CHULA VISTA (CNS) - A former employee of the Sweetwater Union High School District pleaded guilty Wednesday to an embezzlement charge for siphoning more than ,000 from the district.Danya Margarita Williams, 42 of Chula Vista, is scheduled to be sentenced June 13 in a Chula Vista courtroom. Another embezzlement count, as well as a grand theft count, are expected to be dismissed as part of the plea deal.As part of her job, Williams was responsible for processing money orders received for fingerprint background investigations at the district, which are required during employment screenings, according to Chula Vista police Capt. Phil Collum.Each background investigation costs between to per applicant, and the applicants pay the fee using money orders, he said.``Instead of processing the money in accordance with district requirements, Williams deposited the money into her personal bank account,'' Collum said.District officials discovered the embezzlement -- which occurred between June 2016 and December 2017 -- and reported it to police, he said. Since then, teachers have been cut, bus routes were eliminated, and class sizes have increased.FCMAT recommends the state controller and local district attorney be notified of its findings.Frances Martinez, the former internal auditor for the district, told Team 10 the "people who purposely did wrong should be held accountable." Martinez said she raised the red flag regarding financial issues at the district, but was not taken seriously. She said when it came to some of the district's financial accounts, "that's how the reconciled. They just made up stuff and made a balance."Martinez said she was sitting next to Superintendent Karen Janney when the multimillion-dollar deficit was discovered. "She said, hey it's the business system. It's old, huh? Just making up stuff. I've heard about six different versions of the truth and none of them have been truthful."The former Chief Financial Officer Karen Michel would not participate in the audit. The team also could not make contact with Doug Martens, the director of fiscal services.With the release of the FCMAT report, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The district was given 15 days to respond to the audit's findings with its "proposed action."One teacher in the district, who did not want to be identified, said the audit's findings were sad, but not surprising. "Hopefully, the positive that can come out of this is that we become more transparent and have more oversight and this will never happen again," the teacher said. On Tueday, SUHSD spokesman Manny Rubio provided this statement to 10News on behalf of the district: "The Sweetwater Union High School District is currently reviewing the report from FCMAT and its findings and recommendations. The District takes this report very seriously and will be determining next steps. Given that this matter is still pending, we will refrain from any additional comment at this time."The District Attorney's office said they are reviewing the audit. CHULA VISTA, Calif. (KGTV)- A Hilltop High School alumnus who graduated in 1972 is more grateful for one of her teachers on the anniversary of D-Day. Kathy Cappos Hardy had Mr. Tom Rice as a United States Government teacher her senior year of high school. She tells 10News, “the way he enlivened it and related it to our lives made it truly something important to me”. Cappos Hardy has vivid memories of Rice and even says she pursued her career in education because of his impact he had on her. It wasn’t until about 20 years ago when Cappos Hardy realized her US Government teacher was also one of the thousands of troops who stormed the beaches of Normandy, France during World War II. 97-year-old Tom Rice is from Coronado. He was a paratrooper with the 101st Airborne Division who landed in Normandy on June 6, 1944. On D-Day, Cappos Hardy wrote an editorial thanking her teacher for his service in and out of the classroom. Now, she’s not only hoping he sees it, but that she also gets a chance to tell him thank you when he returns from Normandy. “I hope he knows that there are a lot of us that admire him not only as a teacher but what he did prior to that.” Cappos Hardy tells 10News. 1203

(KGTV) — As a South Bay family grieves, a new report is revealing some disturbing new numbers when it comes to COVID-19's impact on the Filipino community in Southern California.Rick Malacas, a nursing assistant at Scripps Mercy Hospital Chula Vista, first felt sick in late June. He suffered body aches, followed by a headache, fever, and a positive COVID-19 test. More than a week later, he sent a message to his wife, Wil, in the next room."He texted me that he was having trouble breathing," said Wil.She rushed him to the hospital. Days later, he suffered a stroke and was placed on a ventilator. Malacas, 45, passed away on July 11, leaving behind a wife, a grown son, and a 13-year-old daughter the couple adopted in December."He was my soulmate ... really said for me and my kids," said Wil.Wil's life is hardly the only one impacted. A Los Angeles Times headline recently noted that Filipinos are dying of COVID-19 at an "alarming rate." According to the report, data compiled reveals Filipino Americans account for more than 35% of COVID-19 deaths in the state's Asian population. Filipino Americans account for about a quarter of Asian Americans in the state.As for their mortality rate, that registered at a staggering 40% in Southern California, although the sample size is only about 50 cases and 19 deaths.JoAnn Fields, who co-chairs a local Filipino COVID-19 task force, points to possible factors: many Filipinos live in larger households, work in the health care profession and have health-related issues."Filipinos have a higher rate for some underlying conditions, like diabetes and high blood pressure," said Fields.Fields is calling for outreach programs similar to a county program appealing to the Latino community. CINCINNATI -- The University of Cincinnati will pay former UC police officer Ray Tensing 4,000 in back pay and legal fees, the university president wrote Thursday.Tensing was the police officer who shot and killed Sam DuBose during a traffic stop in 2015. UC fired Tensing on July 29, 2015. However, the police union contract states that employees charged with a felony may be placed on paid leave until the court case is resolved. Tensing brought a contractual grievance to the university regarding his termination, according to UC President Neville Pinto.UC agreed to pay Tensing 4,230 in back pay and benefits for Tensing and 0,000 for his legal fees to resolve the grievance. In return, Tensing agreed to resign his position as a university law enforcement officer and to never return to employment at UC. "I realize this agreement will be difficult for our community," Neville wrote in a letter announcing the agreement. "I am nevertheless hopeful that we can focus on supporting each other as members of the same Bearcat family — even, perhaps especially, if we don’t agree."The case prompted Black Lives Matter Cincinnati and other groups to organize marches and rallies as the community waited to hear if Tensing would face charges and, later, what jurors would decide. "The tragic loss of Samuel Dubose in July 2015 was a trying time in the life of our University," Pinto wrote Thursday. "Our community came together to mourn, listen, support, heal and hope.
