Federal agencies say cybercriminals are unleashing a major ransomware assault against the U.S. healthcare system. Independent security experts say it has already hobbled at least four U.S. hospitals this month, and could potentially impact hundreds more. In a joint alert, the FBI and two federal agencies say they have credible information of an imminent cybercrime threat to U.S. hospitals and healthcare providers. They say malicious groups are targeting the sector with ransomware that could lead to data theft and disruption of healthcare services. ENCINITAS, Calif. (KGTV) — The victims of Friday's deadly bluff collapse in Encinitas were identified Saturday, as officials reopened the beach but cautioned that the area remained active. Speaking to the press, Encinitas Lifeguard Captain Larry Giles said the site around the collapse will remain taped off from the public as crews continue to assess the stability of the rock."From what we've learned this morning ... the area's still active. [Geotechnical consultant] is concerned about the areas to the side of the current failure failing," Giles said. "The failure is not affecting the structures up top. Geotech is assuring us that is not a factor."RELATED: Three dead, two injured in north San Diego County bluff collapseA 30-foot by 25-foot slab of rock came crashing down onto Grandview Beach at about 3 p.m. Friday, killing one person and injuring four others. Two of those injured in the collapse later died of their injuries.Two of the three victims were identified as 35-year-old Anne Clave and 65-year-old Julie Davis.Officials moved a nearby lifeguard tower next to the site of the collapse as a safety precaution, Giles said. The beach, though, would reopen to the public Saturday, Giles said.Lifeguards will be posted nearby throughout the weekend as well.SATURDAY PRESS CONFERENCE:Moments after the collapse, beachgoers and lifeguards began sifting through the rubble to save those caught in the rocks' path."The lifeguard was there, adjacent to the incident, felt it, heard it. It just happened to take place outside of his peripheral, as he was watching the water it happened behind him," Giles told reporters. Though, lifeguards can only warn visitors and not forcibly remove them from being too close.The city recommends beachgoers stay 25 to 40 feet away from bluffs and exercise caution due to the cliffs' natural instability."This is a naturally eroding coastline so it does happen from time to time. This is an isolated incident ... at this location," Giles said. Employers may soon be able to require workers who make tips to share that money with other staff. It's part of a new regulation from the Department of Labor.The agency says the rule could help increase pay for back of house staff, like cooks and dishwashers who have historically been excluded from tip pools.The rule says pooling is only allowed if the tipped employee makes the full federal minimum wage.Federal law allows tipped workers to make .13 an hour, as long as they earn enough tips to match the minimum. State laws vary on that point, though.The rule also gets rid of a guideline that said tipped workers must spend at least 80% of their time doing tasks that earn them gratuity.The National Restaurant Association has praised the rule, calling it a win for the industry because it clarifies laws under the Fair Labor Standards Act.“Today’s Department of Labor (DOL) final rule revising tipping regulations under the Fair Labor Standards Act (FLSA) is a year-end victory for the restaurant industry and its workers after years of litigation," said the National Restaurant Association in a statement. "The changes in this rule bring much needed regulatory clarification for the small business owners and their employees about what the law allows and requires. At a time when the restaurant industry is faced with instability, this rule provides renewed sensible regulations on tip-pooling and tip-credit standards.”We spoke to an employment attorney named Louis Pechman who founded WaiterPay.com. He said there may be some clarification in the rule, but that's not the big issue.“Tips traditionally have been viewed by management as kryptonite. Don't touch the tips, servers' tips, stay away. That's my money. Now you have a whole situation where servers, it's my money. The tip was left for me. Why am I paying a cook in the kitchen?” said Pechman.The Economic Policy Institute has estimated the rule would let employers take 0 million from tipped workers each year. That's based on numbers before the industry suffered under the pandemic.As Pechman points out, some local laws are very protective of employee tips and will supersede federal regulations.“So, it's important if you're analyzing the issue, is there a state regulation, is there a city regulation which gives more protection to workers than the FLSA does?” asked Pechman.The rule is set to go into effect in 60 days. ESCONDIDO, Calif. (KGTV) - One of the two victims killed in a crash in Escondido Sunday night has been identified as 19-year-old Ana Lira.The crash occurred just before 11:30 p.m. on El Norte Parkway and Ash Street, according to Escondido police.A witness told 10News he believed a Dodge Charger ran a red light and collided with a Ford Mustang in the intersection.Police confirmed one of the cars ran a red light, but they could not confirm which car committed the violation.One person was ejected from the Mustang and landed in the front yard of a nearby home. That person was declared dead at the scene, and another person inside the Mustang was also killed in the crash.The Charger’s driver and another person from the Mustang were taken to the hospital with serious injuries.The crash forced police to close El Norte Parkway between Conway Drive and Fig Street. ESCONDIDO, Calif. (KGTV) — Six people were arrested Thursday one day after a fatal stabbing at an Escondido park.Police say they arrested six juveniles, ranging in age from 14 to 17 years old, for homicide in connection with the death of 37-year-old Mauricio Renteria, of Escondido.Police say a group of roughly 20 people were involved in a fight at Grove Park shortly before 8:30 Wednesday night. Officers responded to find Renteria with multiple stab wounds and head trauma on the ground. He was pronounced dead at Palomar Hospital.Police said all six people have been booked into juvenile hall for charges of homicide with a criminal street gang enhancement.Anyone with information on this incident is urged to contact Escondido police at 760-839-4722 or 760-743-8477. 779
