CORONADO, Calif. (KGTV) -- A celebration of life was held in Coronado Thursday night for Nicole Quitasol, the San Diego woman killed in a boat fire off Santa Cruz Island. The event was held at Nicky Rottens, and restaurant officials said the celebration of life was also to help the fundraising efforts to support Quitasol’s family. Quitasol was on the dive trip with four family members, her coworkers posted on Facebook. CORONADO, Calif. -- A distracted school bus driver is being blamed for a chain-reaction crash that injured students on their way home.According to the CHP, just before 2 p.m. Wednesday, a bus carrying about 50 Coronado Middle School students rear-ended a truck that was stopped at a light, which hit another truck.Afterwards, Coronado's police chief and other officers handed out water because the bus was stuffy.There were no serious injuries, but six or seven students did complain of some pain.  It's unclear how many were taken to the hospital.The CHP says the preliminary cause is unsafe speed. The driver - in his sixties - claims he was distracted by something going on with the students.10News reached out to the school district to find out if the driver will face a suspension, but have yet to hear back. 826

CLEVLAND, Ohio — The FBI is investigating civil rights issues inside the Cuyahoga County jail according to a damning report detailing serious problems inside the jail.The details of the incident involving the use of force as a punishment, as well as the FBI's involvement were blacked-out in a version of the report released by Cuyahoga County on Wednesday.However, a complete version obtained by WEWS television station investigators confirm "this particular UOF incident was turned over to the Federal Bureau of Investigation, Cleveland...for further investigation."According to the report, prepared by the US Marshals at the request of county leaders, the Facility Review Team confirmed use of force is used as punishment inside the jail.The report also noted more than 100 interviews with inmates and detainees "reveal strong and consistent allegation of brutality, UOF punishment, and cruel treatment at the hands of the Security Response Team (SRT), whom the detainee/inmates refer to as "The Men in Black" based on their black para-military uniforms."Inspectors also noted that body cam video revealed "aggressive conduct and behavior as well as abusive, explicit language used by SRT members direct at detainees/inmates."US Marshal Pete Elliott confirmed that both the FBI and Cuyahoga County's Inspector General are conducting investigations into civil rights issues inside the jail.Since late June, at least six inmates have died at the jail. Inspectors noted the jail failed to conduct reviews of the deaths and cited "insufficient and unclear answers" regarding the deaths.The report also found there have been 55 suicide attempts at the jail in the last 12 months.Cuyahoga County leaders have pledged improvements at the facility and say some changes have already been put in place. 1818

Colin Kaepernick will be featured in a documentary series produced by ESPN Films as part of a first-look deal with The Walt Disney Co. Commercial construction is experiencing a huge downtown and has yet to recover since it dipped at the start of the pandemic. But in contrast, residential construction is experiencing historic demands.“It's been a remarkable year for housing,” said Robert Dietz, chief economist for the National Association of Home Builders.When the pandemic hit, no one was sure what the impact would be on housing.“People need larger homes; they need to fix up their existing homes and frankly there’s not enough inventory on the marketplace so builders are really busy right now,” Dietz said.So busy, in fact, that some are deciding to buy new homes rather than wait for their projected renovation to start. The NAHB is a trade association with 140,000 members who handle all facets of family construction.“We’re looking this year, we think single family construction will be up almost 10% and that will make it the best year for single-family home building since the Great Recession itself,” Dietz said.But that doesn't, by any means, put anyone in a "perfect" position.“There are headwinds on the horizon and the industry has faced a number of persistent challenges that have reduced housing affordability,” Dietz said. “Those would include the persistent lack of skilled labor, lack of lots in high-demand markets, and of course regulatory costs have been a persistent thorn in the side of the industry causing costs to be higher and pricing out home buyers out of the market.”When demand goes up, supply goes down. He said, "Home building is really a different market."Simonson said the contractors in his organization do “apartment buildings, every type of non-residential building, infrastructure, highways, water and sewer systems, power plants and so forth.” He said contractors across the national saw an initial rebound, but it's been on a steady decline since the spring.“Non-residential construction, there’s a lot of doubt about whether there’s going to be demand for more stores or offices and whether owners whether they’re private or universities or state and local governments have the money to pay for them,” Simonson said.He says it's different in every state and region. Some niche industries are doing okay, like data centers, and the fields of medical device and health care. But most industries, like hotel and retail, for instance, have just about disappeared.“I have to say I’m pessimistic the construction industry is going to lag the overall economy,” Simonson said. “There are hopeful signs about the economy being able to pick up speed in 2021 if enough people get vaccinated and the vaccine proves to be effective.”Construction tends to take a while to bounce back.
