YUSHU, Qinghai, July 10 (Xinhua) -- The Chinese government on Saturday started a massive multi-million-dollar project to restore 87 monasteries damaged in a 7.1-magnitude earthquake that shook a predominantly Tibetan area in northwest China in April.Monks and officials gathered at the new site of Trangu Monastery in Yushu, Qinghai Province, for a brief ground-breaking ceremony. Monks from the 700-year-old monastery, whose former buildings collapsed in the quake, held a prayer service, chanting sutras and turning prayer wheels to mark the start of the rebuilding.More than 2,200 people were killed after the 7.1-magnitude earthquake struck Yushu. The entire town of Gyegu, the seat of Yushu prefectural government, was flattened, leaving more than 100,000 residents homeless.Lodroe Nyima Rinpoche, a living Buhhda of the Trangu Monastery, said monks felt "grateful" for the government efforts to rebuild damaged monasteries.Three best known monasteries damaged in the Yushu quake were Trangu, Gyegu and Renyak.The repair of Gyegu Monastery also started on Saturday.Qinghai's Ethnic Affairs Committee said the central government had earmarked 1 billion yuan for the monastery restoration in Yushu. The construction will cover an area of 170,000 square meters.Yushu is predominantly populated by ethnic Tibetans and most of them are Buddhists. There were thousands of monasteries, including 194 large or medium ones, in the region before the quake. The number of monks, nuns and other religious personnel was estimated at 23,000, local government data show.The economic losses of the monasteries and in-house religious relics mounted to 756 million yuan, according to the data.Monasteries and religious activities form an important part of local residents' daily life. Phuriwa, deputy head of Qinghai's Ethnic Affairs Committee, said the drafts for monastery restoration were revised many times only to best protect the Tibetan culture and to give local Buddhism believers best places to observe religious rituals.Saturday also marked the start of about 200 rebuilding projects in Yushu, which would cost 16 billion yuan.China plans to spend 31.7 billion yuan in three years to rebuild Yushu. Funding for the reconstruction will come mainly from the central budget, with contributions from provincial finances and donations, the government said earlier.

HONG KONG, June 25 (Xinhua) -- Air China, China's leading carrier listed in Hong Kong, said late Friday that it would pay 1. 3 98 billion U.S. dollars to buy 20 Boeing 737-800 planes.In a statement filed to the HK stock exchange, the carrier said the cost would be "payable by cash in installments" and it would " take delivery of the Boeing Aircraft in stages from 2013 to 2015"."The aircraft price is subject to price escalation by applying a formula. Boeing Company has granted to the Company (Air China) significant price concessions with regard to the Boeing Aircraft," said the statement.The transaction will be funded through cash generated from Air China's business operations, commercial bank loans and other financing instruments of Air China, said the statement.The Beijing-based airlines said the transaction would expand its fleet capacity with an increase of around 5 percent based on available tonne kilometers of Air China by the end of 2009.In particular, the deal would reinforce Air China's market share in the Chinese domestic market, and would also increase frequency of flights for a number of domestic and neighboring international routes, it added.By the end of September last year. BEIJING, Aug. 26 (Xinhua) -- Chinese senior legislator Chen Zhili on Thursday called for preferential policies in taxation for enterprises using cleaner production methods to promote their competitiveness.Chen, vice chairwoman of the National People's Congress (NPC) Standing Committee, made the remarks during her report on an inspection on the enforcement of the Cleaner Production Promotion Law.Favorable policies and funding provided in the law had been poorly implemented, and that had impaired the enterprises' initiative in achieving cleaner production, Chen said.Chen said statistics gathered during the inspection did not provide reasons to be optimistic. During the period from 2003 to 2009, only 0.15 percent of the enterprises nationwide had integrated the cleaner production review into their operations.Chen also noted the serious situation of excessive packaging used in protecting products.Statistics revealed that China had been consuming 40 million tonnes of wrapping materials annually, and the bulk of this was used for extravagant packaging, Chen said.Future policies should make detailed provisions on requirements of enterprises eligible for such tax preferences, and those enterprises, which had made outstanding efforts in cleaner production, should be rewarded, Chen said.Chen also urged streamlining the task assignments among different governmental departments in law enforcement and promote the government's supervisory responsibilities.

BEIJING, Aug. 9 (Xinhua) -- Tropical storm "Dianmu" along with gusty winds will strengthen precipitation in north China as it moves north, the national meteorological agency warned on Monday.The typhoon, started Sunday night in the sea about 400 kilometers east of Taiwan, is expected to complicate flood-control efforts in northeast China, where torrential rain-triggered floods have left more than 100 people dead and missing.Heavy rains will hit parts of northeast China's Liaoning, Jilin and Heilongjiang provinces on Tuesday. Northwest China's Gansu and Shaanxi provinces will also be affected, said the National Meteorological Center.The typhoon, the fourth this year, was moving northeast at a speed of 25 km per hour. Its center was located about 390 km east of Zhejiang Province's coast Monday afternoon and will approach southern coast of the Korean Peninsula on Tuesday, said the center.
