SAN DIEGO (KGTV) - For the first April 20 in California, marijuana use is legal in the state.California’s new recreational marijuana laws took effect Jan. 1, 2018, as the passage of Proposition 64 in November 2016 opened up the state to regulate cannabis. Its windows are completely covered by brown paper, and the door is shut.But on the other side of those coverings, it's very much business as usual."I have the right to at least fight for my business," said owner Meagan Crowell.Crowell said she could not stomach another closure. She said she only got a ,000 federal Paycheck Protection Program loan, and no other stimulus benefits to help get through."I have two kids," she said. "They are two and four years old and I'm not going to sit back and allow them not to eat."Crowell says she takes the virus very seriously - and that she dipped into her savings to make her salon COVID safe and keep the lights on. But those efforts are still not enough for the governor's new shutdown order, which says salons must close as ICU capacity continues to decrease.And other than two clients rescheduling, Crowell says she's completely booked."I want you to always love the person you see in the mirror, and I think mental health is a huge, huge issue," she said.Meanwhile, the county has served nearly 30 restaurants, bars, gyms and religious organizations with cease and desist orders since the shutdown took effect Monday. Crowell's salon is not one of them.Also on Friday, Bernardo Winery announced it would defy the order and reopen for socially distant on-site dining this weekend, saying in a statement it is basing the decision on its employees, who have suffered amid the shutdown.Under the order, restaurants are limited to takeout only, while bars, wineries and salons must close.Gyms and religious organizations can operator outdoors.Retail can stay open at 20 percent capacity. 1779

SAN DIEGO (KGTV) — Despite ongoing efforts by the county and health systems to roll out the new COVID-19 vaccine, experts say communities of color find it challenging to trust the system.Roberto Alcantar with the Chicano Federation says tackling a mindset may be harder than tackling the virus."Historically, we have seen that in the black and brown community, there has been a general distrust of government," Alcantar said.New data from the Pew Research Center shows that only 42% of Black Americans say they would get a COVID-19 vaccine once it is available. In comparison, 61% percent of white, 63% of Hispanic, and 83% of Asian populations say they would get the vaccine. Not because they are anti-vaxxers. Instead, many attribute that number to the Tuskegee Syphilis Study."Horrific stories that we've heard about medical trials in the Black community back in the 1950s and 1960s in which they were things being done without their awareness," Alcantar said.It was a 40-year experiment that affected more than 600 black men who were told by the American government they were getting treatment for syphilis and other illnesses. When in reality, even after treatment was found, the men continued to get unrelated injections."So there's a lot of justification for that mistrust," Alcantar said.Locally, Latinos make up the most positive COVID numbers. But Alcantar says the level of confidence in a new vaccine is still low. He says whether it is lack of access, information, or trust, Latinos have historically sought out less care, and the pandemic has only highlighted medical inequities. That is why he believes it is important for community organizations to work with the government, not to force on the vaccine or sway people's opinions, but to build trust."There's a lot of work to do in regards to trust in government," Alcantar said. SAN DIEGO (KGTV) -- Health providers in San Diego County will start receiving new training this week to better spot signs of domestic violence strangulation.Health professionals at all of the county's major health providers will take part in new training Wednesday, San Diego County District Attorney Summer Stephan said. Additionally, thousands of posters that read, "Only you decide what goes on your neck," will go up in clinics, urging victims to report strangulation.The ,000 campaign, called San Diego County Health CARES, was announced during Domestic Violence Awareness month. It is the latest effort to address strangulation crimes in San Diego County, which has seen prosecutions of strangulation-related felonies jump four-fold in the last six years."This initiative is another big step in fighting domestic violence," Stephan said. "We know that victims are often reluctant to report to police but will trust their healthcare provider, so this is an opportunity for early detection and intervention that could save lives."Over the last 22 years, strangulation accounted for 13 percent of domestic violence homicides in San Diego County, she said.In 2017, police agencies in San Diego County agreed to adopt a new protocol for responding to suspected strangulation cases in which officers now refer victims to forensic nurses for evaluation. The protocol is the first of its kind in California and among the first in the country, said Palomar Forensic Health Services director Michelle Shores.The change has had a significant impact on prosecutions, Stephan said. In 2015, there were 66 prosecutions for strangulation. In 2018, the number jumped to more than 250.In more than half of strangulation cases, there are no marks or physical signs of injury on the victim's neck, making detection more difficult, said San Diego County Deputy Chief Medical Officer Dr. Jennifer Tuteur. That makes it even more important that doctors know what kind of questions to ask patients and what other symptoms to identify.Symptoms of strangulation may include vision and hearing loss, lapses in memory, pain while swallowing, and vocal changes, Shores said. 2163

SAN DIEGO (KGTV) - Fans packed the SDCCU Stadium for the Navy Notre Dame game, the focus for San Diegans revolving not on the friendly rivalry but the fight over what will happen to the landmark."This game is a big game and could be the last game here," Darren Hopkins, 13, said sitting next to his dad in the first row.Saturday night was the ninety-second game between Navy and Notre Dame and the crowd was very supportive of both sides."My dad's in the Navy but we're also big Notre Dame fans, so we're kinda split between," Darren said.The stadium hosted it's first football game in 1967, and fans tell 10News they love watching football here."It's good to see good football back in San Diego, I already miss the Chargers games and all the activities but it's really good to see there's some sports fans still here and they can fill the stadium it's really nice," Dan Hopkins said."A lot of energy here a lot of history here really wish the chargers were still in town but they're not, voting on Soccer City in November," San Diego local Kyle Uminger said.Both measures on the ballot call for a new stadium, either for San Diego State, or a soccer expansion team.Fans wish there was another option."I think that there's still so much spirit left in San Diego for a sports team, especially football, the entire stadium is filled up and it's just super loud and everyone is excited," Darren said.The vote will happen November 6th, 2018. 1480
