WASHINGTON -- At high-level economic talks that wrap up Wednesday, China is urging frustrated US officials to be patient as the two powers work to manage a delicate trade relationship. The United States, by contrast, is pushing for quick action. The talks began Tuesday and could yield some results, including increased US airline flights to China and a lowering of barriers to sales of American energy technology products in China. Senior US officials have tamped down expectations of major breakthroughs, however, as they described the meetings as strategic discussions, not negotiating sessions. US Commerce Secretary Carlos Gutierrez said the twice-a-year talks are "all about the long-term; developing a common understanding of the future." Still, the US side made a point of noting simmering frustration. Treasury Secretary Henry Paulson said Americans are by nature impatient people; Gutierrez described the "need to make progress in all areas as soon as possible." The urgency is reflected in an increasingly restive US Congress, where lawmakers are considering a spate of bills that would impose economic sanctions on China. Many blame America's soaring trade deficits and the loss of one in six manufacturing jobs since 2000 in part on claims of Chinese currency manipulation and copyright piracy. In blunt words, Chinese Vice Premier Wu Yi cautioned the United States against making accusations. "We should not easily blame the other side for our own domestic problems," Wu said through an interpreter. "Confrontation does no good at all to problem-solving." Wu, known as a tough negotiator, said that both countries should "firmly oppose trade protectionism." She warned that any effort to "politicize" the economic relationship between the two nations would be "absolutely unacceptable." Wu and her delegation were scheduled to meet privately this week with major congressional leaders. The US delegation raised the issue of food safety highlighted by such incidents as the deaths of pets who had eaten pet food made with tainted wheat gluten imported from China. US Labor Secretary Elaine Chao, briefing reporters at the end of the first day of talks, said Agriculture Secretary Mike Johanns had made a forceful presentation to the Chinese about the concerns Americans have about food safety. In response, she said, Chinese officials sought to assure the Americans that they would fully investigate any problems discovered. Democratic Sen. Edward M. Kennedy and four other senators urged the Bush administration in a letter to get Chinese commitments to cooperate in investigations into food safety, saying that the way China currently handles the issue is unacceptable. Paulson created the talks last year as a way to get the countries' top policy makers together twice a year to work toward reduced trade tensions. The first meeting was in Beijing last December.

Two labor watchdog officers in north China's Shanxi Province have been detained by police in connection with the country's growing slave-worker scandal. Hou Junyuan, head of an inspection team in Yongji City's Labor and Social Security Bureau, was accused of dereliction of duty and detained yesterday afternoon. Another officer from the team, Shang Guangze, was arrested on charges of abuse of power and fired from his job. The two had transferred an underage laborer, who was from central China's Henan Province and was being sent back home, to another kiln for new employment, authorities said. Police have arrested 168 people and are seeking more than 20 other suspects involved in the forced-labor scandal. By Sunday night, 45,000 officers had raided more than 8,000 kilns and small coal mines in Shanxi and Henan provinces and freed 591 workers, including 51 children. Those charged with crimes are suspected not only of illegal employment practices but also of abduction, limiting others' freedom, employing underage workers and even murder. Meanwhile, the government of Shanxi's Hongtong County, where one of the most notorious kilns was located, has dispatched work teams to 12 provinces to compensate victims who were compelled to work in captivity. The central government plans to launch a nationwide survey of labor conditions in small kilns and collieries, and those who illegally employ children, force people to work or deliberately injure workers will be severely punished, the State Council warned.

Yichang - Construction of a tunnel under the Yangtze River that will form part of a gas pipeline project running from Sichuan Province to Shanghai was completed Monday.The 1.4-km, 3.08-m diameter tunnel sits 20 m beneath the riverbed and connects two wells on either side of the river in Yichang city, Hubei Province, Liu Juzheng, head of the Hubei section of the pipeline, said.With a total length of 2,203 km, the pipeline will serve as an "energy artery" as part of the West-East gas project, Liu said.The pipeline is expected to channel 12.1 billion cu m of natural gas a year from the Puguang field in Sichuan to central and eastern regions of the country, including Chongqing Municipality, the provinces of Hubei, Anhui, Jiangxi, Jiangsu and Zhejiang, and Shanghai Municipality.The tunnel, which took 325 days to complete, is the first of five to be built under the Yangtze.Industry experts say the new pipeline, which will cost 62.7 billion yuan (.4 billion) to build, will provide an opportunity to develop western regions based on their rich natural resources.Chen Deming, vice-minister of the National Development and Reform Commission (NDRC), said the pipeline will be completed in late 2010 and the gas it transports will help reduce carbon dioxide emissions by tens of millions of tons a year.Figures from the China Petrochemical Corporation (Sinopec) put Puguang's proven reserves at 356.1 billion cu m. The country has total proven natural gas reserves of about 2.66 trillion cu m.The government has been promoting the use of natural gas to improve energy efficiency and reduce air pollution.Under an NDRC proposal on natural gas development, the government plans to increase the natural gas pipeline network to 44,000 km by 2010 to meet demand.Although China's natural gas output will reach 94 billion cu m in 2010, up from 58.6 billion in 2006, an additional 16 billion cu m a year will still have to be imported to meet demand, Sinopec said.In Shanghai, demand for natural gas soared from 4 million cu m in 2003 to 1.9 billion in 2005.In 2004, China National Petroleum Corp (CNPC) opened its West-East gas pipeline, which runs more than 4,000 km and channels 1.2 billion cu m of gas a year to Shanghai from the Tarim Basin in the country's westernmost region of Xinjiang.CNPC is to build a second West-East pipeline to carry gas imported from central Asia to the Pearl and Yangtze river deltas. Construction will begin next year with the line, which is designed to carry 30 billion cu m a year, becoming operational in 2010.

