SAN DIEGO (KGTV) - The California Department of Alcohol Beverage Control (ABC) made changes making it easier for businesses to sell alcohol.This week, the agency made major changes allowing restaurants to sell beer, wine and pre-mixed drinks or cocktails for pick-up or delivery as long as it is sold with food and has a secured top.While the changes will help many business owners, some San Diego bar owners say the ABC needs to take a look at other parts of the law as well."I know my seven employees are hurting, and I am too," said Tony Raso of Bar Sin Nombre.Raso said when the statewide order came down to close, he did. He has bar food he can sell, but where his problem comes in is with the beer that's already on tap."My struggle has been with all of the draft beer," he said. "We're primarily a draft house, and most of my money is in draft inventory."According to the ABC's website, restaurants "selling beer, wine, and pre-mixed drinks or cocktails for consumption off the licensed premises may do so when sold in conjunction with meals prepared for pick-up or delivery. Any such alcoholic beverages must be packaged in a container with a secure lid or cap and in a manner designed to prevent consumption without removal of the lid or cap."Raso said while he appreciates the relaxed restrictions, he's still sitting on at least ,000 in kegs he can't sell."Allow us to repackage the beer from the taps," Raso said. SAN DIEGO (KGTV) — The deadline to register to vote in the upcoming election is this Monday, Oct. 19, but unlike most states, California offers a backup option for people who miss the deadline.It’s called conditional voter registration or same-day voter registration, a process that allows California voters to register in person through the last day to vote on Nov. 3. Voters who register conditionally must cast a provisional ballot, which takes longer to verify and appear in the final tally.In the November 2018 midterm election, 2,353 voters used the conditional registration process, according to the San Diego County Registrar of Voters Office.Starting Oct. 20, voters in San Diego County can register conditionally by visiting the Registrar’s Office in Kearny Mesa at 5600 Overland Avenue.“They would register, and then go over and receive their ballot and vote that same day,” said Registrar Michael Vu.Beginning Oct. 31, polling places will open, and voters can register conditionally and cast a ballot there. However, you will want to go to the polling place assigned to your address, which you can find at sdvote.com.Voters who go to the wrong polling place will be allowed to vote for certain offices, like president, but they could have selections for local offices like city council invalidated if the polling place is located in a different district.California started allowing conditional or same-day registration in 2017. It is one of 21 states to allow the practice.Individuals seeking to register conditionally must provide their driver’s license number or the last four digits of their Social Security number to prove they’re eligible, along with their address and other information.Voters do not need to show ID or proof of residency, except in rare circumstances.Once conditionally registered, the voter will be given a provisional ballot. A provisional ballot is just a ballot that’s placed in an extra envelope with a little more information from the voter so election workers do an added layer of verification before the ballot is counted. That takes time.“Generally they are counted last,” Vu said.There are other instances when voters might have to cast a provisional ballot: like if you’re registered but go to the wrong polling place, or if you want to vote in person and forget to bring your mail-in ballot to surrender. In some cases, poll workers can electronically view the status of your mail-in ballot without the need to surrender it, but in other cases the voter may have to vote provisionally.With conditional voters, election officials will first verify that the person is eligible to vote, then they’ll make sure that person hasn’t voted already before adding their ballot to the tally.Voters who successfully complete a conditional registration will automatically be considered registered for future elections. 2860

SAN DIEGO (KGTV) – The Coast Guard Tuesday rescued a 62-year-old man from a fishing boat 72 miles off the coast of San Diego.The crew of the 95-foot boat, called the ‘Oceanside 95,” called the Coast Guard around 11:30 a.m. requesting assistance for a passenger experiencing symptoms of a stroke.Crews arrived on scene around 2:45 p.m. and were able to hoist the man into the Jayhawk helicopter when he was taken to the hospital.The man is said to be in stable condition. SAN DIEGO (KGTV) - The Grinch is back yet again to steal Christmas from San Diego.The Old Globe Theatre's production of "Dr. Suess's How the Grinch Stole Christmas!" returns to San Diego for its run from Nov. 4 to Dec. 24. Back for its 20th year, the holiday classic brings Whoville to the Donald and Darlene Shiley Stage in Balboa Park. The Grinch, played by Edward Watts, will embark on a quest to stop Christmas from gracing the town of Whoville, featuring the songs "This Time of Year," "Santa for a Day," and "Fah Who Doraze."RELATED: Holiday family fun around San Diego this seasonBut the action isn't just on the stage.On Sunday, Nov. 12, the show will kick off with the 12th annual tree lighting outside the Globe with a special performance by the cast for free. SAN DIEGO (KGTV) - The FBI said a bank robber who held up a US Bank in Rolando last week struck again Friday in La Mesa. Surveillance photos show a man entering the Wells Fargo Bank inside the Vons grocery store at 8011 University Ave. in La Mesa just before noon. The man pretended to talk on his phone before demanding money from the teller, agents said. He also threatened “to shoot” if he didn’t receive money, according to the FBI. After approaching the first counter, the man approached several tellers in an effort to get more cash, said investigators. The man spoke to tellers Aug. 15 during the US Bank robbery inside the Vons at 6155 El Cajon Blvd. “Grab a bag. Start with your 100s. Put all the money in the bag and give it to me or I'm gonna [sic] shoot,” the man said, according to agents. A helicopter searched the area near the Wells Fargo Friday afternoon but could not find the man. La Mesa Police said the man is 5’8”, in his mid-20s to early 30s, and has a tattoo of a cross on his forearm. Anyone with information about the robberies was asked to call the FBI. 1088
