to run for the spot soon. The job is technically non-partisan."Even though they're all Democrats, don't look at it as a monolith," he said. "They all have supporters for different reasons. They all have championed different issues."So far, six people have filed to run for mayor in 2020. SAN DIEGO (KGTV) - The Rancho Bernardo area could be getting its first legal marijuana dispensary.Will Senn, the President and Founder of URBN Leaf, has plans to open a dispensary in a strip mall at 16375 Bernardo Center Drive, just east of the 15 Freeway.A Conditional Use Permit filed with the city says it will be a 6,647 square foot business, the first of its kind in City Council District 5."There's a big demand, for sure," says Senn. His company owns two other URBN Leaf stores in San Diego County. He says people from the Rancho Bernardo area drive to his other locations frequently. He also says they receive delivery requests to the neighborhood. "We're excited about the opportunity, we think the community does need it," says Senn.Community members disagree. They say it's the wrong place for a dispensary.City law allows just four dispensaries per City Council District. Right now there are none in District 5, which includes Rancho Bernardo, Scripps Ranch, Carmel Mountain, Rancho Penasquitos, Torrey Highlands and San Pasqual.There are already 23 other marijuana dispensaries operating throughout San Diego.Senn's permit application is the only one on file with the city for District 5.The city's rules governing the placement of dispensaries say they must be at least, "1,000 feet from resource and population-based city parks, churches, child care centers, playgrounds, libraries owned and operated by the City of San Diego, minor-oriented facilities, residential care facilities, and schools."Opponents say the new dispensary would be within 1,000 feet of the Hope United Lutheran Church on Bernardo Center Drive. They also say two other storefronts within the strip mall qualify as "minor-oriented facilities," the Kumon Math and Reading Center, and the Little Artists studio.Senn says that's not the case."We're 1,000 feet away from the church," he says. "And there is some language in other projects that have been approved by the planning commission that is consistent with our project."Opponents will have their chance to voice their concerns Tuesday night at the Rancho Bernardo Development Review Committee Meeting. It will be held at 6 pm at the Rancho Bernardo Library on 17110 Bernardo Center Drive.Senn says he plans to listen to all of the comments and take the community's concerns to heart. But, he adds that his company's track record of running other dispensaries makes them good partners who know how to operate legally."We like to tread lightly and be delicate when we enter a new market," says Senn. "But we do have experience. We've been doing this for a long time. And there's no better company prepared to enter a market like Rancho Bernardo than Urbn Leaf." 2706

  

SAN DIEGO (KGTV) - The San Diego City Council unanimously approved David Nisleit as the next chief of the San Diego Police Department.A search committee interviewed candidates and took public comment on the hiring before announcing Nisleit as the top candidate February 1."SDPD is poised to enter a new era of excellence," said San Diego Mayor Kevin Faulconer at the news conference. Faulconer will conduct Nisleit's swearing-in ceremony Tuesday morning.“Dave Nisleit is a San Diegan who cares deeply about making our city better and keeping our neighborhoods safe,” the Mayor said in a statement Monday. “He is someone who holds himself and his officers to the highest ethical and professional standards. He will be a chief who acts – and leads – for all San Diegans.”RELATED: Community members address new police chiefNisleit, 52, has served in the agency's gang, robbery, narcotics, homicide, sex crimes, SWAT, internal affairs and special operations units.His top priorities will be to oversee a national recruitment campaign to hire more officers and fully staff the department by 2020. The latest Center for World University Rankings, published Monday, examined 20,000 universities around the world and focused on quality of education, alumni employment, quality of faculty and research performance. For the 2019-20 CWUR rankings, UC San Diego was listed in 7th among public U.S. universities. Among all U.S. universities, the La Jolla school ranked 21st. UC San Diego’s influence and reputation is known throughout the world, with CWUR’s 2019-20 ranking the school 27th -- or among the top 0.2 percent -- in the entire world. “UC San Diego’s collaborative, interdisciplinary research culture advances the frontiers of knowledge, shapes new fields of study, and disseminates discoveries that transform lives," said Chancellor Pradeep K. Khosla.