  

CHANGSHA -- Chinese media have blasted an attempt by a Chinese city in Hunan province to set a world record for the longest string of firecrackers, labeling it "ridiculous" and a waste of money.A 20-km string of firecrackers, stretching from Dayao Town to the downtown area of Liuyang City, home to China's largest firecracker production base, went up in smoke on Friday afternoon, exploding for 68 minutes and littering the ground with red debris, as organizers sought to gain publicity for the city and its local fireworks industry.The event, organized by several firecracker plants and partly sponsored by the local government, cost more than 800,000 yuan (about US7,000), including 580,000 yuan for the firecrackers themselves and the remainder to stage the event and ensure the fire service was on standby."The production of firecrackers is one of the city's main industries. We hope the success of making the longest firecracker will increase the confidence of the producers and make our city well-known across the country," said Xu Qiangguo, head of the Liuyang Firecrackers Bureau.But the event, billed by local media as a Guinness World Record attempt, was not attended by an official Guinness World Records representative after it ignored a request from the organizers to attend.Instead, a representative from the unofficial Shanghai Great World Guinness Book of Records turned up to present them with a certificate bestowing upon the city the honour of having only "the country's longest string of firecrackers"."I can only ensure you that it's the longest firecracker in China and I dare not say it's the world's longest," said the Shanghai office's representative Wang Yizhuo."Firecrackers were traditionally used to ward off evils but burning crackers is more of a token of celebrations and festivals nowadays. I think this longest string of crackers reflect the happy and peaceful life of the people," he said.A flood of opinion pieces from newspapers around the country waded in with their assessments."Such a record is ridiculous, just like to sharpen the two ends of a tree and apply for the record of the longest toothpick," a journalist with the Jinan Times said.The Beijing Times said, "Unless the firecrackers are supposed to be part of a cinematic scene of raging war, what benefits would accrue from setting off 20 kilometers of fireworks?"The newspaper went on to bemoan the country's lack of creativity. "We are no less than a manufacturing base for the world. We may continue to set records in a similar manner, but that will not add a jot to our overall competitiveness," the article said.The Liuyang authorities also came under fire from a writer from the Guangzhou Daily, who called the event a "real burden for the local economy"."It's high time to call off applications for the professed 'longest' or 'most' records, such as 10,000 people eating hotpot and 10,000 people washing their feet together. They lack social significance as well as scientific and technical skills," he wrote."Some local governments like to spend a fortune creating a record in order to attract attention. "The firecracker industry is the pillar industry of the city and making such a long one will promote our firecrackers' fame and maybe even make them world renowned," one said.Meanwhile the controversy surrounding the legitimacy of the Shanghai Great World Guinness Book of Records, which was established in 1992 and comes under the authority of the Shanghai branch of the Communist Party Youth League, continues.Guinness' official branch in China is Liaoning Education Press, based in the northeastern province of the same name.According to an article on the website of Liaoning Education Press, it has been the real Guinness Book of Records representative in China since Shanghai Great World Guinness and the Guinness Book of Records split in 1996.In 2003, a Hebei businessman from Beijing sued the Shanghai office after paying them a 1,800-yuan registration fee so he could set a world record for the first bungee jump from a moving aircraft, believing the organization to be affiliated to the Guinness publishers.After completing the jump from a helicopter 80 meters above ground, He later read in a Beijing newspaper that the Shanghai Guinness office was not an authorized agent of the Guinness Book of World Records and had been misleading the public. BRASILIA - China Wednesday called on the international community to observe the principles and framework set by the Kyoto Protocol and the United Nations Framework Convention on Climate Change.The appeal was made by Cao Bochun, vice director of the Environment and Resources Protection Committee of the Chinese National People's Congress, at the G8+5 Climate Change Dialogue forum held in this Brazilian capital."As a precondition of ensuring healthy human development, tackling climate change is today's and tomorrow's basic principle with which we should persist in confronting the problem," said Cao."Common but differentiated responsibilities" stated in the Kyoto Protocol and UN Framework Convention on Climate Change should be the basis and precondition for a rational move in handling climate change, he said.The Chinese legislator said at the forum that "China, as a responsible country, has a resolute and consistent policy in dealing with climate change."China will do its "best to boost its capability" to fight climate change based on China's reality, said Cao.The capability of the mini-thermal power plants closed by the Chinese government in 2007 as an environment-protection measure reached some 14.3 million kilowatts, he said, adding that the drive will continue.He also rebutted criticism of China's increasing greenhouse gas emissions, saying most of the critics have ignored a fact that transfer emissions account for some 30 percent of China's total greenhouse gas emissions, which means China has shifted some emission pressures from a lot of countries.The forum, initiated by then British Prime Minister Tony Blair, was established in 2005 for legislators from the Group of Eight industrialized nations - Britain, Canada, France, Germany, Italy, Japan, Russia and the United States - and their counterparts from five emerging economies - China, India, Brazil, Mexico and South Africa - to address the global climate issue and anti-poverty efforts.
