LA MESA, Calif. (KGTV) — La Mesa's police chief will retire after more than five years in the role and following unrest over the police department's policing tactics.Chief Walt Vasquez announced Thursday that he will retire effective Aug. 27. LMPD says Vasquez delayed his retirement when the coronavirus hit in mid-March in order to continue serving through the pandemic."Over the past five years, our team has worked very hard to keep the citizens of La Mesa safe. The decrease in property and violent crimes in the City from 2015 to 2019 has been the largest decrease of all incorporated cities in San Diego County," Vasquez said in a statement. "This is extraordinary, especially when you take into consideration that the La Mesa Police Department is one of the lower staffed departments in the County. Crime decreases of this nature are only achieved through hard work and collaboration with the citizens we serve."Vasquez most recently was top cop after a controversial arrest video surfaced, showing a Black man, Amaurie Johnson, being shoved into a sitting position and arrested by a white cop. The cop that was at the center of that video is no longer employed by the city. Johnson has since filed a lawsuit against the city and the officers involved.Following the arrest, and on the heels of nationwide calls for police reform, a protest outside of La Mesa Police Department on May 30 saw a 59-year-old woman shot in the face by a bean bag round during the demonstration and hospitalized, bringing the department's response tactics into question. An investigation into that incident and the officer involved is still being conducted.As calls for police reform continued locally and across the nation, the department followed other law enforcement agencies and banned the carotid restraint technique.Prior to his role in La Mesa, Vasquez started his career in the San Diego Police Department in 1986. He achieved the rank of Assistant Chief before being sworn in as La Mesa's Chief in 2015.Vasquez also served on the Board of Directors of San Diego Youth Services for more than 10 years and has served on the Board of Directors of San Diego’s Trauma Intervention Program since 2018. LEXINGTON, Kent. - Coronavirus has claimed more than 226,000 American lives, and it's been very harsh on members of older age groups. But here in Lexington, it was no match for Charles and Nellie Anness.Married since 1949, after meeting at a baseball game a year earlier in Harrodsburg, Charles (89) and Nellie (88) fought off the virus, like a batter fighting off a 3-2 pitch. "We feel pretty good, now that we get to go home," Nellie said from the entrance to Cardinal Hill Rehabilitation Hospital.Charles and Nellie believe they caught the virus while attending a church service in Gatlinburg, Tennessee more than one month ago. For ten days, the couple had to be separated at Baptist Health Hospital during treatment. While fighting back the tears, Nellie explained how that was the most challenging part of the entire ordeal given they'd barely spent one day apart over the last 71 years."We don't even like to talk about that. It was awful," Nellie said.After the hospital stay, a 16-day stint at Cardinal Hill followed, where they'd undergo a rehab program to improve their strength and ability to live on their own."I think they did great," said Emily Goggin, a therapist at Cardinal Hill, who worked extensively with the couple.The virus, as it's done to so many, attacked Charles and Nellie aggressively, but it spared them the thing they most needed in order to recover."I think love inspires us to be motivated to wake up and get out of bed each day," Goggin added.It inspired this couple to reach this day, the day they could finally go home together. We have something special," Nellie said. "I love him just as much as I ever have. Maybe more. (KGTV) - A La Mesa woman is on the hunt for clues, after she made a startling discovery near a sidewalk during a walk.Along scenic Explorer Road, Patty Serrano was finishing up a walk with a friend one afternoon two Fridays ago, when something on the ground caught her eye."First of all shock. Why is this on the ground? I picked it up. Dried it and flattened it," said Serrano.The document was a Plank Owner Certificate. Serrano, a retired Navy officer, knew exactly what that meant. "I knew those are rare, issued to people who are the first crew members of a ship," said Serrano.The certificates aren't official Navy documents. They are created and distributed by crew members. The ship attached to this certificate was the U.S.S. (KGTV) - Target representatives were on UC San Diego's campus this week talking to students about what they would like at an on-campus store.The company already has at least a dozen small-format stores on college campuses, including USC, UC Irvine, and UC Berkeley. Target says the stores cater to student's unique needs, providing food, apparel, dorm decor and essentials like toothpaste and body wash. While discussions are underway there is no concrete plan for Target to set up shop at UCSD. 530
