New video appears to show workers for Caltrans handing out campaign materials defending the state's recent gas tax increase while on the job. The video, shot Tuesday, was released by the Yes on 6 campaign, which is pushing to repeal the recent 12-cent-per-gallon hike on the November ballot. The video shows Yes on 6 campaign manager Matt Stockton in the drivers seat of a car. He is apparently stopped at a Caltrans contractor's site along the 78 near Ramona. The video shows a man in a hard hat approaching the window, handing Stockton what appears to be a No on 6 campaign flier defending the gas-tax increase.Stockton in the video asks the man if he is with Caltrans, and the man answers that yes, his crew is working with Caltrans. Other images released by the campaign appear to show the workers were with Pico Rivera-based Manhole Adjusting Inc., and that a Caltrans supervisor was on site. "The misuse, the abuse of taxpayer funds being used in a political campaign, it is shameful, it is outrageous, and it needs to stop right now," said Carl DeMaio, who is chair of the Yes on 6 campaign. Caltrans, a state agency, said in a statement that it is looking into the matter, and has contacted its contractors to say it does not condone political advocacy on project sites. The No on 6 campaign, fighting to keep the gas tax increase, says it was unaware of the incident and that it denounces any inappropriate use of public resources or venues for campaign purposes."The No on 6 campaign very carefully follows all rules prohibiting the use of public resources for campaigning and often reinforces those rules to anyone involved with the campaign," the campaign said in a statement. Calls to the on-site Caltrans supervisor and Manhole Adjusting Inc were not immediately returned."If this is happening on more than one occasion, it's egregious," said Seth Kaplowitz, a finance lecturer at San Diego State University. New cars sold in the United States must now be outfitted with rearview cameras to try and reduce the number of deaths and injuries that happen when vehicles back over people.The federal safety requirement took effect on May 1, about four years after it was first announced by the National Highway Traffic Safety Administration."NHTSA prioritizes safety on US roads, and yesterday we reached an important milestone," said NHTSA administrator Heidi King, in a statement on Wednesday. "This technology helps drivers see behind the vehicle, which we anticipate will help save lives and prevent injuries."The rule applies to all new vehicles weighing fewer than 10,000 pounds, whether they're manufactured in the US or imported. Most models of cars, SUVs and trucks weigh less than 10,000 pounds.Most new cars are already in compliance with the rule. According to the Insurance Institute for Highway Safety, 97 percent of 2018 models have rearview cameras, compared to 8 percent in 2006.This is a victory for organizations like Consumers Union and Advocates for Highway & Auto Safety, both of which had long advocated for the requirements."This regulation by the US Department of Transportation will save lives and save consumers money," said Advocates for Highway & Auto Safety, in a statement. "No longer will consumers need to pay for a rearview camera as an expensive option."According to the most recent numbers available from the NHTSA, these types of accidents cause 210 fatalities and 15,000 injuries per year in the United States. More than 30 percent of the people who die are children younger than 5, and more than a quarter are seniors 70 or older.Consumer Reports has conducted studies, using traffic cones in place of children, showing that the use of rearview mirrors without cameras can have blind spots that range from as little as six feet behind small sedans to 44 feet or more behind full size SUVs. Biden is currently up 9.43%."It's pretty clear many polls were off, so I'd say broadly speaking this is a challenge with estimating what the true electorate is going to be for pollsters," said Dr. Rebecca Bromley-Trujillo, Research Director at the Wason Center.Part of the challenge is the uniqueness of President Trump. "We have our likely voter models. We have our expectation about who is going to turn out to vote," Bromley-Trujillo said. "Certainly, President Trump has been a unique candidate who has brought out different types of people at higher numbers than is typical."So, what needs to be fixed? Dr. Eric Claville, the Director of the Center for African American Public Policy at Norfolk State University, says more nuance is needed. He feels pollsters should concentrate on issues to help forecast why people vote a certain way."I think the polls have to ask themselves: What is it that really drives individuals to vote one way or another?" NEW YORK (AP and KGTV) — Sears is closing 80 more stores, including six locations in San Diego, as it teeters on the brink of liquidation.The iconic retailer, once the nation's largest department store chain, set a deadline of Friday for bids for its remaining stores to avert closing down completely.Sears has not received any bids as of Friday afternoon.The retailer that began out as a mail order catalog in the 1880s has been in a slow death spiral, hobbled by the Great Recession and then overwhelmed by rivals both down the street and across the internet.The 80 stores are due to close by March. That's in addition to 182 stores already slated for closure, including 142 by the end of 2108 and 40 by February. The company filed for Chapter 11 bankruptcy protection in October , saying at the time it would close more than 20 percent of all stores, keeping open only its 500 most profitable locations.Sears Holdings Corp., which also runs Kmart, joins the list of retail brands taken over by hedge funds that collapsed under the weight of debt forced upon them.Under hedge fund manager Eddie Lampert, Sears has bought time by spinning off stores and putting on the block the brands that had grown synonymous with the company, such as Craftsman.
