SACRAMENTO, Calif. (AP) — Californians who lost their home insurance because of the threat of wildfires will be able to buy comprehensive policies next year through a state-mandated plan under an order issued Thursday by the state insurance commissioner.As wildfires threaten the state, insurance companies have been dropping many homeowners who live in fire-prone areas.Most of those people turn to the California Fair Access to Insurance Requirements Plan, an insurance pool mandated by state law that is required to issue policies to people who can’t buy them through no fault of their own.But FAIR Plan policies are limited, offering coverage for fires, explosions and limited smoke damage.California Insurance Commissioner Ricardo Lara on Thursday ordered the plan to begin selling comprehensive policies by June 1 to cover lots of other problems, including theft, water damage, falling objects and liability.Lara also ordered the plan to double homeowners’ coverage limits to million by April 1.“You have people that now are being sent to the FAIR Plan and they have no other alternative. They won’t even get a call back from an insurance company to offer them a quote,” Lara said.The FAIR Plan has been around since 1968. It is not funded by tax dollars. Instead, all property and casualty insurance companies doing business in California must contribute to the plan.Known as the “insurer of last resort,” the plan has been growing in recent years as wildfires have become bigger and more frequent because of climate change. FAIR Plan policies in fire-prone areas have grown an average of nearly 8% each year since 2016, according to the Department of Insurance.Likewise, since 2015 insurance companies have declined to renew nearly 350,000 policies in areas at high risk for wildfires. That data comes from the state, and it does not include information on how many people were able to find coverage elsewhere or at what price.The FAIR Plan is governed by a board of directors appointed by various government officials. Lara says he has the authority to reject its operating plan. On Thursday, he ordered it to submit a new plan within 30 days that includes an option for comprehensive policies and other changes.California FAIR Plan Association President Anneliese Jivan did not respond to an email seeking comment.It’s unknown how much the plan’s new policies will cost. But rates for FAIR Plan policies are supposed to break even. The insurance industry must cover any losses. And if the plan generates a profit, that money is given back to insurance companies.FAIR Plan policies have been limited because, in general, the insurance industry doesn’t want state-mandated plans to compete with private insurance plans. But Amy Bach, executive director of United Policyholders — a nonprofit advocating for consumers in the insurance industry — says her group is “hearing from panicked consumers daily.”“If (insurance companies) don’t like it, the solution really is to start doing their job and selling insurance again,” she said. “This is an untenable situation.” 3083

ROCKVILLE, Md. — It’s been a long, empty year at many schools across the country and for those who work there.“It has been one of the most watershed year in my 30-some years of education that I've ever seen,” said Karin Tulchinsky Cohen, an assistant principal at Beall Elementary School in Montgomery County, Maryland. The more than 11,000 teachers in the district, like many all over the world, face tough challenges brought on by virtual learning.“Their stress levels have been very, very high,” she said.Recognizing that, the school district partnered with Kaiser Permanente for “RISE,” which stands for “Resilience In School Environments,” part of their Thriving Schools program to offer more programs and resources to help teachers improve their own mental health and coping abilities.“The effort of just having to overdo it on the screen so that your students can stay engaged, one, and continue to learn. I mean, they've just had to grow their repertoire so much,” said Erin VanLuven, a licensed clinical social worker at Kaiser Permanente.Some of what they do also involves yoga and virtual dance parties.“People that can regulate their own emotions when crisis comes into their life, you know, they are much more able to be effective and efficient and they're much more likely to bounce back,” VanLuven said.Among VanLuven's three main suggestions to strengthen mental health are the following:Make sure to give yourself a “bio-break,” which includes deep breathing or even stretching for a few minutesTry to eat at least two healthy meals a day that include fruits and vegetables, because that impacts your overall health, including mental healthTake up a hobby you enjoy and do it“Everybody should be taking care of their emotional wellness, and it doesn't really take much more than 10 to 30 minutes a day,” VanLuven said.For educators, the advice and camaraderie with fellow teachers have helped. Kaiser Permanente is working with school districts in the Washington, D.C. and Baltimore areas, with plans to expand those programs elsewhere.“I am so proud of the teachers in my school and all teachers,” said Tulchinsky Cohen. “They have adapted so beautifully.”It’s a way of adapting to a new way of doing things, for now. 2314

(AP) — Jerry Falwell Jr. has sued Liberty University, alleging the evangelical school founded by his late pastor father damaged his reputation in a series of public statements that followed his resignation as president and chancellor in August amid a series of scandals.The lawsuit filed in Lynchburg Circuit Court on Wednesday includes claims of defamation and breach of contract. Falwell took an indefinite leave of absence from his role as president and chancellor of the university back in August after he posted a photo on Instagram of himself and a woman, not his wife, with both of their pants unzipped while on his yacht.Falwell began serving as president of the Lynchburg, Virginia, university in 2007.The lawsuit alleges that Liberty officials accepted what Falwell says are false claims about his involvement in an extramarital affair between his wife and a business partner of the couple's and "moved quickly" to destroy his reputation."When Mr. Falwell and his family became the targets of a malicious smear campaign incited by anti-evangelical forces, Liberty University not only accepted the salacious and baseless accusations against the Falwells at face value but directly participated in the defamation. This action seeks redress for the damage Liberty has caused to the reputation of Mr. Falwell and his family," the lawsuit says.K. Todd Swisher, Circuit Court clerk