SAN DIEGO (KGTV) -- The City of San Diego announced Tuesday that the transformed Super 8 motel in Egger Highlands will be used to temporarily serve families and children experiencing homelessness amid COVID-19. The city's purchase and transformation of the motel was approved by the City Council in 2017. The transitional housing units will eventually be used to serve those enrolled in the San Diego Misdemeanants At-Risk Track. The program was created by the City Attorney's Office for chronic misdemeanor offenders with acute drug addiction, according to the city. For now, the recently-renovated motel will provide temporary housing for children and families struggling with homelessness. “We’re looking at every opportunity to help those families and children experiencing homelessness during these trying times,” Mayor Faulconer said. “The rehabilitation of this motel couldn’t come at a better time as the need for temporary shelter has never been greater. I want to thank City Attorney Elliott for partnering with me to provide safety and relief to so many families as we fight to stop the spread of this deadly virus.”The city started moving families to motel rooms in March to allow for proper physical distancing. “During this challenging time, it's more important than ever to ensure our most vulnerable community members are protected,” City Attorney Elliott said. “I am gratified to be able to transition our S.M.A.R.T. on Palm facility to provide temporary emergency housing for families in this time of dire need.”The facility has 42 transitional housing rooms, 39 double-bed units, and three units that meet the Americans with Disability Act standards, the city says. 1693

SAN DIEGO (KGTV) — The City of San Diego will consider making a significant change to the way voting is done, best known as "ranked choice voting."It would allow voters to list up to four candidates in order of preference, rather than just cast a traditional ballot for one candidate."It's a very interesting system that hopefully decreases some of the negative campaigning that we ordinarily see," Councilmember Mark Kersey, who supports ranked choice, told 10News Friday.In the proposed version of ranked choice that San Diego is considering, the top four candidates in each primary race would advance to the general election, rather than the top two. In November, voters would then rank the candidates by preference. If one candidate has more than 50 percent of the vote on first count, that candidate would win. If no candidate reaches 50 percent, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50 percent.UC San Diego political science professor Thad Kousser says ranked choice allows voters to feel like they are not wasting their vote on a long shot, and helps avoid the idea of voting for the lesser of two evils. "It allows voters to take a sincere vote without throwing away the weight that their vote would have," Kousser said.Kousser also says ranked choice helps keep races from getting as negative. "It could give candidates incentive to play nice with each other, to be less negative in their advertising beceause they would love to be second place on every voter's dance card," he added.Kersey says the City Council will consider placing ranked choice on the November ballot, with the goal of making the change in 2022. If the council elects not to put ranked choice on the ballot, supporters say they will launch a signature drive to get the measure on the ballot that way.Other cities in California have already adopted ranked choice, including San Francisco, Oakland, and Palm Desert. The concept is also gaining steam elsewhere in the country, with Maine moving to ranked choice for statewide elections."There's a reason why people are looking at doing it this way," Kersey said. SAN DIEGO (KGTV) — The City of San Diego could make the unorthodox move of refusing to reveal a directory of its 11,000-plus employees.A new memo from City Attorney Mara Elliott's office says officials fear doing so could increase the risk of cyber attack. "You have indicated that releasing all City employee email addresses at once could create a potential threat to the City's cybersecurity because it would make it substantially easier for bad actors to launch phishing attacks against the City, which could interrupt critical City operations," says the Sept. 20 memo. The Union-Tribune recently made a California Public Records Act request for names, work email addresses and phone numbers of all city employees, which is disclosable under the act. Cyber security experts say public agencies have been facing a barrage of hacking attempts because they control critical civic operations. Last year, hackers shut down some operations at the Port of San Diego, and the city of Atlanta has spent millions to recover a system after a ,000 ransomware attack. Ted Harrington, an executive partner at Independent Security Evaluators, said hackers often try to get victims to open attachments in emails, known as phishing. "It's an attack method where when the victim either clicks a link or downloads an attachment, that automatically installs some sort of malware or directors that particular victim to a malicious website, and then all kinds of bad things can happen from there," he said. The City Attorney's memo existing case law suggests there are circumstances where not disclosing the list of workers outweighs the public interest in disclosing them, but leaves it up to the city on a final determination. Jeff Light, the editor and publisher of the Union-Tribune, said in a statement that he understands the cyber security concern, but that it shouldn't keep the information from being disclosed. "Public information law in California says that 'access to information concerning the conduct of the people’s business is a fundamental and necessary right of every person in this state,'" Light said. "I don’t see how that principle squares with this theory that the government should not reveal the phone extension or email of a city employee."The City Attorney memo notes that while the city may not release a full directory, residents do have access to contact information for city officials they may need to contact.
