SAN DIEGO (KGTV) - The statistics for foster kids aging out of the system are grim. According to the National Foster Youth Institute, after reaching the age of 18, 20 percent of the children who were in foster care will become instantly homeless. And there's a less than a 3 percent chance for children who have aged out of foster care to earn a college degree at any point in their life.San Diego nonprofit Just in Time for Foster Youth (JIT) is doing its part to prevent young people here from becoming a statistic. "When you turn 18 a lot of times the foster parents say here is a few dollars and you're on your own, there's no one to help you out," said Ivan Chavez, who was in the foster system from age 7 to 17.Growing up, he didn't have many positive role models. "For me, I never went to high school, and I barely went to middle school."But his journey brought him to JIT, where he now works as a full-time employee. JIT's My First Home (MFH) program helps former foster youth furnish and move into their new living space, creating a foundation for stable housing.Once every month, youth participants involved in the program have the chance to shop at the MFH Distribution Center, providing participants housing essentials for free, such as furniture, electronics, linens, and appliances. "They come in through the front door they're like you have all this stuff, and it's for me? They feel special, you know?" said Chavez.Chavez went from once living on the streets to now pursuing a master's degree. "If I saw my 15-year-old self, I would say everything is going to be ok. You're going to grow up, and you're going to do good and hopefully change people's lives," said Chavez. SAN DIEGO (KGTV) - The U.S. Navy’s surgeon General is back home in San Diego talking about military healthcare reform.10News caught up with Vice Admiral Forrest Faison at after he spoke at the San Diego Military Advisory Council Breakfast in Point Loma.“We are changing how we do healthcare in the Navy to be one of the providers of choice,” he said. “Despite all the changes going on in military medicine right now, what will not change ever is our commitment to those we are privileged to serve.”Faison said there’s no greater responsibility than providing medical forces that are ready, prepared and present to save the lives of the nation’s armed forces.He said Naval Medical Center San Diego plays a big role when it comes to providing that training.Congress recently directed the Defense Health Agency (DHA) to take over the Military Health System (MHS). Meaning, all military medical centers across the national will soon be managed by DHA.Faison says this will be a smooth and transparent transition, and military families won’t be getting a big surprise.The Naval Hospital in Jacksonville transitioned from MHS to DHA last October, hospitals on the east coast are going through it now, and the west coast, including San Diego, is next.Faison said when it comes to military families having to switch healthcare providers so often, or wait a long time for appointments and referrals, the DHA is actively working to minimize changes and alleviate wait times.“The defense health agency is responsible for managing the Tricare network to ensure there are sufficient providers to be able to meet the needs and monitor access and wait times, so we rely very heavily on them to do that,” said Faison. “I know they’re working very closely with the Tricare contractors to be able to do that in all the different locations where we have service members and their families and we ask them to be stationed to do our nation’s business.”The transition in San Diego is expected to happen no later than October 2020. 2016

SAN DIEGO (KGTV) -- Three cars were damaged during a pursuit through Cortez Hill Monday afternoon. According to police, the chase began around 3:50 p.m. at the intersection of Ninth Avenue and Beech Street. The reason for the chase was unclear. The chase ended a short distance away on the 1300 block of Park Boulevard. During the chase, the suspect struck three other vehicles, two of which were parked. Two suspects were arrested and police say no serious injuries were reported following the crash. 510

  

SAN DIEGO (KGTV) -- Three Port of San Diego Harbor Police officers tested positive for coronavirus, the department announced Wednesday.After learning of the positive results, the Port of San Diego says it notified the department and port staff.The officers are isolated and undergoing treatment at their homes and will seek further care should it be necessary. Their condition is unclear at this time.The department also said it’s working with San Diego County health officials to conduct contract tracing and notify people who had close contact with the officers.“Prioritizing the health and well-being of the public, our partners, and Port employees and their families, the Port encourages and reminds the public, for their health as well as that of first responders, to wear face coverings, practice and maintain social distancing, wash hands frequently, and avoid crowded spaces and gatherings,” the Port of San Diego said in a news release. 953

  

SAN DIEGO (KGTV) — Thursday, San Diego Mayor Kevin Faulconer called on Governor Gavin Newsom to issue guidance that would allow San Diego's hotel industry to resume hosting business meetings and conferences."It's incredibly important for the jobs that this industry represents and the bottom line of dollars to our city," Faulconer said.San Diego tourism officials tell ABC 10News that the industry has lost an estimated billion due to the pandemic thus far. About 22% of out-of-town visitors to San Diego typically come for business meetings or conferences. The loss of this business has led to the loss of more than 50,000 local hospitality jobs.Thursday, Faulconer visited the Manchester Grand Hyatt to review the safety protocols they would put into place for business travelers. That includes plexiglass dividers, hand sanitizing stations, outdoor meeting spaces, and socially distanced seating."Seeing is believing," Faulconer said. "When you can see firsthand the remarkable precautions that our hotel industry has taken, the remarkable job that they have done with leisure travel, we can host business travel safely.”Faulconer points out that California is the only state in the country that bans hotels from hosting businesses.ABC 10News reached out to the California Department of Public Health.
