A tornado has killed one person in central Louisiana, authorities said Monday.Vernon Parish Sheriff's Office Chief Calvin Turner said authorities received a report of one fatality in a rural area of the parish, which is located northwest of Lafayette. Turner said the death was due to damage in a home. He didn't have any additional details.The National Weather Service earlier issued a tornado emergency, the highest criteria for a tornado warning, for Rapides Parish, east of Vernon Parish. Amid signs that the global economy is slowing, American hiring nonetheless remains strong.In September, American employers added 136,000 jobs. The unemployment rate fell to 3.5%, which is the lowest rate since December 1969.Although the pace of hiring has slowed considerably since last year, this most recent report from the Labor Department showed some encouraging signs: Both July and August's jobs reports were revised higher by tens of thousands of jobs. Hispanic unemployment fell to 3.9%, setting a record low, while black unemployment remained at a record-low 5.5% Minority unemployment has been tracked by the Labor Department since the early 1970's.The nation's underemployment rate, which looks at people who are unemployed as well as those who are working part time but would prefer full time work, fell to 6.9%. That's the lowest reading for that measure since December 2000.The number of discouraged workers also fell was down to by more than 100,000 in September. That group includes people who are not in the labor force because they had stopped looking for work.The unemployment rate for adults with less than a high school education fell to 4.8%, the first time that measure has ever been below 5% on data dating back to 1992.The economy benefited from 1,000 new positions from the US Census.However, the massive GM strike, in which about 50,000 people joined picket lines, was not counted in this month's report.Also, wage growth stagnated. A US Army soldier discussed bomb-making techniques and bombing a major American news network's headquarters, as well as named presidential candidate Beto O'Rourke as a possible target before being arrested this weekend, according to court documents released on Monday.Jarrett William Smith, 24, was charged with distribution of information related to weapons of mass destruction after offering to teach others bomb-making and discussing bombing the news network's headquarters, according to documents in Kansas federal court. He was stationed at Fort Riley in Kansas before his arrest on Saturday. The arrest of Smith comes amid a wave of arrests and charges the Justice Department has made disrupting possible domestic terror plots.Smith allegedly discussed with a confidential source to the FBI that "the headquarters of a major American news network would be a suggested target, utilizing a vehicle bomb," an FBI agent wrote in court papers. The news network is not named in the court documents.Smith made an initial appearance in Kansas federal court Monday afternoon. He is scheduled to appear again in federal court for a detention hearing on Thursday in Topeka. Smith's attorney did not immediately return a request for comment.According to court documents, Smith also mentioned O'Rourke, a former Texas congressman, in a chat with an undercover FBI agent on September 20. The undercover agent had told Smith he was looking to target a politician, and Smith responded with instructions on making a bomb or grenade."You got anyone down in Texas that would be a good fit for fire, destruction and death?" the undercover agent said to him. "Outside of Beto? I don't know enough people that would be relevant enough to cause a change if they died," Smith replied. The FBI had begun tracking Smith in March, who had been stationed in Texas since 2017. A semi-trailer carrying panels to be used in border wall construction rolled over Wednesday and shut down traffic on SR-86 in Arizona.According to the Tohono O'odham Nation, the crash happened just west of Sells. Eastbound and westbound lanes were closed in both directions between San Simon VIllage and Covered Wells Village, but reopened after the crash was cleared.Tohono O'odham officials say they're not sure what caused the crash.Border Patrol officials in Tucson confirmed the crash involved a semi trailer that was hauling pieces of the border wall being constructed in southern Arizona. America's middle class families aren't the only ones having a tough time these days.Middle-income households are disappearing in developed countries around the world, according to a new report by the Organisation for Economic Co-operation and Development.The study, titled "Under Pressure: The Squeezed Middle Class," laid out a litany of problems affecting middle-income households. And it warned that this could have serious consequences for nations' economic growth and social fabric."Today the middle class looks increasingly like a boat in rocky waters," said OECD Secretary-General Angel Gurría. "Governments must listen to people's concerns and protect and promote middle-class living standards."The middle class has been under stress for years, helping fuel the rise of progressive Democrats in the United States, who are seeking to increase taxes on the rich to provide a stronger safety net — including universal health care. But while many presidential candidates point to Europe as a model, the OECD report shows that problems exist there too.The share of people in middle-income households in developed countries fell from 64% in the mid-1980s to only 61% by the mid-2010s. However the declines were larger in several countries, including the United States, Israel, Germany, Canada, Finland and Sweden.In the United States, just over 50% of the population is middle class, much smaller than most other developed countries.The report considers households earning between 75% and 200% of the median national income as middle class.Higher costs, less incomeRising income inequality is part of the reason for the trend. Over the past 30 years, median incomes in OECD countries increased a third less than the average income of the richest 10%, the report found.At the same time, costs are going up faster than inflation in the world's richest economies — making it harder for the middle class to keep up. Home prices, in particular, have been growing more than a third faster than median household income in recent decades. The middle class spent 32% of their budgets on housing in 2015, compared to 25% in 1985.More than one in five middle-income households spend more than they earn.The middle class has also been losing economic clout in OECD countries, which could ripple through societies. The total income of this group was about four times that of upper-income households in 1985. Thirty years later, the ratio fell to less than three."The investment of the middle class in education, health, and housing, their support for good quality public services, their intolerance of corruption, and their trust in others and in democratic institutions, are the very foundations of inclusive growth," the report said.Millennials struggle to make itYounger people are having a harder time achieving middle class status than those in previous generations. Being middle class once meant living in a comfortable house and affording a rewarding lifestyle, thanks to a stable job with career opportunities, the report said. It was also a basis from which families aspired to an even better future for their children.Close to 70% of the baby boomers were part of the middle class when they were in their 20s, compared to nearly 64% of Gen X but only 60% of millennials. Baby boomers also enjoyed more stable jobs during their working life than younger generations.Job insecurity is on the rise as labor markets transform amid increasing globalization and technological use. One in six current middle-income jobs face high risk of automation."These trends paint an uncertain picture for workers with middle incomes, in particular, those with low-medium skills in routine jobs," the report said.The OECD offers some suggestions for addressing the middle class squeeze, many of which match the talking points of progressive US candidates.
