California roads ranked on the list as the 48th worst in the nation while the state took the 36th spot for premium increases after adding a teen driver to a policy. California placed first on the list when it comes to state regulations like the presence of occupant-protection laws and the presence of distracted driving laws. SAN DIEGO (KGTV) -- A Hazardous Materials Team is investigating a Rancho Bernardo residence following reports of a possible fentanyl overdose death at the home Thursday morning.Crews responded at around 4 a.m. to calls of an overdose at a residence at 11300 Calenda Road located a few blocks from Westwood Elementary School.First responders discovered an unconscious 27-year-old male. The victim was declared deceased at the scene, according to San Diego County Sheriff's Office officials. Neighbors told 10News the man lived at the home with his parents.While at the scene, our 10News crew saw a woman being escorted out of the house and placed in an ambulance. It’s still unclear how she’s involved.The San Diego County Medical Examiner will identify the man and confirm his cause of death. 800

SAN DIEGO (KGTV) – A program at the East Mesa Reentry facility is helping inmates transition out of jail and back into the workforce.This program is offering inmates certificates in trades which include welding, construction, heating, ventilation, and air conditioning, and more. The participants study and earn these certificates for free. The reentry program is helping over 700 men head back into the workforce in a positive way.“It’s something that they can give back to the community later on in life, where at one point they took away, but now they feel like they actually achieved something,” said Detron Williams. Williams is a few months away from earning a trade certificate in construction.The reentry program not only focuses on education but also helps inmates understand their emotions and build confidence. “They’ve built the confidence now, and they have learned the different techniques so that when they are out in the community they can either start a new life or they can go back to the work that they previously had,” Matt Russo said.For Williams and the other inmates he has talked to, this program also provides a sense of accomplishment.“Now they are building structures that later on in the future they can drive by and say I built that, I helped that,” Williams said. 1301

SAN DIEGO (KGTV) - A homeless man was attacked with a skateboard while sleeping in North Park Saturday, San Diego Police said.The man was asleep in the south alley of El Cajon Blvd. at 28th St. when a man hit him repeatedly with a skateboard, said officers.The victim suffered serious head trauma and was taken to the hospital.Police said the attacker is white, about six feet tall, and between 19 and 26 years old. SAN DIEGO (KGTV) - A Kensington sake bar and restaurant is getting creative to survive the latest COVID-19 shutdown orders.Like for so many businesses, the pandemic has been served up economic pain at Tanuki Sake Bar, where revenues have been cut in half.The most recent COVID-19 shutdown orders were a gut punch for Kai Ishii’s father, who opened the restaurant more than two years ago."Definitely disappointment on his part, and worry for his employees and the business," said Ishii.With the restaurant being takeout only, Ishii's family can only afford hours for one of their four servers."The biggest thing is the uncertainty of what’s next," said Ishii.What Ishii did do next is inspired partly from fast food."Definitely got some inspiration from In-N-Out, when they ask you, 'Do you want to eat in the car or take it home?"" said Ishii.But he knows the concept of in-car dining would only go so far."We wanted to give them something to occupy their attention," said Ishii.So Ishii bought an 18-foot-tall movie screen and a projector, and set them up in their modest parking lot — just 6 spaces. Last weekend, the sake bar started offering a pop-up Japanese movies and anime to go with dinner."We found a way to put audio in the car, so it's a lot more immersive," said Ishii.Each car can use wireless speakers for sound. The dinner for two and movie costs .Their first screening Saturday was sold out, and so is another screening later this week. Ishii is hoping to show two or three films a week, and its not just about the extra revenue."We have a lot of wonderful loyal customers, and we’re hoping the big screen will add to that ... create foot traffic, create buzz with the cars driving by and bring more attention for the restaurant and takeout orders ...
