SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563

SAN DIEGO (KGTV) -- San Diego Police are asking for the public’s help finding a man who went missing early in the day Wednesday. According to police, 77-year-old David McArthur left his home on the 7900 block of Wing Span Drive around 10 a.m. to work on his boat at The Southwestern Yacht Club. He was last seen walking toward his vehicle in the parking lot of the yacht club, according to a family friend. McArthur was diagnosed with Alzheimer’s six years ago. McArthur is described as a white man, 77-years-old who is bald with grey hair on the sides and a thin build. Police say he also wears a yellow metal wedding ring and black band digital watch on his left wrist. McArthur is from New Zealand and speaks with a slight accent. He drives a 20907 Infinity G35 two-door coupe with California license plate 5XMW652. Anyone with information is asked to call the San Diego Police Department at 619-531-2000. 917

SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer has identified a park-and-ride lot in Scripps Ranch as a perfect place for new affordable housing, but neighboring businesses worry the plan will drive away their customers."You solve one problem and create ten new ones. There’s seven businesses that are going to suffer," said Yannis Pihas, owner of Yanni's Bar & Grill.Pihas says his customers, as well as visitors to the two hotels in the center, frequently use the park-and-ride because there is limited parking otherwise. While he's attempted to speak with city leaders about his concerns, so far he says he has not been given any indication that the housing project will include parking that the businesses can use.ABC 10News reached out to the city. A spokesperson says the project is still in the early process of planning and that details on potential parking have yet to be worked out. SAN DIEGO (KGTV) - San Diego Police released a composite sketch Tuesday in the search for a man suspected of trying to kidnap a 3-year-old girl in the Morena area. The incident happened Sunday about 4:30 p.m. as the girl’s mother was taking her daughter for a walk in her wagon on Savannah Street at Buenos Avenue, police said. The area is residential and two blocks away from busy Morena Boulevard. A man parked his sedan but left the engine running, then approached the mother and child from behind, according to investigators. SAN DIEGO (KGTV) - San Diego Police are investigating Tuesday the report of a woman's body found in the water at Bonita Cove in Mission Bay.A person walking on the beach found the remains of the woman about 10:20 a.m., San Diego Police Lt. Chris Sharp said.There was no indication of foul play but there were injuries to the body, said Lt. Sharp.The Medical Examiner will try to identify the victim and conduct an autopsy to determine the cause of death.Bonita Cove is a busy area of Mission Bay.