for the city of Lynchburg, provided The Associated Press with a copy of the complaint, which contains a limited number of redactions in sections pertaining to Falwell's employment agreement. Swisher said there would be a hearing within a week for a judge to consider whether an unredacted version of the complaint should remain sealed.Liberty spokesman Scott Lamb said the school, which had not yet been served with the lawsuit, would have a formal statement in response later Thursday. The school's board of trustees has been meeting this week.An attorney for Falwell did not respond immediately to a telephone message left Thursday, and Falwell did not respond to a voicemail and text seeking comment.Falwell left Liberty in August after Giancarlo Granda, a younger business partner of the Falwell family, said he had a yearslong sexual relationship with Falwell's wife, Becki Falwell, and that Jerry Falwell participated in some of the liaisons as a voyeur.Although the Falwells have acknowledged that Granda and Becki Falwell had an affair, Jerry Falwell has denied any participation. The couple alleges that Granda sought to extort them by threatening to reveal the relationship unless he was paid substantial amounts of money.Before his resignation, Falwell had already been on an indefinite leave of absence after an uproar over a photo he posted on social media of him and his wife's pregnant assistant, both with their pants unzipped.Falwell said it was taken in good fun at a costume party during a vacation, but critics saw it as evidence of hypocrisy by the head of an institution that holds students to a strict moral code of conduct.Shortly after Falwell's departure, Liberty announced it was opening an independent investigation into his tenure as president, a wide-ranging inquiry that would include financial, real estate, and legal matters.Earlier this month, the school identified Baker Tilly US as the firm handling the investigation and announced the launch of a website to "facilitate the reporting of potential misconduct to the investigative team."Falwell has declined to answer questions from the AP about the size of the exit package he received from the university but has discussed the issue with other news organizations, which reported that he was set to receive .5 million. However, Liberty said in a statement last month that it paid Falwell two years of base salary and disputed "media reports regarding the size and terms" of Falwell's contract.In an August interview with the AP, Falwell said that the school's board had been "very generous to me" but raised concerns that they were "being influenced by people who really shouldn't have a say" about the future direction of Liberty.In the lawsuit, Falwell claimed that Liberty "turned on" him after Granda went public with his allegations, forcing his resignation. The lawsuit also says Liberty rejected Falwell's attempts "to reach an amicable resolution," forcing Falwell to turn to the court to "restore his reputation."The lawsuit says Liberty's statements have harmed not only Falwell's reputation but also his future employment prospects and business opportunities. Falwell now has a "drastically reduced ability" to attach his name to business and charity organizations, and he has stopped receiving previously frequent invitations to appear on TV to discuss Liberty, evangelicalism, and politics, the lawsuit says.The lawsuit further alleges that "Liberty's actions are antithetical to the teachings of Christ." Falwell's attorneys charge the university with hurting its own standing and that of the broader evangelical community "by playing right into the hands of sinister operatives with ulterior motives."Falwell's acrimonious departure from Liberty came four years after his endorsement helped burnish the reputation of then-presidential candidate Donald Trump among conservative evangelical Protestants. That group has since become a critical part of the president's political base. The public Falwell-Trump alliance that marked 2016 is not visible in this year's election, as the president looks to other prominent evangelical surrogates.Named in the lawsuit as amplifying Granda's claims is The Lincoln Project, a group founded by prominent GOP critics of Trump. ROCKFORD, Ill. -- As many police departments continue to struggle to reflect the diversity of the cities and municipalities, some are looking to a return to old school policing as a solution. One city grappling with violent crime is embedding officers in the thick of it. It’s a way to have a personal stake in policing their own neighborhood.Eighteen-year police force veteran Patrice Turner knows the streets of Rockford, Illinois, like the back of her hand.“This is my stomping grounds," said Turner. "I used to walk up and down this street. You know when I went to West Middle School here.”She grew up in Rockford, a town about 75 miles northwest of Chicago that has one of the highest crime rates in the country.“I drive through the lot and make sure it's OK. It’s actually been robbed a few times,” said Turner as she patrolled her route near a shopping center.For the last three years, she’s been part of a unique policing program working as a resident officer community keeper or ROCK.“They're actually living in that community,” explained Rockford’s assistant deputy chief, Mike Dalke. “They have a car squad car that they take home that's parked in front of their house and their job really is to build capacity, build trust within that community."Turner lives rent-free, embedded in the community. Her name and number are boldly displayed outside her house.“So yeah, there is there is little sense of anonymity, that's for sure,” said Turner.Police residency requirements fell out of favor in the early 20th century.According to government data, in 75 U.S. cities with the largest police forces, on average 60% of police officers live outside the city limits.Research suggests residency requirements don’t necessarily translate to public confidence in the police.Still, the ROCK program hopes personal interaction will build trust at a time when relations between police and communities of color across the nation are inflamed.Turner knows mending those relationships won’t come until the fractures of the past are dealt with.She says she’s trying to do that as an officer who has a vested stake in the community.“You form stronger bonds, you know people no longer see you as just a police officer. They see you as a human,” she said. “They see the officer as the person behind that uniform.”The department says it plans to hire a third ROCK officer soon and believes the model could work in other cities and municipalities. 2443
